2018 Annual Delaware State Police Wreath-Laying Ceremony

Dover- Wednesday May 2, 2018, at 9:30 a.m., the Delaware State Police conducted their Annual Police Memorial Service at the Delaware State Police Training Academy, located at 1441 North DuPont Highway. The 46 Annual Delaware Law Enforcement Officers Memorial Service on Legislative Mall was also held in Dover following the State Police Ceremony in Dover.

Fellow Troopers, Family members, Relatives, and Friends gathered to remember those Troopers who have made the “Ultimate Sacrifice” in service to the State of Delaware.  Twenty Four, (24) Troopers have lost their lives in the line of duty since 1923.

Governor John C. Carney Jr., Lt. Governor Bethany Hall-Long, Attorney General Matthew Denn, Secretary Robert M. Coupe, Department of Safety and Homeland Security, Colonel Nathaniel McQueen Jr., Superintendent of the Delaware State Police, Lieutenant Thomas Brackin President of the Delaware State Troopers Association and Mrs. Eleanor Allione, Concerns of Police Survivors Chapter President were in attendance and shared heartfelt and encouraging words.

The Delaware State Police Honor Guard presented the “Colors of this Great Nation” which was followed by Trooper First Class Janieka Cole singing our “National Anthem”. During the Memorial Ceremony, Major Robert Hudson was called upon to conduct the “Roll Call” where he announced the names of our troopers who made the ultimate sacrifice while serving the citizens of Delaware. The Roll Call was followed by Placing of the Wreath, the Rifle Volley of the 21 Gun Salute, Amazing Grace by the Delaware State Police Pipes and Drums and concluded with Taps by Sergeant Jonathan Packard.

*UPDATE* Naamans Road Closed Due to Crash Involving Tanker Truck

Foulk at Naamans

Wilmington – Delaware State Police are continuing to investigate a two vehicle crash involving a tanker truck that occurred at approximately 11:51 a.m., Tuesday, May 1, 2018, which caused the closure of Naamans Road, east of Foulk Road.

The investigation has determined that a 2018 Peterbilt tractor trailer/tanker vehicle, operated by a 62 year old Dover man, was traveling westbound Naaman’s Road in the right lane, east of Foulk Road. A 2001 Buick Le Sabre being driven by Amber Robinson, 26, of Philadelphia, Pennsylvania, was traveling westbound Naaman’s Road, in the left lane, adjacent to the tractor trailer. The Buick veered right striking the left side of the tanker, in front of it’s rear wheels, where it became impinged. The Buick was then dragged approximately 200 feet while under the tanker, before the tractor trailer was able to come to a controlled stop.

The tractor trailer driver who was properly restrained at the time of the crash was uninjured. Neither improper driving nor impairment are factors on his behalf.

Robinson who was also properly restrained and uninjured, was issued a citation for Improper Lane Change. Impairment is not a factor on her behalf.

A 12 year old male, front seat passenger in the Buick was transported to the Wilmington Hospital, where he was treated and released with minor injuries.

Naaman’s Road was closed in both directions for approximately 2 hours while the crash was investigated and cleared.

Bridgeville Woman Charged with 5th Offense DUI After Crash

Seaford- Delaware State Police have arrested a Bridgeville woman with her 5th offense DUI after she was involved in a single motor vehicle crash.

The incident occurred on Monday, April 30, 2018 at approximately 5:44 p.m. when Troopers were dispatched to a single vehicle rollover crash on Atlanta Road south of Hill Road.  Upon the Trooper’s arrival, it was discovered that a blue 1989 Chevrolet S10 pickup truck had been involved in a crash in which the operator had fled the scene.  The investigation revealed that the operator of the pickup truck attempted to navigate a turn, lost control and flipped several times before coming to its final resting place on all four wheels.

A search of the area led to the discovery of the driver, identified as 36-year-old Zabrina M. Wilson.  While speaking with Wilson, an odor of alcohol was detected and a DUI investigation ensued. A computer check revealed that Wilson had four previous DUI convictions, making this her fifth offense.  Wilson was also found to be in possession of marijuana.

Wilson was transported back to Troop 5 where she was charged with 5th Offense DUI (Felony), Leaving the Scene of an Accident, Failure to Provide Information At a Collision Scene, Failure to Have Insurance Identification, Failure to Report a Collision, and Possession of Marijuana.  She was arraigned before the Justice of the Peace Court 2 and committed to the Baylor Women’s Correctional Institution on $6,504.00 secured bond.

Troopers Arrest Greenwood Man For 5th Offense DUI

Bridgeville- The Delaware State Police have arrested a Greenwood man after he was found to be under the influence for the 5th time.

