Our thoughts and prayers for the Dallas Police

As American flags are lowered across this great nation, the Delaware State Police would like to express our sincere condolences and deep appreciation to the officers in Dallas who under fire willingly answered their call to duty. They freely put themselves into harm’s way to help protect and save others. We would like to extend our hearts, thoughts and prayers to the Dallas Police Department and the Dallas Area Rapid Transit officers, first responders and their families. We are forever beholden to the men and women of the Dallas Law Enforcement community for their courageous service and untold sacrifices they have made and will continue to make to keep the public safe.

All of Delaware is reminded to stay vigilant to prevent a crime or terrorist act. The Delaware State Police are consistently working to keep our state safe and are ready to act on information about suspicious circumstances. In the event of an emergency, people should still call 911. Citizens are encouraged to be watchful and observant in paying very close attention to their surroundings. If something does not look or feel right, they should take action and notify the police.

The Delaware State Police Fusion Center (Delaware Information and Analysis Center) is working closely with federal and state partners to assess any nexus or existing threats to Delaware. There are no known existing credible threats to Delaware.

Although there is no known threat to Delaware, state officials are reminding people of Delaware, of the important role they have in helping to keep our state safe by reporting suspicious situations or circumstances that could be related to crime or possible acts of terrorism. The Delaware State Police encourage increased vigilance against criminals and terrorists. If you observe activity that appears suspicious, a threat to public safety or related to a potential terrorist event please report it to law enforcement by calling 9-1-1 or the Delaware’s Anti-Terrorism Tip Line at 1-800-Force12. The public can also submit a suspicious activity report through DIAC’s website @ www.dediac.org. We each have a vital and essential role to play to ensure the safety of our families and we sincerely  appreciate your assistance.

Troopers Investigating Fatal Motor Vehicle Crash – Long Neck 

Long Neck- The Delaware State Police Collision Reconstruction Unit is investigating a fatal crash that occurred north of Long Neck.

The incident occurred around 8:50 p.m., Wednesday July 6, 2016, as Sara G. Lingo, 18 of Millsboro, was operating a 2009 Ford Escape eastbound on Harmons Hill Road approaching the intersection with Indian Mission Road (SR 5), controlled by a stop sign. A 58-year-old Millsboro man was operating a 2007 Chrysler Town and Country southbound on Indian Mission Road approaching the intersection at Harmons Hill Road with the right of way.  Lingo failed to remain stopped at the stop sign and entered the intersection directly into the path of the Town and Country, resulting in a collision in the southbound lane. After impact, the Ford Escape rotated slightly counterclockwise before coming to stop in the southeast corner of the intersection.  The Town and Country also rotated slightly counterclockwise and came to a stop in the middle of the intersection.

The 58-year-old male was not properly restrained and pronounced dead at the scene. His name is being withheld pending the notification of next of kin.

Sara Lingo, who was properly restrained, was removed from the scene by EMS and transported to Beebe Healthcare where she is currently admitted with undetermined injuries.

The Collision Reconstruction Unit is continuing their investigation into this incident and charges may be forthcoming. Alcohol or drugs do not appear to be a factor in this case.  SR5 was closed for approximately three hours while the crash was investigated and cleared.

Traffic Stop Leads to Weapons Charges

Newark, DE- Delaware State Police have arrested a Dover man for DUI and weapons charges after a traffic stop led to the discovery of a fully loaded semi-automatic firearm in his vehicle.

The incident occurred on Wednesday, July 6, 2016 at approximately 12:41 a.m., as a trooper on routine patrol observed a blue Chrysler 300 traveling at a high rate of speed on the on-ramp from DE Rt. 58 (Churchman’s Road) to DE SR1, Newark. The trooper then conducted a traffic stop of the vehicle and upon coming into contact with the operator, later identified as Carroll E. Carter, Jr., 43, of Dover, he detected the strong odor of an alcoholic beverage coming from his breath. A DUI investigation was then conducted and Carter was subsequently transported to Troop 6, Prices Corner. An inventory search of the Chrysler was conducted at which time troopers located a fully loaded Masterpiece Arms 45 ACP Defender handgun concealed under a shirt in the back seat of the car. An inquiry of Carter’s criminal record revealed that he was previously convicted of a felony offense in April of 2003.

Carroll Carter was arrested and charged with Possession of a Firearm by a Person Prohibited, Possession of Ammunition by a Person Prohibited, Carrying a Concealed Deadly Weapon, DUI Alcohol, Speeding, and Possession of a Firearm by a Person Previously Convicted of a Violent Crime or Felony. He was arraigned at JP Court 2 and released on $8400.00 unsecured bond.

Troopers Arrest Man for Sexual Solicitation

Pike Creek- Delaware State Police have arrested a 34 year old man after he solicited a 16 year old teen in an incident that occurred in Pike Creek early yesterday morning.

