Dover – Louise Ballard, surrounded by State Troopers, family, and friends attended a solemn ceremony this morning at the Delaware State Police Museum for the dedication of Corporal Grade One Stephen J. Ballard’s photo on the Memorial Wall.

“Today we join with the family and friends, members of the museum board, and our honored guests as we unveil Stephen’s memorial photograph in honor of his service and sacrifice, and to keep our enduring promise to the community that we serve, to our troopers, to our survivors, and to his family, that we will never forget,” said Colonel Nathaniel McQueen Jr., Superintendent of Delaware State Police. “Today we honor his courage and commitment to the oath to protect and serve. Cpl/1 Ballard’s memory will live on in his family and in the many lives that he touched, and he will always be a part of the enduring history of the Delaware State Police.”

During the ceremony, executives from JPMorgan Chase Bank presented DSP Museum President, Greg Sacco with a $10,000.00 donation to the DSP Museum in honor of CPL/1 Stephen Ballard’s service and ultimate sacrifice.

“At JPMorgan Chase, we have a longstanding commitment to supporting our first responders – those who run toward danger to serve and protect others,” said Tom Horne, Delaware market president for JPMorgan Chase. “We are proud to contribute to the Delaware State Police Museum to celebrate these heroes.”

Cpl/1 Ballard’s photo will also be placed on the Memorial Walls at all of the Troops and sections within the Division and will now and forever remain among all of our heroes honored throughout the State of Delaware.

Wilmington- The Delaware State Police Major Crimes Unit is currently investigating the report of a missing Wilmington man who was last seen jumping into the Brandywine Creek last night.

The initial investigation began on Monday, July 24, 2017 at approximately 8:11 p.m., after troopers responded to the Alapocas Run State Park, located at 1914 W. Park Drive, to assist DNREC Natural Resources Police; State Parks Enforcement, and local fire companies with the search of a 20-year-old male subject who had been reported missing after he had jumped into the Brandywine Creek and never resurfaced. It was learned that the victim was at the creek with three other male subjects and had jumped into the water utilizing a rope swing at approximately 6:30 p.m. He was last seen going over a dam in the creek. The other three subjects eventually reported the incident to 9-1-1 at approximately 8:11 p.m. after they had returned to their homes located within the city of Wilmington. A search of the water and surrounding areas was conducted but was suspended at approximately 11:00 p.m. without the missing subject being located.

The Delaware State Police Major Crimes Unit has responded to the scene and has assumed this investigation.  More information will be released as details become available.

Laurel – State Police are requesting assistance in locating Michael K. Washington, 24 of Seaford, who is wanted for Burglary 1st, Assault 3rd, Endangering the Welfare of a Child, and Criminal Mischief.  He is also wanted out of Seaford Police Department and three capiases out of Sussex County courts.

Washington is wanted in connection with an alleged incident that occurred on Thursday July 20, 2017 when he broke into his sister’s residence and assaulted her in front of her child.

Millville, DE- The Delaware State Police are asking for the public’s assistance in attempting to identify a male subject who exposed himself in a Millville pharmacy.

The incident occurred on Saturday, July 22, 2017, at around 4:45 p.m. when a black male subject entered the Walgreens pharmacy located at 34960 Atlantic Avenue, Millville. The female employee was stocking candy when a black male was noticed lingering in the isle. The male then started to ask questions about candy prices and acting suspicious. A few moments later, the male suspect stood at the end of the isle exposing his genital area while touching himself. The male subject then fled the business in an unknown direction.

The black male suspect was described to be in his 30’s wearing a tan t-shift with a picture of a woman on the back also wearing green basketball style shorts.

On July 22, 2017, at approximately 8:45 a.m., troopers responded to a medical emergency occurring at 3826 Kennett Pike, Powder Mill Shopping Center, Greenville. Troopers, in the immediate area, quickly responded to the scene in an attempt to render aid.