The incident occurred on Monday, April 30, 2018 at approximately 6:46 a.m. when Troopers were called to Sussex Highway at the intersection of Cannon Road to check on a vehicle in the roadway.  Upon arrival, Troopers located a tan 2004 GMC pickup truck facing southbound in the northbound lanes of Sussex Highway.  Contact was made with the operator, identified as 35-year-old Joseph R. Williams.  Williams was refusing to comply with the Trooper’s commands, at which time a Taser was deployed, and subsequently he was taken into custody.  Further investigation revealed that Williams’ pickup truck was traveling eastbound on Cannon Road when it crossed over the median, struck a DUI sign, and continued onto Sussex Highway for its final resting place.

Williams was transported back to Troop 5 where a DUI investigation ensued. A computer check revealed that Williams had four previous DUI convictions, making this his fifth offense.  Williams was arrested and charged 5th Offense DUI (Felony), Resisting Arrest (Felony), Driving While Suspended, and Failure to Drive in Proper Lane.  He was arraigned out of the Justice of the Peace Court 2 and committed to the Sussex Correctional Institute on $8,101.00 secured bond.

Troopers Investigating Serious Crash – Wilmington

2 at N. Woodward

Wilmington (19805) – Delaware State Police are investigating a serious crash on Kirkwood Highway just outside Elsmere that has sent three people to the hospital.

The incident occurred at approximately 2:28 p.m., Monday, April 30, 2018, on Kirkwood Highway (DE Rt. 2) eastbound, in the area of N. Woodward Avenue, Wilmington. A 2014 Hyundai Sonata operated by Maggie Blackshear, 78, of New Castle, proceeded from N. Woodward Avenue, across the westbound lanes of Kirkwood Highway and continued into the eastbound lanes by using a crossover marked For Official Use Only. The front right of the Hyundai then struck the front left of a 2006 Ford 500, driven by an 18 year old Wilmington man, that was traveling eastbound on Kirkwood Highway. After the initial impact the Ford struck a utility pole before coming to rest adjacent to a business located at 2714 Kirkwood Highway. The vehicle did not strike the building.

The operator of the Ford had to be extricated from the vehicle by emergency crews prior to being transported to the Christiana Hospital by Delaware State Police Helicopter Trooper 4, with serious injuries.

Blackshear along with an 81 year old male passenger in her vehicle were transported to the Christiana Hospital with undisclosed minor injuries.

All parties were properly restrained at the time of the collision and neither drugs nor alcohol are factors in the crash.

Blackshear was cited for Driving Across a Median and Failure to Yield Right of Way.

Kirkwood Highway eastbound was closed for approximately 2 hours while the crash was investigated and cleared.

“I-95 Drive to Save Lives” and “Drive to Save Lives in Delaware” Traffic Initiatives April 20-21, 2018

On Friday, April 20th through Saturday, April 21st, 2018, The Delaware State Police working with 14 other states completed the “I-95 Drive to Save Lives” and the “Drive to Save Lives in Delaware”. The law enforcement agencies in each state focused on traffic enforcement along 1,920 miles of I-95 and other targeted roadways to keep motorists safe and reduce fatalities. The enforcement initiatives focused on speeding, aggressive driving, distracted driving, impaired driving, seatbelt use, pedestrian safety, as well as motorcycle and commercial vehicle safety and enforcement. There were 5,312 total citations for the “I-95 Drive to Save Lives” traffic initiative.

In Delaware along the I-95 corridor (26 miles), a total of 185 traffic arrests were issued with 97 for speeding, 37 for cell phone violations, seven seatbelt arrests, six driver’s license arrests, seven registration violations, with four dangerous moving violations, and 25 other traffic related offenses.

In the “Delaware Drive to Save Lives” traffic initiative, the Delaware State Police along with Camden Police Department, Cheswold Police Department, Dagsboro Police Department, Delaware Capitol Police Department, Delaware City Police Department, Delaware River and Bay Authority Police Department, Dover Police Department, Elsmere Police Department, Greenwood Police Department, Harrington Police Department, Kenton Police Department, Laurel Police Department, Milford Police Department, Milton Police Department, New Castle City Police Department, New Castle County Police Department, Newport Police Department, Ocean View Police Department, Rehoboth Beach Police Department, Selbyville Police Department and University of Delaware Police Department, participated by conducting traffic enforcement across the State of Delaware.

Delaware Troopers with support of their allied partners conducted traffic enforcement statewide by ground and air, targeting roadways throughout the state. In the first state our allied partners issued a total of 995 traffic citations with the Delaware State Police issuing a total of 380 traffic citations.

Dover- The Delaware State Police Sex Offender Apprehension and Registration Unit (S.O.A.R.) is currently looking for the following wanted sex offenders.

Wendell Gunby, 55 of Seaford who is 5’06” tall, 198 lbs., with black hair and black eyes is a Tier 2 registered sex offender who is currently wanted for Failure to Re-register and Failure to Verify Address. He is known to frequent the Bridgeville and Seaford areas.

Aruis Cannon, 27 of Seaford who is 6’00” tall, 220 lbs., with brown eyes and black hair is a Tier 2 registered sex offender who is currently wanted for Failure to Re-register and Failure to Verify Address. He is known to frequent the Seaford area.
