Troopers Investigating Motorcycle Crash-New Castle

New Castle, DE- The Delaware State Police is currently investigating a motor vehicle crash involving a motorcycle that occurred yesterday afternoon.

The initial investigation has determined the crash occurred on Sunday, July 16, 2017, at approximately 4:37 p.m., as Wei Ming He, 54 of Brooklyn, NY was operating a 2005 Toyota Minivan and had stopped on Hamburg Road. The minivan then entered the intersection to make a left hand turn northbound onto River Road. A 2007 Honda VC8 motorcycle, operated by Kenneth W. Jensen, 56 of New Castle, was traveling southbound on River Road approaching Hamburg Road when the minivan entered into his lane which caused the motorcycle to strike the left side of the vehicle on River Road. The Toyota Minivan was driven to a controlled stop onto the right shoulder. The operator of the motorcycle and the passenger were ejected off of the motorcycle.

Kenneth W. Jensen and his passenger, Marlene C. Carpenter, 57 of Lewes were wearing a DOT-compliant motorcycle helmet. Both were transported by EMS to the Christiana Hospital Trauma Center with serious but non-life threatening injuries.

Wei Ming He was not injured in the collision. He was cited for Vehicle Turning Left Must Yield Right of Way to Oncoming Traffic.

This crash remains under investigation by the Delaware State Police. Hamburg Road in the area of River Road was impacted for approximately one hour as the crash was investigated and cleared.

Major Daniel K. Meadows – Special Operations Major 

Daniel Meadows has been a member of the Delaware State Police since 1997. Prior to his employment with the Delaware State Police, he was a police officer with the New Castle County Police Department. He was promoted to the rank of Major on October 16, 2016. Major Meadows is currently assigned as the Special Operations Officers statewide. The duties associated with this position includes oversight of all Delaware State Police full-time Special Operations Units, to include the Intelligence and Homeland Security Section, the Delaware Information and Analysis Center (DIAC), the Aviation Section, the Maritime Unit, the Homicide Unit, Crime Lab, the State Bureau of Investigation, the Delaware Gaming Enforcement Unit, and the Executive Protection Unit.

The Special Operations officer also has oversight of all Delaware State Police part-time special units statewide to include the Conflict Management Team, Explosive Ordinance Disposal Unit, Scuba Unit, Special Operations Response Team (SORT), and the Tactical Control Unit.

Prior to his promotion, Daniel Meadows was assigned, as a Captain, to the Criminal Intelligence and Homeland Security Section in Dover, Delaware. He was responsible for the daily operation of the Delaware Information and Analysis Center, which is the State designated fusion center for Delaware. In addition, he had oversight for other operational units within the Delaware State Police. These included the Maritime Unit, the Critical Infrastructure Protection Unit, the High Technology Crimes Unit, the Electronic Surveillance Unit, and the Internet Crimes Against Children Unit.

Daniel is a graduate of Wilmington University in Delaware with a Bachelor’s Degree in Criminal Justice earned in 1994. He also graduated the same University in 2008 with a Master’s Degree in Management with a focus in Human Resources. He is a certified Instructor with the Delaware Council on Police Training. Major Meadows is a 2016 graduate of the 266th Session of the Federal Bureau of Investigation (F.B.I.) National Academy.

Major Sean E. Moriarty, Ed. D. – Operations Officer for Kent and Sussex Counties

Sean E. Moriarty has been a member of the Delaware State Police since 1994. Prior to his employment with the Delaware State Police, he worked as a police officer and dispatcher in Wayland, Massachusetts. He was promoted to the rank of Major and assigned as the Operations Officer for Kent and Sussex Counties, effective April 16, 2017.

Prior to his appointment on the Delaware State Police Executive Staff, Major Moriarty served as the Director of Training for the Delaware State Police and the Administrator for the Delaware Council on Police Training. He was responsible for all recruit, in-service, firearms, canine, and elective training.

Major Moriarty’s prior assignments include: Troop Commander (Troop-4: Georgetown), Director of the Office of Professional Responsibility, which included internal affairs, inspections, and accreditation, Troop-7 Deputy Troop Commander, Assistant Director of the State Bureau of Identification, Assistant Director of the Planning and Research Section, polygraph unit supervisor and examiner, shift commander/patrol sergeant, major crimes detective, and patrol trooper.

Major Moriarty is a 2016 graduate of the Federal Bureau of Investigation (F.B.I.) National Academy. He holds a Doctorate in Organizational Leadership and Innovation, a Master of Science in Criminal Justice, and a Bachelor of Arts in Criminal Justice. He is a certified Master Instructor with the Delaware Council on Police Training and a principal instructor for the Delaware State Police Leadership Development Program. In addition to teaching a myriad of courses at the Delaware State Police Academy, he is an adjunct professor for Wilmington University and Delaware Technical Community College. He has published articles in periodicals including: The Police Chief and the Delaware Trooper. He is also the author of the book, Leadership Development for Law Enforcement: A Model for Program Implementation.

Road Rage Incident South of Bridgeville Leads to Arrest

Bridgeville – The Delaware State Police have arrested a Syracuse man after a road rage incident leads to a physical confrontation between drivers.

The incident began around noon on Sunday July 16, 2017, as a 50-year-old Delmar, Delaware man was operating his 2015 Dodge Challenger northbound in the left lane of Sussex Highway (US13), south of Seashore Highway (SR404).  Jason R. Reed, 39 of Syracuse, New York, was operating a 2005 Chrysler Town and Country northbound directly behind the Challenger and was becoming irritated that the car was traveling the speed limit in the left lane.  Reed then entered into the right lane and began passing the Challenger when he made an abrupt lane change back into the left lane striking the right front bumper of the car with the left side of the mini-van.  The Challenger then drove into the center median and came to a controlled stop.  Reed also pulled into the center median and exited his vehicle to confront the operator of the Challenger.

