“I-95 Drive to Save Lives” and “Drive to Save Lives in Delaware” Traffic Initiatives Friday, October 2nd and Saturday October 3rd, 2020

The Delaware State Police in partnership with the Delaware Office of Highway Safety are joining forces with other law enforcement agencies along the I-95 corridor and across the State of Delaware in the “Drive to Save Lives- October 2020” campaign. This campaign is a multi-jurisdictional, high-visibility traffic enforcement initiative that is meant to increase traffic enforcement presence and efforts along the I-95 corridor from Maine to Florida and across the State of Delaware on Friday, October 2nd and Saturday, October 3rd, 2020. The Delaware State Police (DSP) will be the lead agency for this campaign by coordinating the efforts of the other 14 State Police and Highway Patrol agencies along I-95, as well as the 24 participating Delaware law enforcement agencies in order to increase the totality of law enforcement presence over this 48-hour period.

The “Drive to Save Lives” campaign will consist of two simultaneous efforts, “I-95 Drive to Save Lives”, which will involve a total of 15 State Police and Highway Patrol agencies handling their portion of I-95, and “Drive to Save Lives in Delaware”, which will entail 24 participating Delaware agencies patrolling their own jurisdictions.

Interstate 95 (I-95) is approximately 1,920 miles in length, while Delaware in its entire length is only 96 miles. This initiative will cover a large majority of the roadway. This will also be a contributing effort to support the International Association of Chiefs of Police (IACP) initiative, “The Drive to Save Lives Campaign” and its goal to reduce traffic deaths and injuries across the U.S.  Crash-related data and information from various sources, such as NHTSA, FARS and the National Safety Council provide the rationale for this campaign. Likewise, the emphasis of this initiative will be to change the high-risk behaviors of motorists, such as distracted driving, impaired driving, speeding, unsafe driving behaviors of the operators of large trucks/buses and the failure of motorists and passengers alike to wear seat-belts. Lastly, the initiative will include the goal of having no fatalities all along I-95, or within Delaware during the weekend.

On October 2nd and 3rd all of Delaware’s citizens and visitors can expect to see multiple agencies working diligently to keep them safe as they travel throughout the state; therefore, drive to save lives.

Delaware State Police Arrest Smyrna Man on Felony Criminal Charges- Smyrna

Smyrna- Delaware State Police arrested 69-year-old Elliott Glover of Smyrna on felony criminal charges.

On Saturday, September 19, 2020, at approximately 1:07 p.m., Delaware State Police and Smyrna Fire Department responded to a disabled vehicle stuck in the water on Woodland Beach Road, Smyrna. During their investigation, troopers learned the 33-year-old male victim received a phone call from a family member advising they were in their vehicle stuck in the water. The victim attempted to drive out to the location to assist his family when he was stopped on Woodland Beach Road by Glover, who is a member of the Smyrna Fire Department and was on the scene as Fire Police to assist with traffic control. The victim communicated with Glover about what he was doing, and Glover refused to allow him through. Glover then reached behind his back and drew a black handgun, pointed it at him, and said he was going to shoot him. The victim and Glover had an exchange of words before the victim left the area. No one was injured during the incident.

Glover responded to Troop 9, where he was charged with the following crimes:

  • Aggravated Menacing (Felony)
  • Possession of a Deadly Weapon During the Commission of a Felony (Felony)

“OPERATION CLEAR TRACK 2020” Virtual Event During National Rail Safety Week-September 21-27

Delaware– The Delaware State Police joins North American rail-safety operation aimed at reducing preventable deaths and injuries on rail lines.

The Delaware State Police is proud to be joining forces with law enforcement agencies in the U.S. and Canada for “Operation Clear Track” — the single largest rail-safety law-enforcement initiative in North America.  Coordinated by Amtrak, Operation Lifesaver Inc. and Operation Lifesaver Canada, Operation Clear Track aims to reduce the number of railway crossing and trespassing incidents in the U.S. and Canada — incidents which seriously injure or kill more than 2,100 people each year. The event is held during the annual observance of Rail Safety Week, September 21-27.

“The goal of Operation Clear Track and Rail Safety Week is to raise awareness of the importance of safe behavior near tracks and trains, in support of OLI’s mission to save lives,” said Operation Lifesaver, Inc. Executive Director Rachel Maleh.

Due to the ongoing pandemic, law enforcement agencies will be participating in a virtual Operation Clear Track event this year. Police and sheriff departments across North America will be promoting rail safety through social media messages, by sharing Operation Lifesaver’s #STOPTrackTragedies public service announcements and other videos, and by posting other rail safety information to their department websites.

Please follow these safety tips:

  • Never walk, run, play or take pictures on the railroad right-of-way. If you are on or near the tracks, you are trespassing on private property and breaking the law.
  • Never attempt to outrun an approaching train. It can take a train a mile or more to stop.
  • If you’re standing on the train tracks, you may not hear or feel an oncoming train in time to get away safely.
  • Only cross the tracks at designated public crossings.
  • Never drive or walk around lowered grade crossing gates.
  • Never begin to drive across the tracks unless you can get all the way across.
  • Always call the Emergency Notification System (ENS) number 24 hours a day to report problems or obstructions at the crossing. Look for the number on the blue sign near the crossing or on the cross-buck.
  • Always know that the average train is three feet wider than the track on each side.
  • Always slow down and stop your vehicle prior to train tracks when lights begin to flash.
