Virtual Kidnapping

Dover – The Delaware State Police are issuing the following advisory in response to a recent increase in reported incidents involving virtual kidnapping scam phone calls. While these most recent incidents were in New Castle County, this advisory is applicable statewide.

Virtual kidnapping is an extortion scheme that tricks victims into paying a ransom to free a family member they believe is being threatened with violence or death. Unlike traditional abductions, virtual kidnappers have not actually kidnapped anyone. Instead, through deceptions and threats, they coerce victims to pay a quick ransom.

Law enforcement agencies have been aware of virtual kidnapping fraud for at least two decades, but recently, this scam which was once limited to Mexico and southwest border states has evolved, so that U.S. residents anywhere could be potential victims.

The FBI has provided the following tips to avoid falling victim to this specific scam trend:

Don’t Become a Victim

The success of any type of virtual kidnapping scheme depends on speed and fear. Criminals know they only have a short time to exact a ransom before the victims unravel the scam or authorities become involved. To avoid becoming a victim, look for these possible indicators:

  • Callers go to great lengths to keep you on the phone, insisting you remain on the line.
  • Calls do not come from the supposed victim’s phone.
  • Callers try to prevent you from contacting the “kidnapped” victim.
  • Calls include demands for ransom money to be paid via wire transfer; ransom amount demands may drop quickly.

If you receive a phone call from someone demanding a ransom for an alleged kidnap victim, the following should be considered:

  • In most cases, the best course of action is to hang up the phone.
  • If you do engage the caller, don’t call out your loved one’s name.
  • Try to slow the situation down. Request to speak to your family member directly. Ask, “How do I know my loved one is okay?”
  • Ask questions only the alleged kidnap victim would know, such as the name of a pet. Avoid sharing information about yourself or your family.
  • Listen carefully to the voice of the alleged victim if they speak.
  • Attempt to contact the alleged victim via phone, text, or social media, and request that they call back from their cell phone.
  • To buy time, repeat the caller’s request and tell them you are writing down the demand, or tell the caller you need time to get things moving.
  • Don’t agree to pay a ransom, by wire or in person. Delivering money in person can be dangerous.

Many of these scams are difficult to investigate. They will target persons of all age groups.  Delaware State Police is asking citizens to remember the tips previously mentioned in order to not become a victim of one of these scam artists.

Camp Barnes Receives Contribution from Atlantic Community Thrift Shop

Frankford- On Friday, March 23, 2018, the Atlantic Community Thrift Shop (A.C.T.S.) donated $50,000 to Camp Barnes Inc.   The Atlantic Community Thrift Shop is located at 34634 Atlantic Avenue in Ocean View, DE 19970, and has been a huge supporter of Camp Barnes.

Camp Barnes, a non-profit organization, is a recreational overnight summer camp run by the Delaware State Police in which there is no fee to attend.  The camp is for boys and girls between the ages of 10-13.  The Camp has served the needs of thousands of children throughout Delaware. For over 60 years, Camp Barnes has remained basically unchanged. It was originally designed to provide the children who were unable to attend summer camp an opportunity to experience life at a summer youth camp.

The donation from the Atlantic Community Thrift Shop will go towards the continued renovations and general operations of the camp.    A.C.T.S. has supported the camp over the years through financial donations, and staff members volunteering at the camp.

*Update* Burglary/Theft Suspects Arrested

The first incident occurred on Tuesday, January 16, 2018, when Troopers responded to the Manship Chapel Church located at 4912 Burnite Mill Road, Felton for a theft complaint.  It was discovered that two suspects had entered the property and removed parts from an exterior air-conditioning unit.  Surveillance cameras on the property captured a white male and a white female on the property, driving an older model Buick Regal.

The second incident occurred on Thursday, February 1, 2018, when Troopers responded to the Goose Creek Car Wash located at 1708 E. Lebanon Road, Dover for a burglary complaint.  It was discovered that the suspects had utilized an acetylene torch to gain entry into a storage room, and once inside they caused significant damage to a coin machine. The suspects stole an undisclosed amount of cash from the machine prior to fleeing the business.

Hit and Run Crash Leads to Weapon and Drug Charges- Dover

Dover- The Delaware State Police arrest a Middletown man after a hit and run crash led to the discovery of a weapon and drugs in his vehicle.

