Sussex Drug Unit Arrest Four in Illegal Narcotics Investigation

Millsboro – The Delaware State Police Sussex County Drug Unit has arrested four people following a month long investigation into the sale of illegal narcotics.

Detectives assigned to the Drug Unit, along with the Sussex County Governor’s Task Force and State Police Special Operations Response Team (S.O.R.T.), conducted a search warrant at a residence in the 27000 block of Sandy Drive on around 3:00 p.m., Friday April 7, 2017.  Upon the detectives arrival, Jamel S. Gibbs, 36 of the listed address, was observed running down the hallway and entered a bathroom.  He then attempted to discard numerous bags of suspected cocaine and heroin in the bathroom toilet.  Gibbs was then taken into custody without further incident.  Navonda D. Farrow, 51, Pornell R. Farrow, 54, and Krista M. Gdowik, 28, all of the listed address, were contacted in the residence and placed in custody without incident.  A 6-year-old boy and a 12-year-old girl were also in the house and were turned over to family members at the scene.  Detectives located a total of 326 bags of heroin (2.282 grams), 5.61 grams of powder cocaine, 1.73 grams of marijuana, over $4,200.00 in suspected drug proceeds, as well as a 12 gauge shotgun.

All four subjects were transported back to Troop 4 where Jamel Gibbs was charged with Possession with Intent to Deliver a Controlled Substance (Heroin), Possession with Intent to Deliver a Controlled Substance (Cocaine) Possession of a Deadly Weapon by a Person Prohibited, Tampering with Physical Evidence, Resisting Arrest, two counts of Possession of Drug Paraphernalia, and Possession of Marijuana.  He was arraigned at JP2 and committed to Sussex Correctional Institution on $50,000.00 cash bond.

Navonda Farrow was charged with Maintaining a Drug Property and Unlawfully Dealing With a Child Where Dangerous Drugs are Present.  She was arraigned at JP2 and released on $2,000.00 unsecured bond.

Pornell Farrow was charged with Maintianing a Drug Propery and released on $2,000.00 unsecured bond.

Krista Gdowik was charged with two counts of Possession of Drug Paraphernalia and Unlawfully Dealing With a Child Where Dangerous Drugs are Present.  She was released on $300.00 unsecured bond.

Georgetown Man Arrested by Troopers for Human Trafficking

Georgetown – The Human Trafficking Task Force comprised of the Delaware State Police, the United States Immigration and Customs Enforcement’s Homeland Security Investigations and the Delaware Department of Justice have arrested a Georgetown man in connection with human trafficking.

On Thursday April 6, 2017, Jorge Arcinieja, 55 of Georgetown was arrested after a lengthy investigation into an alleged prostitution operation being conducted out of a mobile home located at 36 Garden Circle in the County Seat Mobile Home Park.  Upon conducting surveillance on the home, detectives were able to obtain a search warrant on the residence after observing numerous vehicles and men frequent the home for a short period of time before leaving.  When detectives and investigators entered the house, Arcinieja attempted to flee out of the rear door, but was taken into custody without further incident.  A 25-year-old female, who was determined to be from the Dominican Republic, was located in a bedroom along with various items used in commercial sex trade.

Through the investigation it was determined that the female victim was transported to the Garden Circle location from outside of Delaware and was confined to a bedroom where she was forced to perform illicit acts with men visiting the home.

Jorge Arcinieja was transported back to Troop 4 where he was charged with Human Trafficking – Sexual Servitude, Trafficking an Individual, and Conspiracy 2nd.  He was arraigned at JP2 and committed to Sussex Correctional Institution on $250,000.00 cash bond.

Temporary lodging was established for the female victim by the Delaware State Police Victim Services Unit.

To protect the integrity of the investigation, information regarding the circumstances surrounding how the female became involved in the operation is being withheld.

Home Invasion Investigated in Magnolia

Magnolia– The Delaware State Police are investigating a home invasion that occurred in the town limits of Magnolia early last night.

The incident occurred around 9:05 p.m., Thursday April 6, 2017 when three male subjects entered a side door of a residence located in the unit block of West Walnut Street.  One of the suspects that was armed with a shotgun stood at the side door while the other two went to a nearby bedroom where they confronted two 24-year-old males.  The two suspects forcefully removed an undisclosed amount of cash and marijuana from the victims before all three fled the residence.  None of the male victims were injured during the confrontation.

The three suspects were only described as males.  The first was reported to be approximately 5’10” – 5’11” tall, 150-165 lbs., wearing a dark colored hooded sweatshirt and a black mask.  The second suspect was described as being approximately 5’08”-5’11” tall, weighing 250-300 lbs., wearing a light colored hooded sweatshirt.  The third suspect was described as being approximately 6’00”-6’03” tall, 170-185 lbs., wearing a dark colored hooded sweatshirt and armed with a shotgun.  No further physical or clothing description available.

Detectives have determined through preliminary interviews and investigation that this was not a random act and believe the victims may have been targeted in the home invasion.

