Multi-Agency Operation Nets Drugs and Firearms-Dover

Dover–  The Delaware State Police concluded a two-day multi-agency operation in the Capital Park neighborhood of Dover due to recent criminal activity.

During the last two weeks of December 2019, there have been a total of four shooting complaints in the Capital Park neighborhood.  The Delaware State Police Troop 3 coordinated a pro-active criminal operation to target violent crime occurring in that neighborhood with the focus on seizing firearms.  Through investigations, it was learned that weapons, drugs and contraband were being hidden at the back of residences, on State and Kent County land.

The operation included over 60 Troopers and Law Enforcement personnel from the following units: Troop 3 Patrol, Troop 3 Criminal Investigations Unit (CIU), Troop 3 Governor’s Task Force (GTF), Troop 3 Kent Drug Unit (KDU), Troop 4 Criminal Investigations Unit (CIU), Troop 4 Governor’s Task Force (GTF), DSP Community Outreach, DSP Special Operations Response Team (SORT), DSP Aviation, DSP K9 and the Delaware Fish & Wildlife Natural Resources Police.

The operation incorporated a terrain search for contraband while Community Outreach Officers engaged with the community members to inform the residents the reason for the Law Enforcement presence.

During the terrain search portion of operation the following items were located behind residences on South Governor’s Boulevard:

  • a loaded Smith & Wesson .40 caliber pistol
  • a black tactical style ballistic vest
  • a loaded assault rifle

On January 3, 2020 the Delaware State Police received further information that other items were hidden in the woods behind a residence on South Governor’s Boulevard after units departed on January 2, 2020.  Troopers responded back to the area and located 656 baggies of Heroin (approximately 4.59 grams).

The success of this operation was due to the collaboration and support from all of the assisting Law Enforcement Officers.  We will continue to target these violent crime areas and help our communities make their neighborhoods safer.

*Update*- Troopers Investigating Fatal Crash Involving Tractor Trailer-Millsboro

Millsboro- The Delaware State Police Collision Reconstruction Unit is investigating a fatal crash involving a tractor trailer that occurred earlier this morning.

The incident occurred on January 3, 2020 at approximately 7:27 a.m., when a 2001 Toyota Sienna, Minivan which was just reported stolen from the Royal Farms in Georgetown, was traveling southbound on Millsboro Highway (SR 26) just south of Betts Road. A 2019 Mack Tractor Trailer towing an enclosed tanker with a soybean by product was traveling northbound on Millsboro Highway in the same vicinity. For unknown reasons, the operator of the minivan failed to maintain its proper lane and entered into the opposing travel lane directly in front of the tractor trailer. The operator of the tractor trailer was unable to avoid the minivan which resulted in a head-on collision within the northbound lane of travel.

The operator of the minivan, a 48-year-old male from Milford, Delaware was not properly restrained.  He was pronounced deceased at the scene.  His name is being withheld at this time pending the notification of next of kin.

The operator of the tractor trailer, a 40 year-old male from Salisbury, Maryland was properly restrained.  He was transported to PRMC in Salisbury where he was treated and released for minor injuries.

Millsboro Highway in the area of Betts Road was closed for approximately 4 hours while the crash was investigated and cleared.

*UPDATE* Troopers Investigating Fatal Crash Involving a Tractor Trailer – Smyrna

Smyrna – The Delaware State Police are investigating a fatal motor vehicle crash involving a tractor trailer that occurred at approximately 3:48 p.m., Wednesday, January 1, 2020 on southbound U.S. Rt. 13 (DuPont Pkwy.) at the intersection for the ramp to and from State Route 1 northbound, just north of Duck Creek Rd.

The investigation has determined that a 2018 Freightliner tractor trailer, operated by a 44 year old Smyrna woman, was traveling northbound on Rt. 13 from the Smyrna area and was approaching the intersection north of Duck Creek Rd., where motorists can access northbound SR 1. A 2003 Dodge Ram 1500, operated by a 79 year old Townsend man, was traveling southbound on Rt. 13 approaching this same intersection. The tractor trailer proceeded, with a green arrow traffic signal, to make a left turn in order to travel northbound SR 1. As the Dodge was southbound on Rt. 13, at a reported high rate of speed, it entered into the grass median where it struck a speed limit sign. It then re-entered the southbound lanes of Rt. 13 and continued through the intersection where it struck the right side of the trailer portion of the tractor trailer. Upon impact, the operator of the Dodge, who was not seat belted, was fully ejected from the vehicle, coming to rest in the roadway.

The driver of the Dodge was transported to the Christiana Hospital where he was pronounced deceased a short time later. Impairment on his behalf is undetermined at this time. Identification is pending notification of next of kin.

The driver of the Freightliner, who was properly restrained, was not injured. Impairment is not a contributing factor on her behalf.

Troopers Arrest Lewes Man for Assault-Lewes

Lewes- The Delaware State Police have arrested 50-year-old Donald L. Maull for assault and related charges.

On January 1, 2020 at approximately 11:50 a.m., Troopers responded to the Beebe Medical Center in reference to an assault complaint.  Upon arrival, Troopers met with a 32-year-old female who advised that she was assaulted by Donald L. Maull earlier that morning.  Further investigation revealed that the female victim responded to Maull’s residence in the 17000 block of Ward Avenue, Lewes, to retrieve belongings as she recently moved out.  The victim advised she engaged in an argument with Maull when he proceeded to strike her in the back of her head with a piece of lumber.  The victim was able to seek assistance from a nearby neighbor and received a private transport to the hospital.  The victim sustained a serious head injury.

Troopers located Maull later that day traveling as a passenger in a vehicle on Beaver Dam Road.  Maull was taken into custody and found in possession of approximately 0.001 grams of crack cocaine and drug paraphernalia.

Maull was transported back to Troop 7 where he was charged with the following:

  • Possession of a Deadly Weapon During the Commission of a Felony
  • Assault Second Degree
  • Aggravated Menacing
  • Possession of a Controlled or Counterfeit Substance
  • Possession of Drug Paraphernalia

Maull was arraigned before the Justice of the Peace Court and committed to the Sussex Correctional Institution on $76,400 secured bond.
