*TRAFFIC ADVISORY* Troopers On Scene of Serious Crash- SR 1 N/B at Rt. 13 (Tybouts Corner)- Bear

Bear- The Delaware State Police are currently on scene of a serious crash involving a motorcycle that occurred at approximately 4:23 p.m., on May 24, 2020.

As a result of the crash and ongoing investigation, the off ramp to SR 1 northbound at Tybouts Corner is closed at this time.  Motorists are advised to use caution and seek alternate routes of travel.

Troopers Arrest Dover Man for Burglary- Dover

Dover- The Delaware State Police have arrested 48-year-old Michael A. Bordley of Dover for burglary and theft.

The incident occurred on May 23, 2020, at approximately 2:30 a.m., when Troopers responded to a resident on Sapp Drive, Dover, for a burglary. Upon arrival, Troopers contacted the victim, a 42-year-old male resident who advised he just returned home and discovered property missing from inside his home. Through investigative means, Bordley was identified as a suspect, and the stolen property was located at Bordley’s resident and returned to the victim.

Bordley was taken into custody without incident and transported to Troop 3 where he was charged with the following crimes:

  • Burglary Second Degree
  • Theft

Bordley was arraigned before the Justice of the Peace Court and Released on his Own Recognizance.

Troopers Attempting to Locate Felton Man Wanted for Domestic Assault- Felton

Felton- The Delaware State Police are seeking the public’s assistance in attempting to locate 33-year-old Deangelo Evans of Felton, DE who is wanted for felony domestic and additional related charges.

The incident occurred on May 23, 2020 at approximately 12:43 a.m., when Troopers responded to a residence located on Plantation Drive, Plymouth Place, Felton, DE in reference to physical domestic incident.  Upon arrival, Troopers met with a 28-year-old female victim who advised that she and Evans, had been involved in a physical incident at the residence.  During the incident, Evans physically assaulted the victim and then fled on foot prior to police arrival.

The female victim refused medical treatment on scene.

Troopers have been unable to locate Evans who currently has active warrants out of Troop 3 for the following crimes:

  • Strangulation (felony)
  • Theft Greater than $1500 (felony)
  • Assault 3rd Degree
  • Theft
  • Malicious Interference with Emergency Communications
  • Criminal Mischief
  • Failure to Obey Emergency Order

Troopers Investigating Home Invasion- Ellendale

EllendaleThe Delaware State Police are investigating a home invasion that took place at an Ellendale area residence early Saturday morning.

The incident occurred at approximately 12:23 a.m., Saturday, May 23, 2020, at a residence located on Lorraine Lane, New Market Village, Ellendale. An unknown number of suspects made entry into the home and assaulted a 30-year-old female resident by striking her by unknown means. After the assault, the suspects fled the residence, and the victim was able to hide in a secured room and call for help. The suspects did not appear to take anything from the residence or cause any damage. The victim declined medical treatment.

This investigation is ongoing, and anyone with information regarding the incident is asked to contact Detective K. Wideman of the Troop 4 Criminal Investigations Unit by calling 302-752-3832.

“MOTORCYCLISTS, MOTORCYCLE PASSENGERS, and MOTORCYCLE PURCHASERS- Here’s what you need to know.”

With warmer weather and Memorial Day weekend upon us, the Delaware State Police would like to remind motorcyclists, motorcycle passengers, and individuals interested in purchasing motorcycles to use caution when traveling on Delaware roadways. In 2019 the Delaware State Police investigated 242 motorcycle crashes with 14 being fatal crashes. To decrease the number of crashes involving motorcycles, the Delaware State Police would like to share the following important information to help keep motorcyclists and drivers safe.

When considering purchasing a motorcycle, it is crucial to receive the proper training and required motorcycle endorsement on your driver’s license. There are multiple ways to obtain these. For example, the Delaware Division of Motor Vehicles (DMV) offers a written examination and road skills test. There are also motorcycle rider education programs at all DMV locations and participating local motorcycle dealerships. It is essential the necessary training be obtained by motorcycle riders to help keep themselves safe on the roadways and learn how to be more visible to the non-motorcycle riding community, which significantly increases their safety.

Dangerous driving behaviors such as speeding, driving erratically and motorcycle drivers driving beyond their capabilities are dangerous and can be contributing factors to crashes. In addition, driving under the influence of alcoholic beverages, illicit drugs or prescription medication can negatively impact a driver’s ability to think, reaction time and balance.

It is important to remember, by taking precautionary measures, motorcyclists can help prevent crashes and injuries by:

  • Reducing speeds and/or maintaining safer speeds.
  • Keeping headlights and marker and taillights on during dark hours and inclement weather.
  • Staying three to four seconds behind a vehicle they intend to pass, checking oncoming traffic from the left side of the lane, signaling the intention to turn, and then checking for oncoming traffic before passing.
  • Checking their rearview mirror and quickly turn their head to ensure the vehicle is a safe distance behind them when completing a pass.
  • Wearing helmets that meet a high protection standard.
  • Wearing proper clothing, eyewear, and sturdy, closed-toe footwear.

