*TRAFFIC ADVISORY* Troopers Investigating Serious Crash on W. Newport Pike (Rt. 4)-Wilmington

Wilmington- The Delaware State Police are currently on scene of a serious motor vehicle crash involving a motorcycle that occurred at approximately 7:58 p.m., on May 13, 2020.

As a result of the crash and ongoing investigation, eastbound Rt. 4 (W. Newport Pike) in the area of Westmont Avenue is closed at this time.  Motorists are advised to use caution and seek alternate routes of travel.

*UPDATE #2* State Bureau of Identification Implements Additional Temporary Changes to Operating Procedures

Dover – The Delaware State Police State Bureau of Identification (SBI), has remained open during the Coronavirus outbreak, and has implemented necessary changes throughout, in an effort to safely and efficiently continue to provide services to our community.

Beginning on Friday, May 15, 2020 SBI will again be offering appointments to those individuals requiring services for pre-employment purposes. These service appointments are in addition to those already being made available to Health Care, Long Term Care and Child Care Providers. All other requests for services will be deferred for consideration until further notice. All services will continue to be by appointment only-NO WALK-INS.

THIS CHANGE DOES NOT APPLY TO SEX OFFENDER REGISTRATION. YOU ARE ADVISED TO CONTINUE TO REPORT AS REQUIRED.

SBI locations in all three counties will remain open to provide services to these specific sectors by appointment only. Appointments may be scheduled by calling: 302-739-2528.

We thank the public in advance for their cooperation in following all guidelines currently mandated by the Governor’s Emergency Declaration, when visiting any of our service locations.

  • Make sure to wear an appropriate mask.
  • Take advantage of using hand sanitizer, available at our customer service windows, before conducting any transaction.
  • Use a credit card for any transaction to limit the amount of hand-to-hand contact.
  • Keep at least six feet of space between fellow customers and do not crowd.

*TRAFFIC ADVISORY* Overturned Tractor Trailer-I-95 Northbound at Airport Rd.

New Castle – The Delaware State Police are on scene of a two vehicle crash involving an overturned tractor trailer that occurred at approximately 6:34 a.m. on I-95 northbound in the area of Airport Rd.

As a result of the crash the two right lanes of I-95 are closed as well as the off-ramp to Airport Rd. The left lanes of I-95 remain open however motorists will experience delays and are advised to seek alternate routes of travel.

Crews are working to clear debris from the two right lanes of I-95 in an effort to re-open all lanes as soon as possible. The Airport Rd. off-ramp closure however is expected to be lengthy.

The tractor trailer driver was transported to an area hospital with non-life threatening injuries.

Troopers Attempting to Locate Millsboro Woman Who is Wanted For Reckless Endangering

Millsboro- The Delaware State Police are seeking the public’s assistance in attempting to locate 29-year-old Donshea Brewer of Millsboro, DE who is wanted for reckless endangering involving a firearm.

The incident occurred on May 11, 2020 at approximately 2:17 p.m., when Troopers were dispatched to the 26000 block of Seagull Lane, Rehoboth Shore’s Mobile Home Park, Millsboro, for a physical altercation involving a firearm.  Upon arrival, Troopers learned that a 27-year-old female had engaged in a physical altercation with her ex-girlfriend, Brewer.  During the incident Brewer was in possession of a small caliber handgun, when she discharged the weapon hitting the floor next to the victim.  Brewer proceeded to fire the weapon a second time and struck the ceiling.  Brewer left the residence prior to police arrival.  The victim did not sustain injury.

Troopers are attempting to locate Brewer (no photo available) who has an active warrant out of Troop 4 for the following:

  • Possession of a Firearm During the Commission of a Felony
  • Reckless Endanger First Degree

*Update* Delaware State Police Investigating Fatal Motor Vehicle Accident on Rogers Road- Wilmington

WilmingtonThe Delaware State Police are investigating a fatal motor vehicle crash involving a tractor-trailer that occurred at approximately 5:38 p.m., on May 11, 2020, on Rogers Road west of Oakmont Drive intersection.

A 2018 Nissan Altima operated by a 29-year-old man from Newark, was stopped on the right shoulder of eastbound Rogers Road west of Oakmont Drive intersection, facing eastbound. The operator of the Altima backed the vehicle into a private residential driveway in the 400 block of Rogers Road and then proceeded to make a left turn to travel west on Rogers Road. When the vehicle entered the roadway, it turned directly into the path of a 2012 Volvo tractor-trailer operated by a 44-year-old man from Newark. The front portion of the Nissan collided with the left side of the Tractor Trailer. After impact, both vehicles continued eastbound together and eventually came to rest within the right shoulder east of Oakmont Drive.

The operator of the Nissan was properly restrained but sustained fatal injuries and was pronounced deceased at the scene. The operator of the tractor-trailer and his passenger were both properly restrained. They were transported to Wilmington Hospital where they were treated and released for minor, non-life threatening injuries.

As a result of the crash, Rogers Road between Cornell Drive and New Castle Avenue was closed for approximately 3 hours while the collision was investigated and cleared.

The Troop 2 Collision Reconstruction Unit continues to investigate the crash.

*Update #6- Victims Identified* Delaware Veterans Memorial Cemetery Shooting Homicide

Bear- The Delaware State Police are releasing the names of the victims that were shot on the grounds of the Delaware Veterans Memorial Cemetery located at 2465 Chesapeake City Rd., in Bear, at approximately 10:13 a.m., Friday, May 8, 2020.

The 86 year old male victim has been identified as Paul C. Marino of Elkton, MD, who was initially admitted to an area hospital in critical condition. On Saturday, May 9, 2020, Mr. Marino succumbed to his injuries and was pronounced deceased at the hospital. His wife, 85-year old Lidia Marino, of Elkton, MD, was pronounced deceased on scene at the time of the original incident.

The investigation is active and ongoing and will be furthered by the Delaware State Police Homicide Unit. Anyone with information regarding the incident is asked to contact Det. M. CALEA Accreditation Assessment Team Invites Public Comment

Dover, DE – A team of assessors from the Commission on Accreditation for Law Enforcement Agencies, Inc. (CALEA) will review all aspects of the Delaware State Police’s policy and procedures, management, operations, and support services between Monday May 18 through Wednesday May 20, 2020.

The Assessment Team is composed of law enforcement practitioners from similar but out-of-state agencies. The assessors will review written materials, interview individuals, and visit offices and places where compliance can be witnessed.

The Delaware State Police has to comply with over 484 standards in order to gain accredited status. “Verification by the team that the Delaware State Police meets the Commission’s state-of-the-art standards is part of a voluntary process to gain accreditation – a highly prized recognition of law enforcement professional excellence,” says Delaware State Police Superintendent Nathaniel McQueen Jr.

Once the CALEA Assessors complete their review of the agency, they report back to the full Commission, which will then decide if the agency is to be granted accredited status, Program Manager Laura Saunders stated. Accreditation is for four years, during which the agency must submit annual reports attesting continued compliance with those standards under which it was initially accredited.

As part of the site-based assessment, agency employees and members of the community are invited to offer comments. Due to the COVID-19 pandemic, the public session has been replaced with a dedicated e-mail where agency employees and members of the community may e-mail comments. This dedicated e-mail is calea@calea.org. Please indicate in the subject line that you are e-mailing about the Delaware State Police CALEA review. This dedicated e-mail will be available on Tuesday May 19, 2020, from 1300-1600 hours.
