State Police Conducting Investigation Related to Boating Accident- Rehoboth Bay

Rehoboth Bay- The Delaware State Police are currently conducting an investigation related to a boating accident that occurred yesterday evening.

The incident occurred on July 26, 2020, at approximately 6:37 p.m. when units were dispatched to Massey’s Landing to assist in an investigation related to a boating accident.

The investigation revealed the victim and his wife were fishing on the Rehoboth Bay in their 2000 19’ Trophy boat. When they were getting ready to head back to their dock, the victim discovered his fishing line was stuck underneath the rear of the boat, and he jumped in the water to untangle the line. After jumping in the water, the victim discovered the water was deeper than anticipated, and the current was strong. The victim had difficulty swimming, and the current was pulling him in the opposite direction of the boat. After some time, a passing boat observed the victim in distress, and several subjects jumped from the boat and pulled the victim from the water onto their boat. Indian River Fire Company then arrived and transported the victim to Massey’s Landing.

The victim, a 57-year-old male from Lewes, was then transported to a nearby hospital. His name is being withheld pending the notification of next of kin and extended family. He is currently listed in critical condition.

Dover Man Arrested on Felony Charges After Verbal Argument with Neighbor- Dover

Dover– The Delaware State Police have arrested 33-year-old Markas Custis of Dover due to an altercation with his neighbor.

On July 25, 2020, at approximately 4:33 a.m., the Delaware State Police were called to the 100 block of North Governors Boulevard, Dover, for an altercation between Custis and a neighbor.  During the incident, Custis knocked on the victim’s front door and confronted the 33-year-old female, and a verbal argument ensued.  During the verbal argument, Custis removed a handgun from a bookbag he was wearing, making sure the victim clearly saw he had the weapon in his possession.  Custis then fled the scene before returning when troopers were conducting their investigation.  Custis was taken into custody without incident and transported to Troop 3.

Custis was charged with the following crimes:

• Possession of a Firearm during the Commission of a Felony (felony)
• Aggravated Menacing (felony)

Custis was arraigned in Justice of the Peace Court #7 and issued a $6,000.00 secured bond, which he posted and was released.

Delaware State Police Conducting Death Investigation- New Castle

– At approximately 3:25 p.m., Sunday, July 26, 2020, Troopers responded to a the area of D and H Liquors located at 106 Jestan Boulevard New Castle, DE in reference to a deceased adult male discovered in the parking lot.

The investigation is in the early stages however no foul play is suspected at this time.

The victim will be turned over to the Delaware Division of Forensic Science where an autopsy will be performed to determine the cause and manner of death.

Further details will be released as they become available and if necessitated.

Georgetown- The Delaware State Police have identified the names of the individuals who died in a crash on July 21, 2020, on Hardscrabble Road and Shiloh Church Road, as the driver, 26-year-old Carlos Santos-Lopez of Millsboro, DE, and passenger, 30-year-old Mynor O. Rodriguez, of Millsboro, DE.

The crash continues to remain under investigation by the Delaware State Police Collision Reconstruction Unit.

**TRAFFIC ADVISORY** ISAACS ROAD CLOSED DUE TO OVERTURNED TRACTOR TRAILER- MILTON

Milton– Delaware State Police are currently at the scene of a single vehicle crash involving an overturned tractor-trailer hauling live chickens.

The initial investigation has determined that the incident occurred at approximately 5:00 a.m., Thursday, July 23, 2020, on Isaacs Road north of Milton-Ellendale Hwy. (RT 16). Isaacs Road north of RT 16 to Cedar Creek Road will be closed for an extended period of time as a result of the collision. The operator of the tractor trailer is reported to be uninjured.

As a result of the crash, commuters are asked to find alternate routes of travel.

Delaware State Police Investigating Double Fatal Collision- Georgetown

GeorgetownThe Delaware State Police are investigating a double fatal motor vehicle collision involving a single vehicle that occurred last evening.

The incident occurred on July 21, 2020, at approximately 10:51 p.m., when a 2010 Dodge Challenger was traveling eastbound on Hardscrabble Road at an extremely high rate of speed approaching a moderate left curve in the area of Shiloh Church Road. Due to high speed, the operator failed to negotiate the curve and exited the roadway into the grass where it overturned several times and struck an embankment while continuing to overturn.  Both the operator and passenger were extensively trapped in the vehicle.

The operator, a 26-year-old male from Millsboro, DE was properly restrained and pronounced deceased at the scene.

The passenger, a 40-year-old male from of Easton, MD was properly restrained and pronounced deceased at the scene.

Both names are being withheld at this time pending the notifications of next of kin.

