*UPDATE-Names Released*-Troopers Investigating Fatal Crash SR 1 – Smyrna

Smyrna – The Delaware State Police are releasing the names of those involved in the crash that took place on State Route 1 in Smyrna, late Saturday afternoon, in which one driver has succumb to his injuries.

The initial investigation determined that a 2007 Chevrolet Impala was traveling southbound on State Route 1 approaching the State Route 6 overpass when for an unknown reason the vehicle traveled into the center grass median. The Chevy began to spin counter-clockwise as it crossed the median, continuing into the SR 1 northbound lanes, and directly into the path of a 2019 Toyota Tacoma. The front end of the Toyota struck the passenger side of the Chevy, pushing it northbound for a short distance before both vehicles came to a stop in the center of the roadway.

The Chevy was occupied by four male subjects. The driver, 23-year old , Marlon W. Jackson of Townsend, Delaware and right front passenger, Giovanni P. Downie from Brooklyn, New York were transported to the Christiana Hospital in critical condition. Jackson later succumb to his injuries on February 28, 2019.   A left rear passenger, Marcus A. Dunn from Jersey City, New Jersey was transported to the Christiana Hospital in stable condition. The right rear passenger, Jordan A. Hannah from Rockaway Beach, New York was transported to Kent General Hospital in stable condition.

The driver and sole occupant of the Toyota, 27-year-old Matthew A. Hoffman from Berwyn, Pennsylvania was transported to the Christiana Hospital in stable condition.

State Route 1 northbound was closed for approximately 4 hours while the scene was investigated and cleared.

Troopers Investigating Report of Shots Fired – Stanton

Stanton, Delaware – The Delaware State Police are investigating a shots fired incident that occurred in the early morning hours at a local bar.

On February 28, 2019 at approximately 1:27 a.m., troopers were dispatched to the Bank Shots Bar located at 106 Main Street, Stanton for a shots fired incident that followed an altercation that occurred inside the bar. It was determined that multiple fights occurred both inside and outside of the establishment where two black females were involved. After a fight outside was broken up, one of the female suspects retrieved a gun from the trunk of her car after an employee locked the females out of the bar. However, both females eventually made their way back in when another patron unlocked the door to exit. After making entry into the bar the suspects got into another fight and was broken up and sent outside. Once outside one of the female suspects fired multiple rounds toward the bar which struck the building. No patrons or employees were struck and there were no reports of injury as a result of this incident.

Two black female suspects and a white male fled in a Nissan Altima or Maxima, eastbound on Route 4.

Troopers Attempting to Identify Theft Suspect – New Castle

Wilmington / New Castle, Delaware – The Delaware State Police are investigating multiple thefts from Walmart stores in the Wilmington and New Castle areas and are asking for the public’s assistance in identifying the suspect.

Over the course of February 2019 the pictured suspect has continually returned to the Walmart store located at 1251 Centerville Road, Price’s Corner, Wilmington and cuts the chain to an enclosed gated storage facility and removed new and used vehicle batteries.  There have also been reports of the same subject stealing car batteries from the Walmart store located on Wilton Boulevard, New Castle in the same manner. These incidents have happened for some time going back to the beginning of 2019 and into 2018.  The suspect reportedly returned to Walmart during the afternoon hours and commits the thefts by the Garden Center.

Suspect:

The suspect is described as a black male wearing dark pant, a blue jacket, black hooded sweatshirt underneath, and gray gloves. The suspect will be charged with multiple counts of Thefts, Criminal Mischief and Trespassing.

Suspect Vehicle

The suspect vehicle is a 2000’s model white Ford F-150 crew cab FX4 Off-Road Edition with a sunroof and missing front right hubcap.

*UPDATE #2 – Vehicle Located* Troopers Investigating Fatal Hit and Run Pedestrian Crash – Wilmington

Wilmington – The Delaware State Police Collision Reconstruction Unit has located the driver and vehicle which struck and killed 49 year old Kevin Price of Wilmington, as he walked along Governor Printz Blvd., just south of Seton Drive, at approximately 1:50 a.m., Tuesday, February 26, 2019.

On Wednesday, February 27, through a variety of investigative measures and leads, investigators located a 2002 Chevrolet Impala in the 1400 block of Philadelphia Pike which was confirmed to be the vehicle that fled the scene of the crash. A 66 year old Wilmington man was also identified as the driver of the vehicle, at the time of the incident.

No charges have been filed at this time, however the investigation is active and ongoing.

Delaware State Police Announce 2018 Trooper and Civilian Employee of the Year

Dover, DE- At a ceremony held on Monday, February 25, 2019, Superintendent of the Delaware State Police, Colonel Nathaniel McQueen Jr., announced the winners of the annual Trooper of the Year and Civilian of the Year awards.

Trooper of the Year

Each year the Delaware State Police Executive Staff selects one Trooper for the Trooper of the Year Award. To be nominated, a trooper must exceed performance standards and be recognized by his or her peers, as one who epitomizes the Core Values of the Division, which are Honor, Integrity, Courage, Loyalty, Attitude, Discipline and Service.

This year, ten  Troopers were nominated, and out of those worthy nominees, the Executive Staff selected Trooper First Class Christopher Solda, as the 2018 Trooper of the Year, for his outstanding efforts and contributions to the Division and the citizens of the State of Delaware.