The incident occurred at approximately 12:30 a.m. on Wednesday, July 6, 2016, as Brian R. Budd, 34, of Wilmington, contacted a 16 year old Wilmington male via text and advised him that he wanted to introduce him to a 20 year old female. The male victim, who is an acquaintance of Budd’s, agreed to the meeting and responded to the rear of the Shops of Limestone Hills, Wilmington. It was at this point that Brian Budd appeared from a wood line. When the victim asked Brian Budd where the female was that he was supposed to meet, Budd discreetly sent a text to the victim’s phone pretending to be the female. The text requested that the victim allow Budd to perform a sexual act on him. The victim then contacted 9-1-1.

Brian Budd was taken into custody at the scene and transported to Troop 2 where he was charged with Sexual Solicitation of a Child under 18 to Engage in a Prohibited Sexual Act. He was arraigned at JP Court 2 and committed to the Howard R. Young Correctional Institution for lack of $50,000.00 cash bond.

Troopers Investigate Stabbing

Newark, DE- Delaware State Police have arrested a Newark teen after the investigation into a stabbing incident which occurred in Newark on Monday.

 

The investigation began on Monday, July 4, 2016, after Troopers were told to respond to the 7-11 located at 100 Four Seasons Parkway, Newark, for the report of a stabbing. Upon their arrival troopers located a 15 year old Bear teen suffering from a stab wound to his lower torso area. The male victim was treated at the scene before being transported to the Christiana Hospital Trauma Center where he was treated for his non-life threatening injuries.

After conducting multiple interviews, Troopers learned that the victim had been standing in front of the 7-11 with a group of subjects when he was approached by a 15 year old female, later identified as Latavia Casen, of Newark. The victim, who was familiar with Casen from a previous altercation, observed that she was holding a knife in her hand and began to run. Casen was able to stab the victim in the lower torso area however, before she fled the parking lot in a car. There were no other injuries.

Latavia Casen subsequently responded to Troop 2, where she was arrested and charged with Assault 1st Degree, Possession of a Deadly Weapon during the Commission of a Felony, and Reckless Endangering 2nd Degree. She was arraigned at JP Court 11 and released on $61,000.00 unsecured bond.

Troopers Investigate Grocery Store Robbery

Bear, DE- Delaware State Police are currently investigating the armed robbery of a Bear area grocery store that occurred early last night.

The initial investigation has determined that the incident occurred at approximately 7:30 p.m. on Monday, July 5, 2016, as a male suspect entered the Food Lion, located at 1607 Pulaski Highway, Bear. The suspect entered into a checkout lane of the store where he then produced an unknown make and model handgun and confronted a female cashier. He then demanded and received an undisclosed amount of money from the cash register before exiting the store and fleeing in an eastbound direction. There were no injuries.

The suspect was described as an unknown race male. He was 5’08”-6’00” tall, weighed 175-200 lbs., and was last seen wearing a long sleeved black t-shirt, black pants, brown boots, and a full motorcycle helmet. There is no further physical or clothing description available.

Troopers Investigate a Home Invasion – West Dover

Dover, DE – Troopers are investigating a home invasion that occurred west of Dover early this morning.

The incident occurred at approximately 2:30 a.m. Tuesday July 5, 2016 in the 200 block of Stardust Drive, as three to five males forcefully entered the residence that was occupied by a 59-year-old male and 54-year-old female. The suspects, who were reportedly armed with unknown type handguns, demanded cash.  A physical altercation ensued between the 59-year-old male and one of the suspects when he was shot in the lower extremity.  The suspects then removed an undisclosed amount of cash and fled the residence in an unknown direction.  The male victim was transported to an area hospital where he was treated and released for the gunshot wound.  The female was slightly injured during the incident and was also treated and released with non-life-threatening injuries.

The suspects were all described as males wearing masks over their faces (No further physical or clothing description available). They were all armed with unknown types of handguns.

Detectives have determined through preliminary interviews and investigation that this was not a random act and believe the victims may have been targeted in the home invasion.

**Update-Suspects Identified, One Arrested** Troopers Seek Public’s Help Identifying Subjects

Selbyville – The Delaware State Police have identified and arrested one of the two subjects that made threatening statements at the Americana Bayside Welcome Center.

The incident took place around 2:55 p.m. on Sunday July 3, 2016 when two male subjects entered the Americana Bayside Welcome Center located at 31254 Americana Parkway and made alarming statements to an employee at the desk. As a result, due to heightened security concerns and for the safety of the public, “The Band Perry” who was scheduled to perform at The Freeman Stage at Bayside later that evening, postponed the concert until a later date.

Shortly after the press release was sent out to media outlets and social media platforms, several tips were sent into state police detectives working the case. Dzmitry N. Papou, 35 of Selbyville, contacted troopers and then responded to Troop 4 in Georgetown Monday evening where he turned himself in after learning of the photos through the local media.  He was charged with one count of Terroristic Threatening (Felony) and arraigned at JP3 before being released on $20,000.00 unsecured bond and a no contact order with Americana Bayside.

The second suspect has been identified but has not been arrested. This is an on-going and active investigation and so as to not jeopardize the investigation, specific details will not be released.