Hardscrabble Road in the area of Shiloh Church Road was closed for approximately 4 hours while the crash was investigated and cleared.

*Update* Troopers Investigating Accident Involving Tractor Trailer and Delaware State Police Patrol Vehicle- Newark

Newark- The Delaware State Police investigated a collision on Tuesday, July 21, 2020, at approximately 3:16 a.m. that involved a tractor trailer and fully marked Delaware State Police patrol Chevrolet Tahoe.

The collision occurred on southbound John F. Kennedy Memorial Highway (I-95) just north of Churchmans Road (DE-58), Newark, DE.

At this location, I-95 is comprised of 5 thru lanes.  A gray 2014 Freightliner – 125 tractor trailer operated by a 31 year old male from Williamsburg, VA, was traveling southbound on I-95 in the 4th lane just north of DE-58. A fully marked Delaware State Police patrol Chevrolet Tahoe was initially slowing to a stop in the 2nd lane to assist with a collision investigation that was partially on the left shoulder. One of the vehicles involved in the crash was disabled on the right shoulder.

The fully marked patrol vehicle activated both its overhead lights and siren to alert motorist in the southbound lanes and began to merge to the right shoulder. As the patrol vehicle proceeded across the southbound lanes of travel, he traveled into the path of the fully loaded tractor-trailer. The tractor trailer attempted to change lanes but was unable to avoid the collision.

The collision resulted in both vehicles being disabled across the southbound lanes.

The Trooper assigned to Troop 6 was transported to Christiana Hospital where he was treated for minor injuries.  The operator of the tractor-trailer did not sustain injuries.  Both operators were properly restrained in their vehicles.

Southbound I-95 from DE- 141 to Churchmans Road was closed for approximately three and half hours.

The Delaware State Police Troop 2 Collision Reconstruction Unit is continuing to investigate this collision.

Colonel Melissa A. Zebley Proudly Announces the Promotion of Major Daniel K. Meadows to the Rank of Lieutenant Colonel

Delaware State Police Divisional Headquarters, Dover – The Delaware State Police Superintendent, Colonel Melissa A. Zebley announces the promotion of Major Daniel K. Meadows to the rank of Lieutenant Colonel on July 20, 2020.

Major Daniel Meadows has been in law enforcement in Delaware since 1994 and has been with the Delaware State Police since September, 1997.  Upon completion of his academy training, Major Meadows has held numerous positions within DSP. He was first a member of the Patrol Division and then assumed various roles within the Detective ranks. These assignments included the Governor’s Task Force, the United States Attorney’s Operation Disarm Firearms Task Force, and the Criminal Intelligence Unit.

Major Meadows has held supervisory roles in Patrol, the Governor’s Task Force, and the Criminal Investigations Unit. He has also held Command positions at the State Bureau of Identification and the Criminal Intelligence Section prior to assuming his current assignment.

In 2016, Meadows was promoted to the rank of Major and assigned as the Special Operations Officer in Dover, DE. In his role as Major, he was responsible for the daily operation of a number of diverse units. These included the Homicide Unit, the State Crime Lab, the Forensic Firearms Services Unit, the Aviation Section, the State Bureau of Identification, the Executive Protection Unit, and the Division of Gaming Enforcement. He also had oversight for the Intelligence Section which is comprised of the following units: the Delaware Information and Analysis Center which is the State designated fusion center for Delaware. In addition, this section includes the Maritime Unit, the High Technology Crimes Unit, the Electronic Surveillance Unit, and the Internet Crimes against Children Unit. Furthermore, Special Operations includes several part-time teams such as the Special Operations Response Team, SCUBA, Explosive Ordnance Disposal, Tactical Control Unit, and the Conflict Management Team.

Major Meadows earned his Bachelor’s Degree in Criminal Justice in 1994 from Wilmington University in Delaware. He also graduated from Wilmington University in 2008 with a Master’s Degree in Management with a focus in Human Resources. Major Meadows previously served on the Executive Board for the National Fusion Center Association. He is a graduate of the Fusion Center Leaders Program at the Naval Postgraduate School Center for Homeland Defense. Major Meadows also attended the 266th Session of the (FBI) National Academy in 2016.

Troopers conducting Death Investigation after body found in Delaware City Canal- Delaware City

Troopers are currently conducting a death investigation after a body was discovered floating in the Delaware City Canal on Tuesday morning.

At approximately 10:35 a.m. on Tuesday, July 21, 2020, troopers responded to the Delaware City Canal at Bulk Head Shoal Chanel, Delaware City, for a body floating in the water.

The male was removed from the scene and turned over to the Delaware Division of Forensic Science to confirm the deceased’s identity and perform an autopsy to determine the cause and manner of death.
