Troopers Seek Public’s Assistance in Locating Wanted Suspect

Bridgeville- Delaware State Police are seeking the public’s assistance in attempting to locate a wanted suspect in reference to a domestic related assault.

The incident occurred on Saturday, October 28, 2017, at approximately 11:40 am when the suspect was involved in a domestic related assault that occurred in the 25000 block of Haven Drive, Seaford.  The suspect, 32-year-old Bridgeville woman, Shantae Cannon is wanted for Assault 1st and Possession of a Deadly Weapon During Commission of a Felony.

Felton Man Arrested after Pursuit in Stolen Car-Magnolia

Magnolia – The Delaware State Police have arrested a Felton man after he led them on a pursuit throughout a Magnolia area neighborhood.

The incident occurred around 12:10 p.m. Friday, October 27, 2017 as a trooper on patrol in the London Village Neighborhood observed a vehicle with a registration indicating the tag was lost or stolen.  The trooper turned around in order to conduct a traffic stop, when the vehicle began southbound on Cherry Drive East within the neighborhood.  While the driver attempted to negotiate a turn on Cherry Drive at Apple Run, he lost control and struck a mailbox in the 100 block of Apple Run.  The vehicle which was later determined to be a white, 2008 Ford F150, then proceeded in an easterly direction before striking a tree and coming to a stop.

The operator of the vehicle exited and began fleeing the scene on foot.  A foot pursuit ensued in which the trooper deployed his divisional issued Taser.  The suspect, Curtis L. Brown, 27 of Felton, was taken into custody and transported back to Troop 3 in Camden.  He was charged with Disregarding a Police Officer Signal, Receiving Stolen Property over
$1500, Resisting Arrest, Driving While Suspended or Revoked,  Possession of Drug Paraphernalia Marijuana Related, and multiple other traffic related offenses.  It was later determined that the Ford F150 was reported stolen out of Milford Police Department’s jurisdiction.

Brown was arraigned at Justice of the Peace Court 2 and committed to James T. Vaughn Correctional Center on $4,555 secured bond.

Multi-Agency Crime Blitz Results in Mass Arrests

 

New Castle – A multi-agency operation conducted on Thursday, October 26, 2017 at targeted locations in New Castle County has resulted in the arrest of fifty-three individuals on criminal charges.

The operation took place in identified locations along the New Castle Avenue corridor, the South Market Street area, as well as the US 13 & 40 corridor, in response to numerous citizen complaints regarding ongoing criminal activity as well as other quality of life issues which have been occurring in these areas.

During the eight hour enforcement blitz, police arrested 53 individuals on criminal charges, seized a 9mm handgun, confiscated 142.5 grams of marijuana, 3.495 grams of heroin, 3 grams of crack cocaine and other drug related paraphernalia as well as recovering an assortment of stolen property. In addition to the criminal charges police also made 91 traffic arrests, which included one for DUI.

This initiative, which was a collaborative effort between the Delaware State Police, New Castle County Police, Wilmington Police Department, Newport Police Department, Department of Corrections, Probation and Parole and the Justice of the Peace Courts, highlights how the cooperation of multiple law enforcement agencies can effectively combat crime, which in turn increases the quality of life for the communities we serve.

**Update – Operator Charged** Tractor Trailer Fire Closes I-295 northbound at I-95

New Castle – State Police have charged the operator of the tractor trailer involved in this mornings fiery crash with DUI.

The incident occurred around 2:38 a.m. Sunday October 29, 2017 as Jeffery B. Mosier, 55 of Pageland, South Carolina, was operating a tractor trailer carrying construction equipment northbound on I-95 merging onto I-295 northbound.  For unknown reasons, the tractor trailer struck a construction impact attenuator that was centered between the I-95 and I-295 split before overturning and catching fire.

Jeffery Mosier was outside of the vehicle after it overturned and was transported from the scene by EMS to Christiana Medical Center.  Upon his arrival at the hospital, a DUI investigation was conducted by troopers.  After being treated and released with non-life-threatening injuries, troopers took Mosier into custody and transported him to Troop 6 where he was charged with 4th Offense Driving Under the Influence of Alcohol (three previous convictions; 2010, 2011, and 2014), Refused Breath/Blood Test While Operating a Commercial Motor Vehicle, and Failure to Remain within a Single Lane.  He was arraigned at JP11 and committed to Howard R. Young Correctional Institution on $6,300.00 cash bond.