Upon arrival one subject was observed escorting a victim to the front of the building.   After troopers initially accessed the victim they were then alerted by another subject from inside the building. A third victim was lying on the floor inside the business unconscious and was incoherent. After accessing the situation troopers realized that all three victims had possibly been exposed to carbon monoxide or some type of chemical and immediately requested fireboard to continue into the scene. Troopers with the assistance of one victim removed another victim exposed to carbon monoxide poisoning from the building. Both Troopers then rendered aid to all three victims and turned them over to responding EMS units and New Castle County Paramedics, where they were evaluated for symptoms pertaining to suspected carbon monoxide poisoning. The investigation determined that three victims were working inside the building using a propane saw when carbon monoxide filled inside the building which started to adversely affect the victims and caused the medical emergency.

A 32 year old male was transported for evaluation after complaining of a headache and being found unconscious in the building. A 48 year old male was transported to the hospital for evaluation after suffering from an altered mental status. A 46 year old male was transported to the hospital for evaluation after complaining of a headache, dizziness and altered mental status. All patients were transported to the Emergency Department at Christiana Hospital on ambulances from the Cranston Heights, Belvedere and Five Points Fire Companies with a New Castle County Paramedic accompanying each patient. All patients were stable at the time of transport. All patients were taken to the Christiana Medical Center for further care and evaluation.

Representatives from the following assisted in clearing the building and ultimately making it safe: Delaware State Police, New Castle County Paramedics, Cranston Heights Fire Company, Talleyville Fire Company, Claymont Fire Company, Five Points Fire Company, Elsmere Fire Company, Belvedere Fire Company, and Holloway Terrace Fire Company.

Millsboro – State Troopers have arrested two people after drugs were located in a Millsboro area home.

The incident occurred around 5:10 p.m. Monday July 17, 2017 when troopers were called to assist Delaware Division of Family Services (DFS) with an emergency custody issue at a residence located in the 27000 block of Sandy Drive.  Upon arrival, the young child was removed from the home and placed in the care of DFS.  During the investigation it was determined that drugs were being kept in the house and a consent to search was approved by the homeowner.  Troopers located Deshawn D. Handy, 24 of Seaford, and Kayla M. Larosa, 21 of Georgetown, in a bedroom and placed them into custody.  Located between the mattress and box spring of the bed the two were sitting on was a black cloth bag containing 13.96 grams of cocaine, 3.52 grams of crack cocaine, and 271 bags (1.897 grams) of heroin.  A search of Handy revealed he was in possession of over $1,600.00 in suspected drug proceeds.

Deshawn Handy and Kayla Larosa were transported back to Troop 4 in Georgetown where Handy was charged with three counts of Possession with Intent to Deliver a Controlled Substance, Possession of a Controlled Substance, and Possession of Drug Paraphernalia.  He was arraigned at JP3 and committed to Sussex Correctional Institution on $72,750 secured bond.

Larosa was charged with Possession of a Controlled Substance and Possession of Drug Paraphernalia.  She was arraigned at JP3 and released on $5,000.00 unsecured bond.

The young child has no relationship to the two arrested.

Newark – The Delaware State Police have arrested Christopher J. Caccavone, 26 of Newark, and charged him with Reckless Endangering 1^st degree.

On July 20, 2017 Christopher J. Caccavone was arraigned before Justice of the Peace Court 2 and was released on a $5,000.00 unsecured bond.

Millsboro – State Police have arrested Michael H. Debarr, 27 of Lewes, today, Thursday July 20, 2017, and charged him with Kidnapping 2nd, Strangulation, Terroristic Threatening, Assault 3rd, and various traffic related offenses.

Debarr was wanted in connection with an alleged incident that occurred on Sunday July 16, 2017 after he physically assaulted his girlfriend after forcing her into his vehicle and not allowing her to leave.

Debarr was arraigned at JP2 and committed to Sussex Correctional Institution on $9,300.00 secured bond.
