Dover – Delaware State Police have arrested a Dover man after it was determined that he was driving under the influence for the 4^th time.

The incident occurred at approximately 9:01 p.m., Saturday, March 17, 2018, as a Trooper out of Troop 3, observed a gold, GMC pickup truck driving erratically on Bayside Drive, south of S. Little Creek Drive, Dover. The trooper activated the lights and siren on their fully marked patrol vehicle, in an attempt to perform a traffic stop. The pickup failed to pull over and proceeded on to Bay Road northbound, before exiting on to E. Lebanon Road, eventually coming to a stop in the 1700 block of E. Lebanon Road. The distance traveled by the pickup after the traffic stop was initially attempted was approximately 5 miles.

Upon making contact with the operator, who was identified as David E. Johnson 54, of Dover, a strong odor of alcohol was detected, which furthered a DUI investigation.

A computer check revealed that Johnson had 3 prior DUI convictions, making this his 4th offense.  Johnson was subsequently arrested and transported back to Troop 3 where he was charged with the following:

• 4^th Offense Driving Under the Influence of Alcohol (Felony)
• Disregarding a Police Officer Signal (2^nd offense)
• Driving while Suspended or Revoked
• Aggressive Driving
• Failure To Have Proof of Insurance
• Failure To Remain in Single Lane of Travel (5 counts)

Johnson was arraigned in Justice of the Peace Court #3 and then committed to the Sussex Correctional Institution in lieu of $5,705.00 secured bail.

Wilmington –  Delaware State Police Troop 6 will be holding a Community Café on Tuesday, March 27, 2018, from 9:00 a.m. – 11:00 a.m., at the Crossroads Restaurant, located at 4579 Kirkwood Highway (intersection with Limestone Rd.). Community members will have the opportunity to meet and interact with the commanding officers from Troop 6, as well as the Community Outreach Trooper. This Community Café is often referred to as “Coffee with a Cop” in other police agencies and is being held in an effort to build a stronger relationship between the Delaware State Police and the communities that we so proudly serve.

Harrington – The Delaware State Police Collision Reconstruction Unit is investigating a fatal crash involving a single vehicle that occurred last night.

The incident occurred at approximately 7:01 p.m., Friday, March 16, 2018, on Fox Hunters Road, just west of Hemping Road, Harrington. A 2004, Ford F-150 pick-up truck, operated by Jerome L. Hall, 58, of Harrington, was traveling eastbound on Fox Hunters Road, approximately .1 miles west of Hemping Road, when he encountered a sharp curve in the roadway. Hall failed to negotiate the curve and traveled off the left side of the roadway into a ditch, before striking a utility pole. After impact with the pole the vehicle rolled over, coming to rest on its left side, while still contacting the pole.

As a result of the utility pole being sheared off, live wires were brought down, causing the scene to be unstable. Hall remained trapped in the vehicle while the scene was rendered safe by the Delaware Electric Co-op. Upon extrication from the vehicle, Hall was pronounced dead by EMS.

Hall was properly restrained at the time of the crash, impairment on his behalf is unknown at this time.

Fox Hunters Road was closed for approximately 6 hours while the scene was investigated and cleared.

Middletown – The Delaware State Police Collision Reconstruction Unit is continuing to investigate a serious motor vehicle crash that sent five people to the hospital last night.

The incident occurred at approximately 8:38 p.m., Friday, March 16, 2018, on Bethel Church Road, east of Fairview Avenue, Middletown. A 2018 Ford Escape, being driven by a 53 year old Florida woman, was traveling eastbound on Bethel Church Road, just east of the intersection with Fairview Avenue. A 1997 Pontiac Grand Am, driven by a 34 year old Middletown woman was traveling westbound on Bethel Church Road, when she failed to negotiate a slight rightward curve in the roadway, crossing the double yellow center line and into the eastbound lane of travel, at which time she collided head on with the Ford. After the initial impact both vehicles came to rest in the eastbound lane of Bethel Church Road, facing in a northerly direction.

The driver of the Ford, along with two female passengers, ages 73 and 78, both of Middletown, were admitted to the Christiana Hospital with serious injuries.

The driver of the Pontiac was admitted to the Christiana Hospital with serious injuries. A 1 year old male, rear seat passenger in the Pontiac was admitted to A.I. DuPont Hospital for Children with serious injuries.

Neither improper driving nor impairment is being considered as a factor on behalf of the driver of the Ford.

Impairment on behalf of the driver of the Pontiac is unknown at this time.

The investigation is ongoing and no charges have been filed at this time.

Bethel Church Road was closed for approximately 2 hours as the scene was investigated and cleared.

Kent County – Detectives from the Troop 3 Property Crimes Unit have arrested two juveniles, for their involvement in a series of burglaries, vehicle thefts and thefts from vehicles, that had taken place throughout Dover, Magnolia and Felton.