Upon making contact with the 50-year-old driver, who is disabled and exited with his cane, Reed began an argument which turned physical, leading to the two men fighting in the median and causing more damage to the Challenger when the two fell into the side of the car.  The 50-year-old victim was able to separate from the fight after taking a tactical advantage over Reed and forcing him to the ground prior to the troopers arrival.  All the events took place while Reed’s wife and two children were in his vehicle and were uninjured in the incident.  The 50-year-old victim was slightly injured during the altercation, but did not require medical attention.

Jason Reed was transported to Troop 5 in Bridgeville where he was charged with Possession of a Deadly Weapon During the Commission of a Felony (Vehicle), four counts of Reckless Endangering 2nd, Assault 3rd, two counts of Criminal Mischief, two counts of Endangering the Welfare of a Child, Malicious Mischief by Motor Vehicle, Disorderly Conduct, and Failure to Remain within a Single Lane.  He was arraigned at JP3 and committed to Sussex Correctional Institution on $40,350.00 secured bond.

**Update-Name Released** Troopers Investigate Serious Crash – Laurel

Laurel – The Delaware State Police are releasing the name of the 52-year-old female that was killed in Saturday evenings crash east of Laurel as Mary Ann Wade of Laurel.

This crash remains under investigation by the Collision Reconstruction Unit.

**Traffic Advisory** – Troopers Investigating Fatal Motor Vehicle Crash

Newark- The Delaware Sate State Police are currently investigating a fatal motor vehicle crash involving a motorcyclist that occurred this evening in Newark.

The initial investigation has determined that the crash occurred at approximately 9:49 p.m. this evening, Sunday, July 16, 2017, on northbound I-95 just south of the Churchman’s Marsh, and involves a motorcyclist who was struck by several passenger cars which have yet to be identified. As a result of the crash the subject operating the motorcycle has been declared dead.

All lanes of I-95 northbound have been closed at this time and traffic is being diverted off of the highway south of the crash scene. Commuters are asked to find alternate routes of travel and should expect lengthy delays in the area.

The Delaware State Police Collision Reconstruction Unit is enroute to the scene and will assume the investigation which is in its early stages. More information will be provided at the conclusion of the investigation.

Troopers Investigate Report of Shots Fired – Dover

Dover (19901) – The Delaware State Police are investigating an incident in which an unknown suspect shot at an occupied vehicle in the parking lot of a Dover area apartment complex yesterday evening.

The initial investigation has determined that the incident occurred on Saturday, July 15, 2017, at approximately 9:45 p.m., as a 24-year-old male, a 22-year-old male, and a 19-year-old female were seated inside of a black Kia Sorento, which was parked in the 300 block of Billy Mitchell Lane in the General’s Greene Apartment complex. It was at this time that an unknown suspect fired multiple rounds from an unknown make and model gun, striking the vehicle. The three subjects immediately exited the apartment complex in the car which subsequently became disabled in the area of Rt. 10 and Bay Road. None of the occupants of the vehicle were injured.

This incident remains under investigation by the Delaware State Police. No arrests have been made and there is no suspect description available at this time.

**Traffic Advisory** – Troopers Investigating Serious Crash – Laurel – Update

Laurel – The Delaware State Police Collision Reconstruction Unit continues to investigate a motor vehicle crash which has claimed the life of a Laurel woman that occurred yesterday evening.

The investigation thus far has determined that the crash occurred at approximately 9:19 p.m. on Saturday, July 15, 2017, as a 52-year-old Laurel, DE woman was operating a bicycle and was attempting to travel in a westbound direction across the northbound lanes of US Rt. 13 (Sussex Highway) just north of SR 24 (Laurel Road), .3 miles east of Laurel. As the bicyclist began to cross the roadway just south of the intersection, she entered directly into the path of a 1981 Honda motorcycle, which was being operated by a 63-year-old Bridgeville, DE man. The front of the motorcycle then struck the bicyclist throwing her into the roadway just north of the intersection where she came to rest. The motorcycle, as well as the male operator, slid off of the roadway and into the grass median where they both came to rest.

The bicyclist, who was wearing dark clothing and was not operating a bike equipped with a light, was removed from the scene by ambulance and transported to the Nanticoke Memorial Hospital where she was pronounced dead. The victim’s name is being withheld pending the notification of her next of kin. It is unknown if alcohol or drug use on the part of the victim was a factor in the crash.

The male operator of the motorcycle was also removed from the scene and transported by ambulance to the Nanticoke Memorial Hospital where he was treated for his non-life threatening injuries. Neither alcohol or drug use on the part of the motorcyclist is being considered as a factor in the crash. The investigation has determined that the traffic signal for northbound traffic on Sussex Highway was green at the time of the crash.

The intersection of Sussex Highway and Laurel Road was closed for approximately 3 hours as the crash was investigated and cleared.

This crash remains under investigation by the Delaware State Police Collision Reconstruction Unit.

The initial investigation has determined that the crash occurred at approximately 9:20 p.m. on US Rt. 13 (Sussex Highway) at Laurel Road and involves a motor cycle and a bicycle. As a result of the crash serious injuries have been sustained to the operator of the bicycle.

US Rt. 13 at Laurel Road has been closed to traffic at this time and commuters are asked to find alternate routes of travel around the crash scene.

The investigation into this incident is in its early stages. More information will be released at the conclusion of the investigation.