The incident occurred on Saturday, March 24, 2018 at approximately 1:39 p.m. when Troopers were dispatched to North Dupont Highway (Rt.13) at Messina Hill Road for a reported hit and run crash.  Investigation into the crash revealed that a black ford F-150 had side struck a Ford Fusion while it was traveling in the right lane of Rt. 13.  After the impact, the Ford F-150 continued southbound on Rt. 13.  The driver of the Fusion was not injured as a result of this crash.  Moments later, calls were received that a black Ford F-150 was driving on three wheels and had pulled into a newly constructed commercial property off of Jerome Drive.  Troopers arrived at this location moments later and made contact with the operator, 22-year-old Marcos Vinicio Godoy of Middletown.

Upon contact with Godoy, an odor of marijuana was detected.  He was subsequently detained and a search of the vehicle was conducted.  The search led to the discovery of 12.3 grams of marijuana and an unloaded Smith & Wesson .40 caliber handgun with one magazine and 11 rounds of ammunition.

Godoy was transported back to Troop 9 where he was charged with Driving Under the Influence, Carrying a Concealed Deadly Weapon, Possession of a Firearm During the Commission of a Felony, Possession with Intent to Deliver, Possession of Marijuana, and other traffic related offenses.

Godoy was arraigned before the Justice of the Peace Court 7 and released on $25,775.00 unsecured bond.

Troopers Investigating Fatal Crash-Frederica

Frederica-The Delaware State Police Collision Reconstruction Unit is investigating a fatal motor vehicle crash that occurred last evening on Bay Road at Bowers Beach Road.

The incident occurred on Sunday, March 25, 2018 at approximately 9:15 p.m. as a 2013 Silver Chevrolet Impala was traveling westbound on Bowers Beach Road approaching the traffic light at Bay Road. A 2016 white Kia Soul was traveling northbound on Bay Road in the right lane approaching the traffic light at Bowers Beach Road. Both vehicles entered the intersection when the Kia struck the Impala in the driver’s side door. After the impact, the Impala started to spin off the roadway and struck a concrete barrier with its front end for its final resting place.  The Kia also started to spin off the roadway, striking a concrete barrier with its rear bumper for its final resting place.

The operator of the Impala, 57-year-old Anna D. Tharp, of Felton was removed from the scene by EMS and transported to the Bayhealth Kent General Hospital were she was pronounced dead shortly after arriving.  Tharp was properly restrained and impairment does not appear to be a factor on her behalf at this time.

The operator of the Kia, a 43-year-old man of Essex, MD, and its passengers, a 42-year-old female from Middle River, MD, and a 12-year-old child were all removed from the scene by EMS and transported to the Bayhealth Kent General Hospital.  The 43-year-old man and 42-year-old female were both admitted with non-life threatening injuries.  The juvenile was treated and released with minor injuries.  All occupants were properly restrained and impairment does not appear to be a factor on behalf of the operator at this time.

 

Bay Road at Bowers Beach Road was closed for approximately 4 hours while the scene was investigated and cleared.

 

The investigation into this collision remains ongoing by the Troop 3 Collision Reconstruction Unit.  Anyone with information in reference to this crash is asked to please contact Cpl/3 W. Killen at 302-698-8451.

Troopers Arrest Burglary Suspect- Wilmington

Wilmington- The Delaware State Police have arrested a suspect in connection with a residential burglary.

On Sunday, March 25, 2018 at approximately 1:55 p.m. Troopers were dispatched to a residence located in the 600 block of Beaver Dam Road for a report of a burglary.  Upon arrival, Troopers made contact with the homeowner who advised that when he returned to his residence this afternoon, he noticed an older model red colored vehicle in his driveway.  As the homeowner approached the vehicle, he made contact with the sole occupant who was seated in the driver’s seat.  The homeowner advised that the subject, later identified as 47-year-old John J. Wallace of Wilmington, indicated to him that he was on the property because he was interested in purchasing the house.  It was noted that the residence is not on the market for sale.  As Wallace pulled away from the residence, the homeowner was able to obtain the registration of the vehicle.

Through further investigations, it was determined that Wallace had entered the residence through a side door by breaking a glass window pane, allowing him to access the doorknob.  No items were reported stolen at this time.

Troopers responded to Wallace’s residence in the 300 block of Delta Road, Wilmington, where he was taken into custody without incident.  He was transported back to Troop 1, where he was charged with Burglary 2nd Degree, Criminal Trespass 2nd Degree, and Criminal Mischief.  Wallace was arraigned before the Justice of the Peace Court 11 and released on $2,700.00 unsecured bond.

Vehicle Pursuit Leads to Multiple Charges-Bridgeville

Bridgeville– The Delaware State Police arrest a Georgetown man after he led Troopers on a pursuit and resisted arrest.

