The Delaware State Police have identified 22-year-old Veronika McCoy from Berlin, Maryland, and 77-year-old Douglas Bachtell from Waynesboro, Pennsylvania, as the two people who died in the fatal two-vehicle crash yesterday near Selbyville.

Colonel William D. Crotty, Superintendent of the Delaware State Police, is proud to announce the promotion of Captain J. Andrew Lloyd to the esteemed rank of Major, which was effective on June 27, 2025. In his new role as the New Castle County Operations Officer, Major Lloyd brings more than two decades of experience, strategic leadership, and a long-standing commitment to excellence that continues to strengthen the Delaware State Police (DSP).

Major Lloyd began his law enforcement career as a patrol trooper at Troops 6 and 7 before being promoted to Sergeant at Troop 9. In that role, he guided patrol troopers, responded to critical incidents, and mentored his subordinates in their professional development.

He went on to supervise the Criminal Investigations Unit at Troop 2, where he managed the Drug Unit, Property Crimes Unit, and Robbery Unit. He led a joint investigation in collaboration with the New Castle County Police Department, the Wilmington Police Department, and the Drug Enforcement Administration that disrupted one of the largest heroin distribution networks in Delaware’s history. He also led investigations into racketeering and firearms-related crimes, collaborated with federal partners, and was recognized as an expert witness in Superior Court.

In 2019, he was promoted to Lieutenant at Troop 9, where he led a team of 35 sworn troopers and civilian staff. He coordinated with civic organizations and government agencies, addressed problem areas, and ensured investigative accountability. That same year, Major Lloyd was named a 2019 IACP 40 Under 40 award recipient, an international honor recognizing him as one of the top law enforcement leaders worldwide under the age of 40.

From 2021 to 2024, Major Lloyd served as Director of the State Bureau of Identification, where he modernized background check systems, improved fingerprint digitization, negotiated major contracts, and advanced Delaware’s participation in the National Fingerprint File. He also led the division’s largest civilian workforce and played a key role in supporting public safety legislation.

Most recently, Major Lloyd served as the Commander of Troop 3, where he led nearly 100 troopers and civilian staff. Under his leadership, Troop 3 increased proactive enforcement efforts and strengthened community partnerships to support crime reduction initiatives. He also managed DSP’s operational response to major events, such as NASCAR and the Phish Festival, while overseeing the implementation of the High-Risk Violent Offender program.

Major Lloyd earned a Master of Science in Criminal Justice with a focus on Homeland Security from Saint Joseph’s University in 2018 and a Bachelor of Science in Criminal Justice from Wilmington University in 2004. He is also a graduate of the FBI National Academy, Session 289.

Beyond his professional duties, Major Lloyd stays actively involved in community service. He has coached youth softball, basketball, and Little League for over ten years, and he continues to volunteer with Special Olympics Delaware. He has also participated on various DSP committees, including serving as Chair of the Wellness Committee and Co-Chair of the Events Committee for the 100th Anniversary Planning Committee.

Delaware State Police are investigating a two-vehicle fatal crash that occurred this morning near Selbyville that left two people dead.

On July 8, 2025, at approximately 7:54 a.m., a Chevrolet Camaro was traveling eastbound on Lighthouse Road, approaching New Road. At the same time, a Hyundai Santa Fe was traveling westbound on Lighthouse Road, approaching New Road. For reasons still under investigation, the Camaro crossed the double-yellow center line and entered the Santa Fe’s path of travel in the westbound lane of Lighthouse Road. As a result, the front of the Camaro struck the front of the Santa Fe.

The driver of the Camaro, a 22-year-old woman from Berlin, Maryland, was taken to an area hospital where she later died. Her name is being withheld until her family is notified.

The right front seat passenger of the Santa Fe, a 77-year-old man from Waynesboro, Pennsylvania, was pronounced dead at the scene. His name is being withheld until his family is notified. The driver of the Santa Fe, a 74-year-old man from Selbyville, Delaware, was taken to an area hospital with critical injuries.

Lighthouse Road was closed for an extended time while the scene was investigated and cleared.

Delaware State Police are investigating a shoplifting turned robbery that occurred at the Brandywine Town Center Target in Wilmington last night.

On July 7, 2025, at approximately 6:36 p.m., troopers responded to a report of a shoplifting turned robbery at Target, located at 1050 Brandywine Parkway in Wilmington. The preliminary investigation revealed 2 female suspects were confronted by a Target employee as they were exiting the store with unpaid merchandise. During the confrontation, one of the suspects sprayed the employee with a chemical spray, which also struck 2 customers entering the business. The suspects then ran out to the parking lot with the stolen merchandise, and fled in a grey Honda Odyssey toward Naamans Road. The 3 victims were evaluated by EMS at the scene.

The suspects are described as 2 unknown black females wearing dark-colored clothing. Surveillance video and images are not yet available.

Delaware State Police are investigating a shooting that occurred last week in Lewes.

On July 7, 2025, troopers responded to the 29000 block of Frenchman Bay Drive in Lewes for a late reported shooting. When troopers arrived, they learned that on July 3, 2025, at approximately 10:30 p.m., an unknown suspect fired an unknown number of shots that hit an occupied house. Two adults were inside at the time, and no one was injured, The incident remains under investigation.

Delaware State Police is investigating an armed robbery that occurred Saturday afternoon in Newark.

On July 5, 2025, at approximately 5:30 p.m., troopers responded to Dunkin’, located at 48 Geoffrey Drive, for a reported robbery. A preliminary investigation revealed that a 32-year-old woman was standing on the sidewalk outside the business when an unknown male suspect approached her, placed a knife to her throat, and demanded her belongings. The victim complied and handed over her purse to the suspect. The suspect then fled on foot. The victim was not physically injured during the incident.

The suspect is described as a black male in his 30s with short dreadlocks. He was wearing dark clothing at the time of the incident. Surveillance videos and images are not yet available.

Delaware State Police are investigating a single-vehicle fatal crash that occurred early this morning near Farmington.

On July 6, 2025, at approximately 1:00 a.m., a GMC Sierra pickup truck was traveling southbound on Shawnee Road, just south of Breezy Meadow Lane, at what appeared to be a high rate of speed. For reasons still under investigation, the truck veered off the east side of the roadway, striking a tree with the left rear side of the vehicle. The truck then continued south and crashed head-on with a second tree.

The driver, a 21-year-old man from Greenwood, was not properly restrained at the time of the crash and was pronounced dead at the scene. His name is being withheld until his family is notified.

Shawnee Road was partially closed for approximately three and a half hours while members of the Delaware State Police Troop 7 Collision Reconstruction Unit investigated the crash and cleared the roadway.