No photo available of Jeffery Mosier at this time.  The tractor and trailer was completely destroyed as a result of the fire and was not identifiable.  This subsequently caused a large brush fire and parts of the structure of Basin Road (SR141) overpass to also catch fire.  I-295 in the area of the crash was closed for approximately seven hours.

Troopers Investigate Stabbing-Greenwood

Greenwood- Delaware State Police Major Crimes Unit detectives are currently investigating a stabbing that occurred at a residence in Greenwood early this morning.

The initial investigation began on Sunday, October 29, 2017, at approximately 2:38 a.m., after troopers responded to the 5800 block on Druccs Way in Greenwood, for the report of a stabbing. Upon their arrival, troopers located a 20-year-old male victim suffering from apparent stab wounds to his upper torso. The victim was transported by Emergency Medical Services to an area hospital where he is currently admitted with apparent non-life-threatening injuries.  While on scene, troopers were advised of a second 20-year-old male victim who had already been transported by a private vehicle to a separate hospital.  The second victim suffered a stab wound to his lower torso and is currently admitted with apparent non-life-threatening injuries .

Initial investigation revealed that there was a large outdoor party with over 150 people in attendance.  A large fight ensued in which the two victims had been stabbed.  This incident remains under investigation and information is still being gathered in attempts to determine if suspects can be identified.

Georgetown Man Arrested for DUI After Crash with Ambulance

 

Seaford – The Delaware State Police have arrested a Georgetown man for DUI after he crashed into an ambulance and fled from the scene.

The incident began around 9:30 a.m., Saturday October 28, 2017, when numerous motorist reported a silver Scion driving erratically on Middleford Road in the city limits of Seaford.  Six minutes later, an ambulance from Blades reported they had been side swiped by the same vehicle and it fled eastbound on Middleford Road.  Witnesses observed the Scion turn right onto Old Furnace Road and an officer from Seaford Police Department and trooper were able to catch up to the car as it turned left onto Cokesbury Road.  The Scion continued a short distance and continued to drive erratically across both lanes as the trooper and officer followed behind with their emergency equipment activated before finally coming to a stop.

Anselmo Dionicio-Lopez (AKA: Miguel Chavez), 26 of Georgetown, was contacted in the driver’s seat and upon the trooper detecting an odor of alcohol, a DUI investigation ensued.  Dionicio-Lopez was then taken into custody and transported back to Troop 5 where he was charged with Driving Under the Influence of Alcohol, Leaving the Scene of a Property Collision, Driving without a Valid License, Failure to Provide Information at a Collision Scene, Expired Tags, Drinking While Driving, and several other traffic related offenses.  It was determined after being processed into Sussex Correctional Institution (SCI) that he had given a false name of Miguel Chavez.  He was additional charged with Criminal Impersonation.  He was arraigned at JP3 and committed to SCI on $2,600.00 cash bail for all charges.

Frankford Man Cited for 3rd Offense DUI after Fleeing from Crash

Frankford – The Delaware State Police have arrested a Frankford man after he crashed his vehicle into a pole and then fled the scene.

The incident occurred around 4:54 p.m. Saturday October 28, 2017 as Rolando O. Gutierez (AKA Carlos C. Sandoval), 53, was operating a 2006 Kia Sedona southbound on Pepper Road just south of Lazy Lagoon Road.  Gutierez lost control of the vehicle in a moderate left curve and drove off the west side of the roadway where he struck a utility pole.  After the crash, it was learned that Gutierez removed his 7-year-old son from the vehicle and began walking along Pepper Road before being driven to his house by a passing motorist.

Gutierez was contacted by troopers at his residence and taken into custody after a DUI investigation ensued.  Emergency Medical Personnel were called to the residence to check on his 7-year-old son, who was determined not to be properly restrained in the van, and he was transported to Atlantic General Hospital in Berlin, Maryland where he was treated for apparent non-life-threatening injuries.

Rolando Gutierez was transported to Troop 4 where he was charged with 3rd Offense Driving Under the Influence of Alcohol (two previous convictions; 04/11/02 and 07/06/03), Vehicular Assault 2nd, Endangering the Welfare of a Child, Failure to Report a Collision Resulting in Injury, and various other traffic related offenses.  He was arraigned at JP3 and committed to Sussex Correctional Institution on $5,503.00 secured bond.