“I-95 Drive to Save Lives” and “Drive to Save Lives in Delaware” Traffic Initiatives April 8-9, 2017

The Delaware State Police in partnership with the Delaware Office of Highway Safety have coordinated a multi-state traffic campaign to reduce serious and fatal crashes during National Distracted Driving Awareness Month.

The Delaware State Police are joining forces with 14 other states and local allied partners to reduce traffic deaths and injuries through traffic enforcement. These initiatives will be a contributing effort to support the International Association of Chiefs of Police (IACP) initiative, “The Drive to Save Lives Campaign.” The IACP leaders’ goal is to change the high-risk behaviors of motorists in order to decrease the number of collisions through a greater awareness, education, strong partnerships, and high-visibility traffic enforcement.

According to NHTSA, 2015 marked the largest increase in traffic fatalities since 1966. Also, the first half of 2016 revealed a similar pattern of increase.  The approximate 1,920 miles of I-95 has been ranked among the top 10 in fatalities for the past several years and furthermore, I-95 is the fifth most dangerous interstate in the U.S.

Distracted Driving fatalities increased 8.8% in 2015 and distracted driving is believed to be responsible for 10% of all fatal crashes. With the first six months of 2016 showing an increase in fatal crashes compared to the first six months of 2015, National Distracted Driving Awareness Month proved to be an appropriate time for this initiative.

On Saturday, April 8th through Sunday, April 9th, 2017, law enforcement agencies in each state will conduct traffic enforcement along 1,920 miles of I-95 and other targeted roadways to keep motorists safe and reduce fatalities. The enforcement initiatives will focus on speeding, aggressive driving, distracted driving, impaired driving, seatbelt use, pedestrian safety, as well as motorcycle and commercial vehicle safety and enforcement.

All 15 states that line Interstate 95 from Maine to Florida (Maine State Police, New Hampshire State Police, Massachusetts State Police, Rhode Island State Police, Connecticut State Police, New York State Police, New Jersey State Police, Pennsylvania State Police, Delaware State Police, Maryland State Police, Virginia State Police, North Carolina State Highway Patrol, South Carolina Highway Patrol, Georgia State Patrol, and the Florida Highway Patrol), will be participating in the “I-95 Drive to Save Lives” safe driving campaign, led and coordinated by the Delaware State Police.

Penny Hill- Delaware State Police Troop 1 will be holding a Community Café on Tuesday, April 11, 2017. The event will be held from 9:00 a.m. until 10:30 a.m. at Einstein Bros. Bagels located at 1732 Marsh Road (Shoppes of Graylyn), Wilmington, DE. The Community Café will have Troop 1 Administration and the New Castle County Community Outreach Officer in attendance to meet and interact with members of the public. This Community Café is often referred to as “Coffee with a Cop” in other police agencies and is being held in an effort to build a stronger relationship between the Delaware State Police and the communities that we so proudly serve.

**Update** Troopers Investigating Crash East of Harrington

Harrington – Troopers are investigating a three vehicle crash east of Harrington that sent two people to an area hospital.

The incident occurred around 9:21 a.m. Tuesday April 4, 2017 as Juan R. Colon, 70 of Lincoln, was operating a 2007 Ford Explorer northbound on Deep Grass Lane and came to a stop at the intersection with Milford-Harrington Highway (SR14).  After the stop, the Explorer continued northbound into the intersection and was struck on the left side by a 2011 Dodge Caliber that was traveling eastbound on SR14.  Upon impact, the two vehicles entered into the westbound lane causing a westbound 2005 International truck hauling a Southern States tanker loaded with liquid nitrogen, to brake abruptly, which then caused the contents of the tanker to shift and force the truck off the north side of the roadway.  The truck and tanker then overturned onto its side and came to a stop just west of the intersection.

Juan Colon was properly restrained and was uninjured in the collision.  He was cited for Failure to Remain Stopped.

The 38-year-old male operator of the Caliber was properly restrained and transported by EMS to Bayhealth Milford Memorial Hospital (MMH) where he was treated and released with non-life-threatening injuries.

The 33-year-old male operator of the tractor trailer was properly restrained and transported to MMH by EMS where he was treated for non-life-threatening injuries.

SR14 was closed for approximately three hours while hazmat crews from Delaware Natural Resources (DNR), Southern States, and DelDOT contained and cleaned up the spill from the tanker.

**Traffic Advisory** Troopers Investigating Crash East of Harrington

Harrington – The Delaware State Police are currently on the scene of a multiple vehicle crash at the intersection of Milford-Harrington Highway (SR14) and Deep Grass Lane.

The incident occurred around 9:21 a.m. Tuesday April 4, 2017 and involves at least three vehicles including a tractor trailer which has overturned.  The extent of any injuries is unknown at this time.

SR14 is currently closed at that intersection and commuter are encouraged to seek alternate routes of travel.

Further details will be released upon the conclusion of the investigation.
