Couple Arrested After Traffic Stop Nets Heroin

Smyrna – A Dover couple was arrested for illegal drug possession after heroin was located during a traffic stop.

Troopers and Probation Officers assigned to the Kent County Governor’s Task Force conducted a traffic stop on a Hyundai Sonata south of Smyrna Thursday March 2, 2017 around 4:25 p.m. after they learned that the occupants had been involved in recent drug transaction.  Upon conducting the stop, Ginna M. Grocki, 32, was contacted in the driver’s seat, while Charles W. Pernot III, 42, was in the passenger’s seat.  A computer check revealed Grocki’s driver’s license was suspended and both were on probation.  Grocki and Pernot were asked to exit the vehicle, and upon doing so, Grocki was observed to have a large bulge in the front of her pants.  When questioned numerous times if the bulge was in fact drugs, Gorcki continued to answer no, but it eventually removed a large plastic bag containing 338 bags of heroin (2.366 grams).  Three additional bags were located in Gorcki’s bra upon being searched by a female trooper, along with six bags being located in her purse (total 347 bags, 2.429 grams).

Ginna Grocki and Charles Pernot were both transported back to Troop 3 where Grocki was charged with Possession with Intent to Deliver a Controlled Substance (Heroin), Possession of a Controlled Substance (Heroin), Tampering with Physical Evidence, Hindering Prosecution, Conspiracy 2nd, and Possession of Drug Paraphernalia.  She was additionally charged with Tampering with Physical Evidence, Promoting Prison Contraband, Possession of a Controlled Substance (Heroin), and Possession of Drug Paraphernalia after she arrived at Delores J. Baylor Women’s Correctional Institution and was found to be in possession of another 12 bags of heroin (.084 grams) during a more invasive search.  She was committed to the women’s prison on $55,500.00 secured bond.

Charles Pernot was charged with Possession with Intent to Deliver a Controlled Substance (Heroin), Possession of a Controlled Substance (Heroin), Conspiracy 2nd, and Possession of Drug Paraphernalia.  He was arraigned at JP2 and committed to James T. Vaughn Correctional Center on $52,500 secure bond.

Lewes Man Cited for DUI after Fleeing from Crash

Lewes – The Delaware State Police have arrested a Lewes man after he crashed his vehicle into a pole and then fled the scene.

The incident occurred around 3:00 p.m. Tuesday March 7, 2017 as Dale Thaxton, 59, was operating a 2011 Kia Sorento on Camp Arrowhead Road in the area of Angola Road.  Thaxton drove off the roadway and struck a utility pole causing damage to the pole and his vehicle, although, he was able to free his vehicle from the wreckage.  A trooper arrived on scene shortly after the crash and, while standing in the roadway next to a fully marked patrol vehicle with emergency lights activated, attempted to get the operator to stop his vehicle.  Thaxton drove directly at the trooper, who was able to move out of the way without being struck, and then continued into Angola Neck Park with the trooper following close behind.  Thaxton parked his vehicle in the driveway of his residence, located in the 22000 block of Cypress Drive, and walked to the front door where the trooper attempted to take him into custody.  A brief struggle ensued and Thaxton was able to enter his residence where he continued to resist until he was subdued with a divisionally issued Taser.

Dale Thaxton was transported Beebe Healthcare where he was treated for minor injuries he sustained in the collision and released.  He was then taken to Troop 7 where he was charged with 3rd Offense Driving Under the Influence of Alcohol (two previous convictions; 11/21/90 and 04/21/97), Disregarding a Police Officer’s Signal, Leaving the Scene of a Property Damage Collision, Reckless Endangering 1st, Resisting Arrest with Force, Offensive Touching of a Law Enforcement Officer, and various other traffic and criminal related offenses.  He was arraigned at JP2 and committed to Sussex Correctional Institution on $13,353.00 secured bond.

Suspect in Bear Car Wash Homicide Apprehended

Bear- Bobby L. Taylor, the man wanted in connection with the shooting death of Aloysisus Taylor at a Bear area car wash in November of 2015, has been apprehended.