Beginning on January 24, 2018, and continuing through March 7, 2018, detectives investigated a series of crimes that were occurring in Dover, Magnolia and Felton. During this time period a total of 30 separate incidents were reported, the majority of which involved thefts from vehicles. These thefts were mainly from unsecured vehicles, however in some cases forcible entry was made by smashing out a window. Once gaining access to the vehicles the suspects would ransack the interior and remove money and electronics. In addition to the thefts, three stolen vehicles and two burglaries were also reported, all of which were determined to be related. The stolen vehicles were utilized to “joy ride” and create intentional damage to property. All three vehicles were recovered during the course of the investigation.

Through a variety of investigative measures detectives developed William R. Figgatt Jr., 16, of Magnolia and Brandon L. Reed, 16, of Dover as suspects. Further investigation enabled detectives to positively link Figgatt and Reed to all 30 incidents. In Magnolia the incidents occurred on Anderson Road, Wentworth Way, Phillips Drive, Woodlytown Road, Snow Drift Circle, Black Wolf Court, Wintergreen Circle, Ponderosa Drive, Irish Hill Road, West Street, Dogwood Drive, Winners Circle, Medal Way, Carnation Court, and Fieldbrook Lane. In Dover, the incidents occurred on Maine Drive and Jersey Drive in the Eagle Meadows development, Quail Landing Road and Roderic Terrace. In Felton the incidents occurred on Barney Jenkins Road.

On Wednesday, March 14, 2018, Figgatt was taken into custody in the unit block of Nascar Lane, Magnolia. Upon being taken in to custody he was found to be in possession of marijuana and a throwing star, which was concealed on his person.

Figgatt was transported to Delaware State Police Troop 3 where he was arrested on 75 criminal charges consisting of:

• Burglary 3^rd Degree (F),
• Theft of Motor Vehicle (F),
• Theft (F)
• Theft Under $1500.00 and Victim is 62 Years of Age or Older (F)
• Conspiracy 2^nd Degree (F)
• Criminal Mischief (F)
• Theft (M)
• Attempted Theft(M)
• Conspiracy 3^rd Degree (M)
• Criminal Mischief (M)
• Criminal Trespass 2^nd Degree (M)
• Malicious Mischief by a Motor Vehicle (M)
• Criminal Trespass 3rd Degree (V)

In addition to the above listed charges, Figgatt was also charged with Carrying a Concealed Deadly Weapon (F) and Possession of Marijuana (M).

Figgatt was arraigned at Justice of the Peace Court #7 and subsequently committed to the Stevenson Juvenile Detention Center in default of $22,900 secured bond.

On Thursday, March 15, 2018, Reed turned himself in at Troop 3, at which time he was arrested on the theft related charges listed above. *NOTE* Reed was not charged with the weapon and marijuana offenses as they were specific to Figgatt.

Reed was arraigned at Justice of the Peace Court #2 and released to the custody of parents.

Townsend – The Delaware State Police Governor’s Task Force (GTF), with the assistance of Probation and Parole officers, have arrested a Townsend man on multiple drug related offenses, after being stopped for a traffic violation.

At approximately 8:30 p.m., Thursday, March 15, 2018, GTF members observed a silver Cadillac DeVille being driven in an erratic manner on Summit Bridge Road (DE 71) northbound, north of U.S. 13, Townsend. A traffic stop was initiated and after an extended period of time the vehicle came to a stop in the driveway of a residence in the 6000 block of Summit Bridge Road.

As GTF members approached the vehicle in order to make contact with the driver, who was later identified as Robert G. Collins Jr., 53, of Townsend, they observed him throw an object out of the passenger’s side window. Task force members were able to recover the thrown object, which proved to be three bundles of heroin.

A subsequent search of Collins’ person as well as the Cadillac produced the following:

• 416 bags of heroin (32 bundles) totaling 2.192 grams
• 5 grams of marijuana
• $1,995.00 in suspected drug money

Collins was transported to Delaware State Police Troop 2 where he was formally charged with:

• Possession with Intent to Deliver a Controlled Substance in a Tier 2 Quantity
• Possession of a Controlled Substance in a Tier 2 Quantity
• Tampering with Physical Evidence
• Failure to Remain in a Single Lane of Travel

Collins was arraigned in Justice of the Peace Court #11 and then committed to the Howard R. Young Correctional Institution in lieu of $11,050.00 secured bail.

Dover– The Delaware State Police arrest a Dover man after a traffic stop led to the discovery of drugs.

The incident occurred on Thursday, March 15, 2018 at approximately 5:19 p.m. when  Troopers observed a  black 2004 Volvo SW traveling above the posted speed limit on southbound Korean War Veterans Memorial Highway (SR 1) south of Scarborough Road.  A traffic stop was initiated and contact was made with the operator identified as 30-year-old Thomas J. Gordon of Dover.  Upon contact with Gordon, an odor of marijuana was detected and it was determined that he did not have a valid driver’s license.  Gordon was detained and a search of the vehicle was conducted.