Safer motorcycle rides start with respect. Check out the Office of Highway Safety’s Motorcycle Safety website at ArriveAliveDE.com/Motorcycle-Safety and find out where you can take the Motorcycle Rider Safety Course, popular routes for riders throughout the state of Delaware, and check the street smarts section that teaches you how to conduct a pre-ride check-called T-CLOCS. While you’re visiting, check out the video section featuring some of Delaware’s riders as they talk about why motorcycle safety is so important.

Motorists can help to make the roads safer by taking some simple precautions:

  • Be extra cautious on weekends and good weather days, when more motorcyclists take to the road.
  • Provide adequate room for maneuvering by following at least three to four seconds behind them.
  • Allow extra maneuvering room in areas with potholes, pavement transitions, and railroad crossings.
  • Never try sharing a lane with a motorcycle.
  • If a motorcycle is nearby, check your mirrors carefully before changing lanes. Motorcycles may be in your blind spots or difficult to see because of their smaller size.


Rehoboth Beach man arrested for Vehicular Assault and DUI as a result of crash- Rehoboth Beach

Rehoboth BeachThe Delaware State Police have charged 57-year-old JOHN C. GLENSTRUP, of Rehoboth Beach, DE, with Vehicular Assault and Driving Under the Influence stemming from a motor vehicle crash that took place in Rehoboth Beach, Friday evening.

The incident occurred at approximately 8:41 p.m., Friday, May 22, 2020, in the area of Coastal Highway northbound just south of Lighthouse Plaza Boulevard, Rehoboth Beach. Glenstrup was operating a blue 2007 Acura TL northbound on Coastal Hwy in the center lane approaching the Lighthouse Boulevard intersection. A maroon 2006 Honda CRV operated by a 23-year-old Milton woman was stopped in the center lane of Coastal Highway northbound just south of Lighthouse Plaza Boulevard due to traffic stopped. A black 2019 Ford F250 pickup operated by a 43-year-old Lewes woman was stopped directly in front of the Honda CRV. Glenstrup failed to stop, and the front center of his vehicle crashed into the center rear of the Honda CRV. The Honda CRV’s front center then collided with the rear center of the Ford F250. As a result, the three vehicles became disabled in the center lane of Coastal Highway.

The operator of the Honda CRV was transported to an area hospital with minor injuries. A 22-year-old male from Lewes was a passenger in the Honda CRV and was not injured.

Glenstrup, who was determined to be under the influence of alcohol at the time of the crash, was not injured.

Glenstrup was transported to Troop 7 where he was charged with the following crimes:

  • Vehicular Assault 2nd Degree (felony)
  • DUI (alcohol)

Glenstrup was arraigned in the Justice of the Peace Court and released on $2,500.00 unsecured bail.

*UPDATE #7*- Delaware Veterans Memorial Cemetery Homicide

 

Bear- On Friday, May 8, 2020, at approximately 10:13 a.m., the Delaware State Police responded to the Delaware Veterans Memorial Cemetery located at 2465 Chesapeake City Rd., in Bear, for reports of shots fired. The investigation determined 29-year-old Sheldon C. Francis of Middletown was responsible for the shooting deaths of 86 year old Paul C. Marino and his wife, 85-year-old Lidia Marino, of Elkton, MD.

At approximately 11:08 a.m., officers on scene observed Francis running into a wooded area, between the cemetery and Brennan Blvd., in the development of Brennan Estates. Officers immediately secured the area where the subject was observed.

At approximately 12:08 p.m., Troopers on the Delaware State Police Special Operations Response Team (SORT) responded to the wooded area where Francis was located in the Delaware State Police BearCat Armored Vehicle. Upon arriving to the location, the BearCat began immediately taking on a significant amount of gunshot rounds from Francis, resulting in an exchange of gunfire taking place between members of SORT and Francis. During the exchange of gunfire, Francis sustained a gunshot wound by the Delaware State Police, which resulted in his death. Francis was pronounced deceased at the scene. No Troopers involved in the shooting incident were not injured and have been placed on administrative leave as per Divisional Policy .

As this investigation remains ongoing, there has been no motive determined at this time or evidence indicating Francis had any connection to the Marino’s.

The Delaware State Police would also like to thank the community for their support and understanding during this critical incident.

The investigation remains active and ongoing and is being investigated by the Delaware State Police Homicide Unit. **BEWARE OF WORLD HEALTH ORGANIZATION SCAM**

Delaware– The Delaware State Police have been made aware of a new scam in the New Castle area involving the World Health Organization. According to the World Health Organization’s webpage, there are various internet scams involving emails circulating implying to be from or associated with the World Health Organization (W.H.O.). The scam emails request money or information from non-profit organizations, businesses, and individuals with a promise of funds or other benefits sent in return. The emails appear to come from W.H.O. or a United Nations address. In the scam reported to the Delaware State Police, the email address came from an organization with which the individual was familiar.

The Delaware State Police would like to remind the public to never send money or personal information in response to anyone who claims to be awarding funds, grants, scholarships, certificates, lottery winnings, or prizes.

If you have any doubts about an email, letter, or phone call you received, please verify its authenticity before taking any action. The Delaware State Police remind citizens to remain vigilant as the Coronavirus situation evolves, as there have been numerous scams associated with the outbreak.
