Troopers Arrest Georgetown Man for 6th Offense DUI

Millsboro- The Delaware State Police have arrested a Georgetown man after he was found to be operating a motor vehicle under the influence of alcohol for the 6th time.

The incident occurred at approximately 12:12 a.m. on Tuesday, December 12, 2017 as a Trooper observed a traffic violation on a Nissan Altima that was traveling northbound on Oak Orchard Road.  A traffic stop was conducted and the Trooper made contact with the operator, Lance Q. Perry, 41 of Georgetown.  Upon contact with Perry, an odor of alcohol was detected and a DUI investigation ensued.  Perry was taken into custody and transported back to Troop 7.  A computer check revealed that Perry had five previous DUI convictions, making this his 6th arrest.

Lance Perry was charged with 6th Offense Driving Under the Influence of Alcohol, Driving While Suspended or Revoked, and Failure to Have Two Head Lamps.  He was arraigned at Justice of the Peace Court 3 and committed to Sussex Correctional Institution on $7,001.00 cash bond.

*TRAFFIC ADVISORY* Tractor Trailer Crash Has Sandtown Road Closed-Felton

Felton – The Delaware State Police are currently on scene of a motor vehicle crash in which a tractor trailer has lost its load of chickens and is causing power outages in the area.

As a result of the crash,  Sandtown Road is closed between John Hurd Road and Cabin Ridge Road.

The roadway is expected to closed for an extended period of time as crews clean up the chicken debris. Avoid the area and seek alternate routes of travel.

*UPDATE* Trooper Involved Shooting with Suspect Fatally Wounded-Dover

Dover – Delaware State Police are identifying the suspect who was fatally wounded in an exchange of gunfire with a State Trooper, over the weekend, as Juliun Pitcher, 16, of Smyrna.

Pitcher was the front seat passenger in a vehicle that was stopped for a traffic violation on Fieldstone Court, just east of Kenton Road in Dover, which occurred at approximately 3:11 a.m., Saturday, December 9, 2017.

As the Trooper approached the vehicle, Pitcher displayed a handgun, with an exchange of gunfire ensuing. Pitcher was shot during the exchange, and succumbed to his injuries, after being transported to a local hospital. The 18 year old, driver of the vehicle, sustained a gunshot wound to his leg, for which he was treated and released, from a local hospital. A 17 year old rear seat passenger in the vehicle, was uninjured as a result of the incident.

The 35 year old Trooper involved in this incident has been employed by the Delaware State Police for 2 years, and is assigned to Troop 3 patrol, in Camden, DE.  He has been placed on administrative leave as per Divisional Policy, pending the outcome of the investigation.  The Trooper involved in this incident was not injured.

Detectives did recover a handgun from the scene.

The investigation is ongoing, with further details being released as they become available.

Troopers Arrest Two for Multiple Sussex County Burglaries

Millsboro/Dagsboro – Delaware State Police detectives, have arrested two Dagsboro men, responsible for multiple burglaries of local businesses and churches, which occurred over a one month time frame.

On Friday, December 8, 2017, Troopers responded to Pine Ridge Barns, located at 27171 Dagsboro Road, Millsboro, regarding a burglary that occurred overnight. The investigation revealed that unknown suspects, made forcible entry into two storage sheds, making off with a golf cart, a Kubota UTV, and an air compressor, along with other tools and miscellaneous items.

Throughout the day on Friday, employees of the business were checking the local vicinity for the stolen property, and were able to locate the stolen golf cart, in the area of the train tracks, just north of Thorogoods Road, Dagsboro. A male subject, later identified as Eric Stewardson, 19, of Dagsboro, who was observed with the golf cart, fled on foot when confronted by the employees.  Stewardson was followed into the development of Holiday Acres, where he was taken into custody without incident, by a Dagsboro Police Officer.

Based on multiple investigative leads and measures, detectives were able to link Stewardson, along with a second subject, identified as John J. Calloway, 18, also of Dagsboro, to the below listed burglaries, in addition to the Pine Ridge Barns incident.

