*Update: “I-95 Drive to Save Lives” and “Drive to Save Lives in Delaware” Traffic Initiatives

Delaware– On Friday, April 5th through Sunday, April 7th, 2019, the Delaware State Police in conjunction with 14 other states completed the “I-95 Drive to Save Lives” and the “Drive to Save Lives in Delaware”. The law enforcement agencies in each state focused on traffic enforcement along 1,920 miles of I-95 and other targeted roadways to keep motorists safe and reduce fatalities. The enforcement initiatives focused on speeding, aggressive driving, distracted driving, impaired driving, seatbelt use, pedestrian safety, as well as motorcycle and commercial vehicle safety and enforcement. There were 5,376 total citations for the “I-95 Drive to Save Lives” traffic initiative. This included 2,110 speeding arrests and 176 cell phone arrests.

In the “Delaware Drive to Save Lives” traffic initiative, the Delaware State Police along with Bethany Beach PD, Cheswold PD, Dagsboro PD, Delaware Capitol PD, Delaware City PD, Delaware River and Bay Authority, Dover PD, Elsmere PD, Felton PD, Georgetown PD, Greenwood PD, Harrington PD, Laurel PD, Milford PD, Millsboro PD, Milton PD, New Castle County PD, Ocean View PD, Rehoboth Beach PD, Selbyville PD, Smyrna PD, Wyoming PD and University of Delaware PD, participated by conducting traffic enforcement across the State of Delaware.

Delaware Troopers with the support of their allied partners conducted traffic enforcement statewide targeting roadways throughout the state. In the first state our allied partners issued a total of 1573 traffic citations. Included in the this total number of citations were 833 speeding arrests and 113 cell phone arrests. The Delaware State Police issued a total of 522 traffic citations.

Troopers Investigating Crash Involving School Bus-Greenwood

Greenwood- The Delaware State Police are investigating a crash involving a school bus that occurred this morning at approximately 8:07 a.m. on Hog Range Road, south of Cattail Branch Road.

Injuries have been reported as a result of this crash. Motorists should expect delays in the area and are asked to seek alternate routes of travel.

Troopers Arrest Massachusetts Man for Vehicular Assault and DUI – Georgetown

Georgetown – The Delaware State Police have charged 29 year old Ryan Loughman, of Springfield, Mass., with multiple counts of vehicular assault stemming from a motor vehicle crash that took place in Georgetown, Saturday evening.

The incident occurred at approximately 7:17 p.m., Saturday, April 6, 2019 on southbound U.S. 113 in the area of Deer Forest Rd., Georgetown. A 1997 Ford Explorer, operated by a 26 year old Ellendale man was stopped at a red light on southbound U.S. 113 in the right lane, when he was struck from behind by a 2018 Ford F-150 pick-up truck, which was being driven by Loughman. After impact the Explorer came to rest in the median, after overturning onto its left side. The F-150 came to rest in the roadway.

The driver of the Explorer was treated at an area hospital for minor injuries, a 6 year old passenger in his vehicle was transported to A.I. DuPont Hospital for Children with serious injuries.

Loughman, who was determined to be under the influence of drugs at the time of the crash was not injured. A 7 year old passenger in his vehicle was treated at an area hospital for minor injuries.

Loughman was transported to Troop 5 where he was charged with the following:

  • Vehicular Assault 1st Degree
  • Vehicular Assault 3rd Degree (2 counts)
  • DUI (drugs)
  • Endangering the Welfare of a Child while DUI
  • Following Too Closely
  • No Proof of Insurance
  • No Proof of Registration

Loughman was arraigned in Justice of the Peace Court #3 and released on $4810.00 unsecured bail.

New Castle Man Charged with Vehicular Assault/DUI after Vehicle Crash – Newark

Newark – The Delaware State Police have charged 47 year old Zun Kebei, of New Castle, with multiple counts of vehicular assault and DUI, as a result of a motor vehicle crash that occurred Friday night.

The incident occurred at approximately 9:52 p.m., Friday, April 5, 2019 at the intersection of Limestone Rd. (DE Rt. 7) and Paper Mill Rd. (DE Rt. 72), in Newark. A 2017 Cadillac being driven by a 55 year old Marlton NJ woman, was traveling southbound on Limestone Rd., proceeding through the intersection with Paper Mill Rd., with a green light. A 2003 Toyota Camry being driven by Kebei was travelling on Paper Mill Rd. and proceeded into the intersection with Limestone Rd., against a red light, striking the right side of the Cadillac. Both vehicles came to rest in the intersection after the collision.