Taylor was arrested on Sunday, March 5, 2017, after officers from the Chattanooga Tennessee Police Department were called to a residence in reference to a disturbance. Upon their arrival, the officers located a victim who advised that he had been assaulted by Bobby Taylor. Officers located Taylor a short distance away and were able to take him into custody without incident. He was subsequently charged by the Chattanooga Police with aggravated assault and is currently being held at the Hamilton County Jail pending his extradition to Delaware.

Update–Stephon R. Jackson Arrested for Homicide

Georgetown, De. – The Delaware State Police have arrested Stephon R. Jackson, 18 of Seaford, for Murder 1st degree and Possession of a Firearm or Ammunition by a Person Prohibited.

On February 23, 2017, Stephon R. Jackson was initially charged with two counts of Possession of a Firearm or Ammunition by a Person Prohibited as well as the two new charges of Receiving Stolen Property and Resisting Arrest.  He was arraigned before Justice of the Peace Court 3 and was subsequently committed to Sussex Correctional Institution on $22,000.00 cash bond. On March 4, 2017, Stephon R. Jackson was released from Sussex Correctional Institute after posting bail.

After his release, additional warrants were approved for Murder 1st Degree and Possession of a Firearm or Ammunition by a Person Prohibited.  Delaware State Police Troopers from Troop 5, Governor’s Task Force (GTF) and the State Police Special Operations Response Team (SORT) along with the Homicide Unit Detectives coordinated the location and apprehension of  Jackson. He was located in Georgetown and was taken into custody without incident.

Stephon R. Jackson was presented before Justice of the Peace Court 3 and was then committed to the Sussex Correctional Institution on $520,000.00 cash bond.

Troopers Investigate Single Vehicle Crash into Building, Newark

Newark, DE – Troopers are investigating a crash in which an operator drove a truck into a building this afternoon.

The incident occurred around 3:49 p.m., Saturday, March 4, 2017 as Jane W. Ndegwa, 51 of Washington, drove a commercial box truck into an office building through a cinder block wall of the Extra Space Storage business located at 121 Ruthar Drive, Newark. For unknown reasons, the box truck pulled forward and accelerated over the sidewalk and struck the building with its front bumper.

Jane W. Ndegwa was treated at the scene by EMS. She was then transported to the Christiana Hospital with non-life threatening injuries. She was cited for careless driving.

Update: Road Rage Incident Turns into Stabbing – Philadelphia Woman Arrested

Felton, De. – The Delaware State Police have arrested a Philadelphia woman after an investigation over a possible road rage incident turns into a stabbing on November 20, 2016.

Through investigative measures the detectives were able to link the suspect, Mary M. Craig, 71 of Philadelphia to the stabbing. Today, March 3, 2017, Craig was arrested at her residence without incident in Philadelphia with the assistance of the U.S. Marshals Task Force. The defendant was transported to Troop 1, Penny Hill where she was charged with Assault 1st Degree, Possession of a Deadly Weapon during the Commission of a Felony and Reckless Endangering 1st Degree. The defendant was arraigned before the Justice of the Peace Court 2 and released on $46,000 unsecured bond.

Troopers Investigating Serious Crash Involving Pedestrian- Newark

Newark, De. —The Delaware State Police are currently investigating a serious crash involving a pedestrian that occurred this afternoon.

The initial investigation has determined the incident occurred on Friday, March 3, 2017 at approximately 1:50 p.m., as Ciara McLean, 25 of Middletown, exited her vehicle that pulled over onto the shoulder of I95 southbound in the area of Churchmans road. For unknown reasons, she attempted to cross the southbound lanes and was struck in the center left lane by a 2008 Honda Accord driven by John Kim, 45 of Maryland. The Honda Accord came to a controlled stop in the center lane just south of the scene.

Ciara McLean was treated at the scene by the New Castle County Paramedics. She was then transported by ambulance to the Christiana Hospital where she was admitted with serious injuries.

John Kim, who was properly restrained at the time of the crash, was not injured.

This crash remains under investigation by the Delaware State Police. I95 southbound in the area of the crash was impacted for approximately 45 minutes as only one lane was open.

Sussex County, DE- The Delaware State Police Sex Offender Apprehension and Registration Unit (S.O.A.R) is currently looking for wanted sex offenders after they failed to register as a sex offender as required by law.

Investigators have obtained a warrant for Garron D.