During the vehicle search, the Kent County Drug Unit (KDU) located a hidden compartment underneath the front passengers seat.  A search warrant was obtained for the vehicle and discovered inside the compartment was 3,354 bags of heroin (approximately 23.478 grams), 153.44 grams of marijuana, three digital scales, and a marijuana grinder.

Gordon was transported back to Troop 3 where he was charged with Possession of a controlled substance (Tier 5), Possession with Intent to Deliver a Controlled Substance, Possession with Intent to Deliver a Controlled Substance (Tier 4), Possession of Drug Paraphernalia, Speeding, and a Learners Permit Violation.

Gordon was arraigned out of the Justice of the Peace Court 7 and committed to the James T. Vaughn Correctional Center on $50,052.00 cash only bond.

Milford– The Delaware State Police Sussex Governor’s Task Force (GTF) with the assistance of the U.S. Marshals, Sussex Drug Unit, the Milford Police Department, and Delaware State Police Aviation Unit arrest a suspect on multiple weapon and drug charges.

On Friday, March, 9, 2018 at approximately 11:20 a.m., members of the Sussex GTF responded to a residence on Carlisle Lane, Milford, for an unrelated investigation. As members of GTF were preparing to leave the area, a light blue 2005 Acura MDX occupied by two Hispanic males, pulled up to a Detective and inquired about police presence.  A strong odor of marijuana was detected and a marijuana cigarette was observed in plain view. As Detectives asked the occupants to exit the vehicle, the operator placed the vehicle into drive and fled the scene.  At approximately 12:02 p.m. the vehicle was located abandoned and unsecured on McColley Street, Milford.  A search warrant was obtained for the vehicle, which led to the discovery of 507 bags of heroin (approximately 3.549 grams), five bags of marijuana packaged for sale totaling 16.31 grams, two .40 caliber magazines containing a total of 24 rounds, and a single .22 caliber round.

Through investigative measures, Detectives were able to identify the operator of the vehicle as 25-year-old Carlos Feliciano-Concepcion of Houston Texas.

On Thursday, March 15, 2018, members of the Sussex GTF continued follow up on locating Feliciano with the assistance of the U.S. Marshals, Sussex Drug Unit, and the Milford Police Department. Information was received that Feliciano was staying at a residence in the unit block of Causey Avenue in Milford and operating a gold in color Chrysler 300.  While in the area, units observed Feliciano leaving the residence operating a gold in color Chrysler 300.  The Delaware State Police Aviation Unit maintained a visual on the vehicle until a traffic stop was conducted and subsequently Feliciano was taken into custody without incident.  During a search of Feliciano, he was found to be in possession of five bags of heroin and over $500.00 in suspected drug proceeds.  A search of the vehicle was conducted and yielded 7.90 grams of marijuana, a loaded Glock .40 caliber handgun, three extended capacity magazines with a total of 59 rounds loaded in the magazines, a ledger, and one .22 caliber round.

Feliciano was transported to Troop 4 where he was charged with two counts of Carrying a Concealed Deadly Weapon, Possession of a Firearm During the Commission of a Felony, Possession of a Firearm by a Person Prohibited, Possession of a Controlled Substance in Tier 3, three counts of Possession with Intent to Deliver a Controlled Substance, Possession with Intent to Deliver a Controlled Substance in Tier 2, Possession of Marijuana, three counts of Possession of Drug Paraphernalia, Disregarding a Police Officer Signal, and Criminal Trespass Third Degree. He was arraigned out of the Justice of the Peace Court 2 and committed to the Sussex Correctional Institution on $257,550.00 cash only bond.

Bear – The Delaware State Police Collision Reconstruction Unit is continuing its investigation into a serious motor vehicle crash in which three pedestrians were struck by a school bus.

The incident occurred at approximately 8:22 a.m., Thursday, March 15, 2018, at the intersection of U.S. 40 (Pulaski Hwy.) and Porter Road. A 2016 Freightliner school bus, from the Christina School District, operated by a 55 year Newark man, was traveling southbound from Salem Church Road, and crossed all lanes of U.S. 40, in order to continue Porter Road southbound. The bus was proceeding with a green light and had the right of way.

A 36 year old Newark woman, along with a 9 year old female and 6 year old male, were attempting to cross Porter Road without the right of way, and walked directly into the path of the school bus. Despite braking, the bus driver could not avoid striking the three pedestrians, knocking them all to the pavement.

The adult female pedestrian was transported by Delaware State Police helicopter Trooper 4 to the Christiana Hospital with serious injuries. The two juvenile pedestrians were transported by EMS to A.I. DuPont Hospital for Children with non-life threatening injuries.

The driver of the school bus, along with a bus aide, who was a passenger, were not injured. There were no students on the bus at the time of the collision.