Upon arriving on scene, EMS personnel located Kebei’s 7 month old child in the vehicle, not in a car seat. The child was transported to A.I. DuPont Hospital for Children with non-life threatening injuries. The investigation determined that the child was not restrained at the time of the collision. The investigation also determined that Kebei, who was not injured, was under the influence of alcohol at the time of the collision.

The driver of the Cadillac along with two passengers, an adult male and an adult female, were all transported to the Christiana Hospital with non-life threatening injuries.

Kebei was transported to Troop 6 where he was charged with the following:

  • Vehicular Assault 2nd Degree (3 counts)
  • Endangering the Welfare of a Child while DUI
  • DUI (Alcohol)
  • Disregard a Red Light
  • No Child Restraint Seat

Kebei was arraigned in Justice of the Peace Court #11 and released on $8,200.00 unsecured bail.

Troopers Attempting to Identify Bank Robbery Suspect

Wilmington – The Delaware State Police are investigating a robbery that took place at a Kirkwood Hwy., PNC Bank branch Wednesday morning, and are asking for assistance in identifying the suspect.

The incident occurred at approximately 11:17 a.m., Wednesday, April 3, 2019 at the PNC Bank, located at 4725 Kirkwood Hwy., Wilmington. The pictured suspect approached a teller and provided a note advising of a robbery. The suspect then verbally demanded money while implying that he was in possession of a weapon. The teller complied with the demand by turning over an undisclosed amount of money to the suspect who then fled on foot. The teller was not injured as a result of the incident.

The suspect was described as a black male, 30-35 years of age, 6’00” tall, average build, full beard, wearing a brown jacket, denim pants and a brimmed hat.

Troopers Investigating Armed Robbery – Wilmington

Wilmington – The Delaware State Police are investigating an armed robbery that took place in the parking lot of a Wilmington area motel Monday night.

The incident occurred at approximately 8:58 p.m., Monday, April 1, 2019 in the parking lot of the Fairview Inn, located at 1051 S. Market St., Wilmington. A 53 year old male was removing property from his vehicle which was parked lot when he was approached from behind by an unknown male suspect. The suspect pushed the male up against the vehicle and stuck an object in his back, which the victim believed to be a weapon, and then demanded money. A second male suspect then approached and rifled through the victim’s vehicle. Both suspect’s fled after obtaining an undetermined amount of cash from the victim. The victim was not injured as a result of the incident.

Suspect #1 was described as a black male, 50 years of age, 5’10”, 150 lbs., possibly in possession of a handgun.

Suspect #2 was described as a black male, light complexion, 20-25 years of age.

Troopers Investigating Strong Arm Robbery – New Castle

New Castle – The Delaware State Police are investigating a strong arm robbery that took place in the parking lot of a New Castle area motel Monday evening.

The incident occurred at approximately 7:45 p.m., Monday, April 1, 2019 in the parking lot of the Super Lodge, located at 1213 West Ave., in New Castle. The 27 year old female victim agreed to give a ride to a male acquaintance from an area gas station to the Super Lodge, and upon arriving at the motel the suspect demanded the victim’s property. The victim attempted to flee, however the suspect was able to physically restrain her and then struck her in the head with a closed fist. He then proceeded to remove property from the victim’s pockets, before fleeing.

The suspect, who was only known to the victim by nickname, was described as a black male, 25 years of age, wearing a dark jacket and light colored jeans.

Troopers Seek Publics Assistance in Locating Burglary Suspect Josh Shelton

Laurel- The Delaware State Police are seeking the public’s assistance in attempting to locate 27-year-old Josh Shelton of Delmar, DE who is wanted in connection with a burglary.

The incident occurred on March 29, 2019 at approximately 2:46 p.m., when Troopers responded to a residence in the 34000 block of Hudson Road, Laurel for a reported alarm.  Upon arrival, it was determined that the residence had been burglarized and the rear door had been damaged.  The suspect fled the residence without obtaining any items.

Through investigative measures, Troopers identified the suspect as Josh Shelton.  Shelton currently has active warrants out of Troop 5 for the following:

  • Burglary Second Degree Dwelling
  • Possession of Burglar Tools
  • Attempted to Commit Theft Under
  • Criminal Mischief

“I-95 Drive to Save Lives” and “Drive to Save Lives in Delaware” Traffic Initiatives Friday, April 5th – Sunday, April 7th, 2019

The Delaware State Police in partnership with the Delaware Office of Highway Safety are joining forces with other participating Delaware law enforcement agencies in the “Drive to Save Lives in Delaware Campaign and the National Distracted Driving Awareness Month- 2019.” It is a multi-jurisdictional and high-visibility traffic enforcement initiative that is meant to increase traffic enforcement presence as well as enhance safety efforts across the State of Delaware from Friday, April 5th – Sunday, April 7th, 2019.