A three year veteran assigned to Troop 3, TFC Solda excelled in making significant arrests and furthering critical investigations of criminal activity related to weapons offenses/shootings/seizures, human trafficking investigations, theft from motor vehicles, drug crimes, and fraudulent identification cards. TFC Solda proactively generated these arrests and related investigations; he prides himself on being thorough, exhaustive and relentless in his pursuit of criminals.

As his first line supervisor, Sgt. Scott Horsman noted, “TFC Solda not only solves cases; he catches criminals in the act of committing crimes.” In addition to excelling in the criminal aspect of policing, TFC Solda continues to thrive with his additional duties as a patrol trooper, to include traffic enforcement and community outreach, based on his involvement with Troop 3’s STaRS program.

TFC Solda was also presented with the Randall Armistead Trooper of the Year Award on behalf of the Delaware State Troopers Association.

  2. A consistent record of such service through their years of employment
  3. Recognition by their peers for outstanding character and integrity.

This year, seven Delaware State Police civilian employees were nominated for the award, and the Executive Staff of the Delaware State Police selected latent print examiner; Anthony DiNardo of the State Bureau of Identification, as the 2018 Civilian of the Year.

In 2018, Tony received and analyzed 1,534 latent prints in 2018 making positive identification “hits” on 658 of these submissions.  He also solved 826 latent cases leading to numerous arrests and the closure of many pending cases, for the Delaware State Police and other allied agencies.

Additionally, the success of the Delaware State Police’s acquisition and utilization of facial recognition technology should largely be attributed to Mr. DiNardo. While beginning in 2016, his accomplishments over the past two years proved instrumental in building confidence within our law enforcement community who now trust the capabilities of this technology and Tony’s skills and abilities.

Troopers Investigating Crash Involving School Bus – I-95 Northbound near DE 141

Wilmington – The Delaware State Police are continuing to investigate a crash involving a school bus that occurred at approximately 8:51 a.m., Wednesday, February 27, 2019 on I-95 northbound north of 141.

The initial investigation determined the crash involved a total of three vehicles, one of which was a school bus that was transporting five students to Wilmington. No injuries were reported on the bus. The other vehicles involved was a Dump truck and a Infiniti G35. The driver of the Infiniti G35 was transported to Christiana Hospital with minor injuries. No other injuries reported.

Motorists will experience delays in the area and are advised to seek alternate routes of travel.

Troopers Investigating Fatal Hit and Run Pedestrian Crash – Wilmington

Wilmington – The Delaware State Police Collision Reconstruction Unit is investigating a fatal hit and run crash involving a pedestrian that was reported at approximately 1:50 a.m., Tuesday, February 26, 2019.

The initial investigation has determined that an unknown vehicle was traveling southbound on Governor Printz Blvd. in the right lane, just south of Seton Drive, and struck a 49 year old Wilmington man, who was walking in the roadway. The victim was thrown in a southerly direction, coming to rest on the right shoulder of southbound Governor Printz Blvd. The striking vehicle then fled the scene without stopping.

The victim was discovered by a passing motorist so an exact time of the crash is unknown at this time.

The victim, who was pronounced deceased at the scene, was wearing all dark clothing, with no reflective material and was not carrying a light. Impairment on his behalf is undetermined at this time.

The southbound lanes of Governor Printz Blvd. were closed for approximately 3 hours while the scene was investigated and cleared.

Trooper Seek Public’s Assistance in Locating Rape Suspect

Selbyville- The Delaware State Police are currently investigating a sexual assault incident and are seeking the public’s assistance in locating the suspect.

The incident occurred on February 22, 2019 at approximately 10:00 p.m., when Troopers responded to a local area hospital and made contact with a 17-year old female victim who reported that she had been sexually assaulted.  Further investigation revealed that the victim was at a residence in Selbyville when she had been sexually assaulted, strangled, physically assaulted and held against her will, by the suspect, identified as 23-year-old Xavier Aiken of Milton, DE.

Troopers have been unable to locate Aiken who currently has active warrants out of Troop 4 for the following:

  • Rape First Degree
  • Rape Second Degree
  • Kidnapping First Degree
  • Assault Second Degree
  • Strangulation

Trooper Dragged by Vehicle While Directing Traffic – Wilmington

Wilmington – The Delaware State Police are searching for the driver of a vehicle that injured a Trooper while he was directing traffic Monday afternoon.

The incident began at approximately 1:48 p.m., Monday, February 25, 2019 as the Trooper, an18 year veteran assigned to Troop 6, was out of his vehicle, manually directing traffic at the intersection of Kirkwood Hwy., and Farrand Dr., due to the lights malfunctioning.

Soon after beginning the traffic detail, the Trooper encountered a dark colored SUV, and had an interaction with the driver as the vehicle was stopped. During this interaction the vehicle drove off, dragging the Trooper approximately one tenth of a mile, before he was separated from the vehicle, coming to rest in a grass median on Farrand Dr., at the entrance to Kirkwood Gardens. The vehicle then fled the scene without stopping.

The Trooper was transported to the Christiana Hospital where he was treated for non-life threatening injuries.