*Update: “I-95 Drive to Save Lives” and “Drive to Save Lives in Delaware” Traffic Initiatives October 20 – 21, 2017

On Friday, October 20th through Saturday, October 21st, 2017, The Delaware State Police working with 14 other states completed the “I-95 Drive to Save Lives” and the “Drive to Save Lives in Delaware”. The law enforcement agencies in each state focused on traffic enforcement along 1,920 miles of I-95 and other targeted roadways to keep motorists safe and reduce fatalities. The enforcement initiatives focused on speeding, aggressive driving, distracted driving, impaired driving, seatbelt use, pedestrian safety, as well as motorcycle and commercial vehicle safety and enforcement. There were 4,776 total citations for the “I-95 Drive to Save Lives Traffic Initiative.

In Delaware along the I-95 corridor (26 miles), a total of 101 traffic arrests were issued with 47 for speeding, 26 for cell phone violations, nine seatbelt arrests, four driver’s license arrests, six registration violations, with nine other moving violations, three wanted persons arrests and two drug arrests.

In the, “Delaware Drive to Save Lives” the Delaware State Police along with Bethany Beach Police Department, Camden Police Department, Cheswold Police Department, Clayton Police Department, Dagsboro Police Department, Delaware Capitol Police Department, Delaware City Police Department, Dover Police Department, Elsmere Police Department, Georgetown Police Department, Greenwood Police Department, Kenton Police Department, Laurel Police Department, Milford Police Department, Milton Police Department, New Castle City Police Department, New Castle County Police Department, Rehoboth Beach Police Department, Selbyville Police Department and South Bethany Police Department, participated in the “Drive to Save Lives in Delaware” by conducting traffic enforcement across the State of Delaware.

Delaware Troopers with support of their allied partners conducted traffic enforcement statewide by ground and air, targeting roadways throughout the state. In the first state our allied partners issued a total of 816 traffic citations and the Delaware State Police issued over 275 traffic citations.

**Traffic Advisory** Tractor Trailer Fire Closes I-295 northbound at I-95

New Castle – State Police, fire personnel, DNREC, and DelDOT, are currently on the scene of tractor trailer fire that has shut down a section of I-295.

The incident occurred around 2:38 a.m. Sunday October 29, 2017 when a tractor trailer carrying construction equipment was traveling northbound on I-95 merging onto I-295 northbound.  For unknown reasons, the tractor trailer struck a construction impact attenuator that was centered between the I-95 and I-295 split before overturning and catching fire.

The 55-year-old male driver from Pageland, South Carolina, was removed from the scene by EMS and transported to Christiana Medical Center where his is currently admitted with undetermined injuries.  No charges have been filed at this time.

The fire has caused extensive damage to the roadway and engineers are on-scene surveying any damage to the 141 overpass.

**Update** State Police Investigating Serious Crash, Seaford

Seaford – The Delaware State Police are investigating a serious crash that occurred on Sussex Highway (US13) south of Seaford this afternoon.

The incident occurred around 12:08 p.m. Saturday October 28, 2017 as a 60-year-old Parsonsburg, Maryland man was operating a 2015 Ford Focus southbound on US13 in the left lane, south of Brickyard Road.  A 29-year-old Laurel man was operating a 2004 Honda Pilot southbound on US13 in the right lane and was in the process of passing the Ford Focus.  For unknown reasons, the Pilot suddenly swerved to the left which caused the left rear of the Pilot to strike the right front of the Focus.  After impact, the Ford Focus was redirected into the grass median where it came to a stop, upright, facing in a southerly direction.  The Honda Pilot rotated counter-clockwise as it slid through the center grass median and began to barrel roll across the northbound lanes before coming to a stop upright in a ditch east of the northbound lanes.

The 60-year-old operator of the Focus was properly restrained and uninjured.

The 29-year-old operator of the Pilot was properly restrained and was initially transported by EMS to Nanticoke Memorial Hospital before being airlifted by Lifenet to Christiana Medical Center where he is listed in critical condition.

The Delaware State Police Collision Reconstruction Unit is continuing their investigation into this incident.  Drugs and alcohol are not considered a factor on behalf of the operator of the Ford Focus.  It is unknown at this time whether drugs or alcohol are a factor on behalf of the 29-year-old operator of the Pilot.

US13 northbound between Airport Road and Brickyard Road was restricted to one lane for approximately three hours while the crash was investigated and cleared.