The “Drive to Save Lives in Delaware/ National Distracted Driving Awareness Month” campaign’s operational goal is to achieve increased highly visible traffic enforcement across the approximate 96 miles of the State of Delaware. This initiative will be a contributing effort to support the International Association of Chiefs of Police (IACP) initiative, “The Drive to Save Lives Campaign” and its goal to reduce traffic deaths and injuries across the U.S.  The emphasis of this initiative will be to change the high-risk behaviors of motorists, such as distracted driving, impaired driving, speeding, unsafe driving behaviors of the operators of large trucks/buses and the failure of motorists and passengers alike to wear seat-belts.

The participating Delaware agencies in the “Drive to Save Lives in Delaware” include: Bethany Beach PD, Cheswold PD, Dagsboro PD, Delaware Capitol PD, Delaware City PD, Delaware River and Bay Authority, Delaware State Police, Dover PD, Elsmere PD, Felton PD, Georgetown PD, Greenwood PD, Harrington PD, Laurel PD, Milford PD, Millsboro PD, Milton PD, New Castle County PD, Ocean View PD, Rehoboth Beach PD, Selbyville PD, Smyrna PD, Wyoming PD and University of Delaware PD

In 2014 the IACP initiated an effort to significantly reduce the more than 33,000 highway deaths, which occurred annually on U.S. roadways. The state police and highway patrol leaders from IACP Division of State and Provincial Police have led a sustained data-driven effort since 2014. The IACP leaders’ goal was to change the high-risk behaviors of motorists in order to decrease the number of crashes through “education and awareness, partnerships, and high-visibility traffic enforcement”. The IACP leaders initiated the effort in 2014 and declared it should be an ongoing effort to prevent the many deaths that occur on our roadways each year.

Interstate 95 (I-95) is approximately 1920 miles in length and is currently considered one of the deadliest highways in the country. It carries over 72,000 vehicles for its average daily traffic (with peak daily traffic over 300,000 vehicles) and it has over 10,000 vehicles for its average daily truck traffic (with peak daily truck traffic being over 31,000), per the I-95 Corridor Coalition. Also, one in 10 highway deaths occurred in a crash involving a large truck and most of the victims of the fatal crashes were passenger vehicle occupants. (IIHS/HLDI)

There were 37,461 traffic fatalities in 2016 with 18% of the involved drivers speeding at the time of the crash. Twenty seven percent of the fatal victims were in a crash involving at least one speeding driver. Additionally, 37% of all speeding drivers in fatal crashes were alcohol-impaired and 50% were unrestrained at the time of the crash. (NHTSA)

According to NHTSA, in 2016 one person every 50 minutes died in an alcohol-impaired vehicle crash. That equates to almost 29 people every day and a total of 10,497 deaths.  Also, 1,233 children 14 years old and under died in drunk-driving crashes in 2016.

All 15 states that line Interstate 95 from Maine to Florida will be participating in the “I-95 Drive to Save Lives” campaign including: Florida Highway Patrol, North Carolina Highway Patrol, South Carolina Highway Patrol, Georgia Highway Patrol, Virginia State Police, Maryland State Police, Delaware State Police, Pennsylvania State Police, New Jersey State Police, New York State Police, Connecticut State Police, Rhode Island State Police, New Hampshire State Police, Massachusetts State Police and Maine State Police.

Rationale:  After considering crash-related data and information from various sources, the following has been determined:

  • Nine percent of 2016’s fatal crashes involved distraction. In 2016 alone Distracted Driving led to 3,450 deaths and in 2015 391,000 people were injured in motor vehicle crashes involving distracted driving.  Teens remain the largest age group involved in distracted driving-related fatal crashes.  With Distracted Driving being proven to be a grossly underreported violation, these numbers are only the minimum.   • Per NHTSA, 10,000 lives per year are lost due to alcohol-related crashes. In 2017 one person every 48 minutes died in an alcohol-impaired vehicle crash.  That equates to almost 30 people in the U.S. dying every day due to this deadly behavior.  According to GHSA, there were more fatally-injured drivers who tested positive for drugs than alcohol.  In 2015 57% of fatally-injured drivers were tested for drugs with 35.6% testing positive for marijuana- the highest detected drug.
  • Per NHTSA, the national seat belt use rate is at 90.1%; however, approximately 27.5 million people still refrain from buckling up. In 2016 48% of passenger vehicle occupants that were killed were also unrestrained.  Also, drivers with alcohol and drugs in their systems were less likely to buckle up and more likely to speed and commit other traffic violations (FARS).
  • Per NHTSA, speeding has been involved in approximately one-third of all crash fatalities for over two decades. Speed was the cause of 9,717 deaths in 2017.