The incident occurred on Saturday, March 24, 2018 at approximately 9:12 p.m. when a Trooper witnessed a gold, 2004 Nissan Maxima traveling eastbound on Seashore Highway (Rt. 404) near Cannon Road with a headlight out. As the Trooper activated their emergency equipment in an attempt to stop the vehicle, the operator accelerated and a pursuit ensued.  Stopped sticks were subsequently deployed bringing the vehicle to a stop on Redden Road, east of Sussex Highway.

The operator and sole occupant, identified as 40-year-old Christopher J. Albury of Georgetown exited the vehicle and a foot pursuit ensued.  After a brief struggle, Albury was taken into custody. 

Through further investigation,  it was determined that Albury was found to be under the influence of alcohol.  Albury was transported to Troop 5 where he was charged with Driving Under the Influence, Resisting Arrest, Failure to Stop on the Command of a Police Officer and numerous other traffic related offenses.

Albury was arraigned before the Justice of the Peace Court 3 and committed to the Sussex Correctional Institution on $4,864.00 secured bond.

Statewide Enforcement Checkpoints Aim to Reduce DUI-Related Crashes and Fatalities

Delaware – The Delaware State Police and the Office of Highway Safety in partnership with local law enforcement agencies are committed to improving the safety of Delaware’s motoring public. During this past weekend Delaware, Maryland and Virginia as part of the “Border to Border” multi-jurisdictional deployment along with the Delmar, Laurel, Seaford, Bridgeville and Greenwood Police Departments worked together to patrol the entire length of U.S. 13 from Virginia to Delaware.

On Saturday, March 17, 2018, more than 70 law enforcement officers from across Delaware assembled at several locations in all three counties to conduct statewide impaired driving checkpoints. The focus was on behavioral traffic safety issues such as impaired driving, seat belt use, child-passenger safety, pedestrian and various other traffic safety concerns.

A total of 2,228 vehicles went through the checkpoints; Of those, 51 drivers were detained for further investigation, 15 were drug arrests, 15 DUI arrest, 11 seatbelt arrests, three DRE Evaluations and 12 other traffic arrests.

Delaware’s Checkpoint Strike-force is a regional sobriety checkpoint campaign aimed at arresting DUI offenders by using High Visibility Enforcement to deter those who would otherwise choose to drink and drive. In 2017, there have been 3,230 DUI arrests statewide and 24 confirmed fatalities related to impaired driving as of November 2017. The Delaware State Police have teamed up with the Delaware Office of Highway Safety and local law enforcement agencies across the state to coordinate Delaware’s multi-jurisdictional DUI checkpoints in conjunction with the “Border to Border multi-state traffic safety initiative for a safer Delaware.

“As a result of our combined efforts and strategies for the 2018 St. Patrick’s Day Checkpoint Strike-force and the “Border to Border” Traffic Safety Initiative; the Delaware State Police and our local allied partners (Delmar, Laurel, Seaford, Bridgeville and Greenwood Police Departments) were able to arrest a total of 15 driving under influence and 15 drug arrests during the St. Patrick’s Day weekend.

As the Delaware State Police collaborated with the Delaware Office of Highway Safety; the outcome of this traffic initiative proved to be a safer weekend for Delaware. Through education, deterrence, proactive patrols and targeted locations we were able to serve the essential purpose to inform the motoring public on the importance of driving safe.” –Sgt. Troopers Investigating Fatal Crash-Wilmington

Wilmington (19803)- The Delaware State Police Collision Reconstruction Unit is investigating a fatal motor vehicle crash that occurred last evening on Murphy Road east of Thomas Road.

The incident occurred on Friday, March 23, 2018 at approximately 8:55 p.m. as a 1997 Toyota Camry operated by a 53-year-old man of Wilmington was traveling westbound on Murphy Road approaching the intersection of Thomas Road. For unknown reasons, the Camry drifted off the north edge of the roadway and struck a raised curb.   The Camry then proceeded to travel across several residential lawns and driveways before striking a large tree located in the front yard of a residence in the 200 block of Murphy Road.

The 53-year-old man was removed from the scene by EMS and transported to the Christiana Hospital where he was later pronounced deceased at 9:48 p.m. He was not properly restrained and it is undetermined at this time if impairment is a factor on his behalf.  Identification of the victim is pending notification of next of kin.

Murphy Road between Thomas Road and Jackson Boulevard was closed for approximately 3 hours while the crash was investigated and cleared.

The investigation into this collision remains ongoing by the Troop 2 Collision Reconstruction Unit.