The Family Butcher Shop, 27617, Dagsboro Road, Millsboro.

Stewardson and Calloway were each charged with a total of 24, felony and misdemeanor crimes, which included: 5 counts of Burglary 3rd Degree, 3 counts of Theft Under $1500.00, 4 counts of Possession of Burglar Tools, 5 counts of Criminal Mischief Under $1000, 5 counts of Conspiracy 2nd Degree and 2 counts of Theft Greater than $1500.00.

Both subjects were arraigned in the Sussex County Court of Common Pleas and subsequently committed to the Sussex Correctional Institution, in lieu of $20,400 secured bond.

Troopers Make Arrests in Dover Drug Investigation

Dover – The Delaware State Police have concluded a two month long drug investigation, after the execution of a search warrant, which has resulted in the arrest of two Dover men.

On Friday, December 8, 2017, members of the Kent County Drug Unit, assisted by the Kent County Governor’s Task Force, the Troop 3 Criminal Investigative Unit and the Delaware State Police Special Operations Response Team (SORT), executed a search warrant at a residence, in the Alder Park apartment complex, located at 51 Webbs Lane, Dover.

Upon making entry into the residence, members of the Special Operations Response Team, located Damian “Dash” Legrand, 31, of Dover, and Richard “Skeet” Smith, 32, also of Dover, and took them in to custody without incident.

A subsequent search of the residence, produced 33 bags of heroin, $825.00 in suspected drug money, an assortment of drug paraphernalia, as well as multiple items, which were confirmed to be stolen property, related to an investigation currently being conducted by the Troop 3 Criminal Investigative Unit.

During the course of the investigation, detectives were also able to gather evidence,  linking Smith to a 2000 Acura RL, which was located in the apartment complex parking lot. A scan of the Acura, was conducted by a Dover Police Department K-9 unit, which resulted in a positive alert for narcotics. Based on the positive K-9 alert, a search warrant was obtained for the vehicle, which resulted in the recovery of a Smith and Wesson 9mm handgun. The handgun had been reported stolen, in an investigation currently being conducted by the Dover Police Department.

Damian Legrand was charged with 1 count each of Possession with Intent to Deliver a Controlled Substance, Endangering the Welfare of a Child and Receiving Stolen Property Under $1500.00, as well as, 3 counts of Delivery of a Controlled Substance and 4 counts of Possession of Drug Paraphernalia. Legrand was arraigned in the Kent County Court of Common Pleas before being committed to the James T. Vaughn Correctional Institution, in lieu of $42,800 secured bond.

Richard Smith was charged with 1 count each of, Possession of a Firearm by a Person Prohibited, Possession of Ammunition by a Person Prohibited and Receiving a Stolen Firearm. Smith was also arraigned in the Kent County Court of Common Pleas, before being committed to the James T. Vaughn Correctional Institution, in lieu of $31,023.00.

Trooper Involved Shooting with Suspect Fatally Wounded-Dover

Dover – The Delaware State Police Homicide Unit is currently investigating a Trooper involved shooting in which a suspect was fatally wounded.

The initial investigation has determined that at approximately 3:11 a.m., Saturday, December 9, 2017, a Trooper assigned to Troop 3 in Camden, stopped a vehicle, on Fieldstone Court, in the area of Kenton Road, Dover.

The Trooper approached the vehicle, at which time the front seat passenger displayed a weapon, with an exchange of gunfire ensuing. The 16 year old, male suspect, was shot during the exchange, and succumbed to his injuries after being transported to an area hospital. The 18 year old male driver of the vehicle, sustained a gun shot wound to his leg and was treated and released from the hospital. A 17 year old rear seat passenger in the vehicle was uninjured as a result of the incident. The Trooper was also not injured.

The investigation is active and ongoing, with further details being released as they become available.

Troopers Arrest Millsboro Man in Connection With Knifepoint Carjacking

Millsboro – Delaware State Police have arrested a Millsboro man who led them on chase after committing a carjacking at knifepoint.

The incident began at approximately 4:55 p.m., Friday, December 8, 2017, in the parking lot of the Dollar General, located 26012 John J. Williams Highway, Millsboro. A 23 year old Millsboro woman, parked her 1998 Honda CRV, and entered the Dollar General to make a purchase. The woman’s 1 and 2 year old children, remained in the vehicle, along with her 14 year old sister.

As the children waited in the vehicle, a subject later identified as Scott K. Roschel, 45, of Millsboro, accessed the vehicle via the driver’s side door, displayed a knife to the 14 year old and ordered her out of the vehicle. Roschel allowed the 14 year old, to remove the two infants, prior to him fleeing in the vehicle. None of the children were injured as a result of the incident.

A general broadcast was put out, with a description of the vehicle, and at approximately 5:15 p.m., it was located on Route 24 in Longneck. Troopers attempted a traffic stop, however Roschel refused to comply, and a pursuit ensued. The pursuit concluded on Hudson Road, in the area of Eagle Crest Road, east of Milton, when Roschel lost control and struck a utility pole. Roschel was taken into custody, before being transported to an area hospital with undetermined injuries. No other vehicles were involved in the crash.

A warrant was accomplished, charging Roschel with one count each of, Carjacking 1st Degree, Robbery 1st Degree, Possession of a Deadly Weapon During the Commission of a Felony, Aggravated Menacing, Theft of a Motor Vehicle, as well as three counts of Endangering the Welfare of a Child. Arrest and arraignment will be accomplished upon Roschel’s discharge from the hospital.

Troopers Seek Publics Assistance in Identifying Shoplifting Suspects

Newark – Delaware State Police are asking for the public’s assistance, in identifying the two shoplifting suspects pictured above, who are responsible for stealing over $4300.00 worth of designer clothing, from the Saks Off 5th department store, located at 2500 Fashion Center Boulevard, Newark.

The investigation has determined that at approximately 2:00 p.m., Tuesday, November, 28, 2017, the two suspects were observed by store employees exiting the store, with a large quantity of merchandise, which they had not rendered payment for. The suspects successfully evaded apprehension and were able to flee with the merchandise which was valued at approximately $2500.00

Later this same date, at approximately 3:45 p.m., both suspects were again observed by Saks employees inside the store, this time as they were concealing merchandise in their purses and other shopping bags. Both suspects exited the store without rendering payment for the merchandise, which was valued at over $1800.00, and again evaded apprehension, as they fled in an awaiting vehicle.

Suspect #1 is described as a black female, 18-21 years of age, 5’6”-5’8”, large build, with reddish colored hair.

Suspect #2 is described as a black female, 17-21 years of age, with a small build.

The suspect vehicle is a red, 2017 Hyundai Sonata, with New York tags, driven by a black male.

Troopers Investigating Home Invasion Robbery- Stanton

Stanton – Delaware State Police are investigating a home invasion robbery involving two suspects, one of which was armed with a handgun.

The incident occurred at approximately 2:06 a.m., Tuesday, December 5, 2017, at an address, in the 500 block of Main Street, Stanton. A 53 year old, male occupant, answered a knock at the door, at which time two suspects, one of them armed with a handgun, knocked him to the ground, and gained access to the residence.

Suspect #1, who was armed, began asking the whereabouts of a female subject, who he claimed owed him money. The victim advised that there was no one by that name currently at, or in any way associated with the residence. The suspects then moved throughout the residence, coming upon three other occupants who were asleep in different rooms. These occupants included a 34 year old female, a 55 year old male, and a 9 year old male. As the suspects moved from room to room, they took possession of an undisclosed amount of cash, along with one cell phone, before fleeing. None of the victims were injured as a result of the incident.

Suspect #1 was described as a black male, 5’11”, wearing a dark gray hooded sweatshirt, dark colored ski mask, armed with an unknown make and model, small, black handgun.

Suspect #2 was described as a white male, 6’2”, thin build, wearing a blue hooded sweatshirt and a white mask.
