Georgetown– Delaware State Police arrested 42-year-old Franklin D. Conaway of Georgetown on criminal and traffic charges following a pursuit early Monday morning.

On October 19, 2020, at approximately 12:33 a.m., a trooper traveling south on Friendship Road in the area of Autumn Road, Millsboro, observed a beige Chevrolet Suburban pulling a utility trailer traveling northbound on Friendship Road with fictitious registration plates and a taillight not working on the trailer. The trooper attempted to conduct a traffic stop on the vehicle, but it failed to stop and proceeded to flee the area. Stop sticks were deployed during the pursuit, which resulted in the left side vehicle and trailer tires becoming deflated. The vehicle continued traveling at a low rate of speed. The operator, later identified as Franklin D. Conaway, was observed throwing suspected heroin and methamphetamine out the passenger side window. The suspect continued traveling in the surrounding area until the operator lost control of the vehicle, and it became disabled when turning onto Park Avenue. Conaway complied with commands to exit the car and was taken into custody without incident. A search of Conaway incident to arrest resulted in multiple bags of suspected heroin and a large knife located on his person. Approximately 0.238 grams of heroin, 0.57 grams of methamphetamine, and drug paraphernalia were seized.

Conaway was transported to Troop 4 where he was charged with the following crimes:

• Possession of a Deadly Weapon During the Commission of a Felony (felony)
• Possession of a Deadly Weapon by Person Prohibited (felony)
• Disregarding a Police Officer Signal (felony)
• Possession of a Controlled Substance (2 counts)
• Possession of Drug Paraphernalia

• Criminal Mischief Under $1,000 (2 counts)
• Driving Under the Influence of Drugs
• Failure to have Insurance Identification
• Operation of Unregistered Motor Vehicle (2 counts)
• Cancelled Registration Plate (2 counts)
• Failure to Transfer Title
• Failure to Remain within a Single Lane
• Failure to Obey Traffic Control Device
• Failure to Stop at Stop Sign (7 counts)
• Failure to Signal (5 counts)
• Improper Passing
• Driving on the Wrong Side of the Road
• Improper Tail Lights
• Operating Vehicle with Window Tinting
• Driving at Unreasonable Speed

Conaway was arraigned in Justice of the Peace Court #3 and committed to Sussex Correctional Institution on a $26,050.00 cash bond.

Rehoboth Beach- Delaware State Police arrested 27-year-old Kent M. Inaanuran (no picture available) of Rehoboth Beach on felony criminal charges.

On October 18, 2020, at approximately 4:22 p.m., Delaware State Police responded to Tradewinds Lane for a disorderly subject. Upon arrival to the residence, troopers could hear screaming coming from inside and observed a broken glass sliding door. Through the investigation, it was discovered Inaanuran became intoxicated while visiting acquaintances, and an argument ensued. When he stepped outside for a few minutes, he was locked out of the home, and he broke a glass sliding door to get back inside. Once inside, he discovered his acquaintances had locked themselves into a bedroom. Inaanuran broke open the locked bedroom door and physically assaulted the 41-year-old male, 24-year-old male, and 27-year-old male. The 41-year-old male was transported by ambulance to a nearby hospital for treatment. Inaanuran resisted arrest while being taken into custody and charged with the following crimes:

• Burglary 1st Degree (felony)
• Assault 2nd Degree (felony)
• Criminal Mischief
• Resisting Arrest
• Offensive Touching (2 counts)

Inaanuran was arraigned in the Justice of the Peace Court #3 and committed to Sussex Correctional Institution on a $36,200.00 secured bond.

Newark– Delaware State Police are investigating a fatal motor vehicle crash involving a motorcycle that occurred at approximately 4:31 p.m., Sunday, October 18, 2020, on Interstate 95.

The initial investigation has determined a Honda CBR 600 operated by a 30 year-old female from Odenton, MD, was traveling southbound on Interstate 95 in the left lane. A 2009 Ford Flex was traveling in the right center lane of the four southbound lanes approaching the Chapman Road overpass. The Flex merged into the left lane of travel and into the path of motorcycle. The operator of the motorcycle attempted to avoid the collision, but struck the left side of the Ford Flex. Subsequently, the operator of the Honda motorcycle was ejected.

The operator of the Honda was transported to Christiana Hospital where she was pronounced deceased. Her name is being withheld at this time pending the notification of next of kin.

The operator of the Ford, a 29 year-old female from Woodbury, NJ who was properly restrained was not injured as a result of the crash.

Interstate 95 southbound was limited to the right most lane of travel for approximately 3 hours while the crash was investigated and cleared.

Dover- Delaware State Police arrested 59-year-old Edwin V. Berry of Dover on felony criminal charges following an assault incident.

On October 18, 2020, at approximately 9:15 a.m., troopers responded to Hickory Lane, Dover, for a reported assault. Upon arrival, troopers learned Berry engaged in a verbal altercation with a 59-year-old female acquaintance at the residence. The argument escalated, and Berry choked the acquaintance. Officers attempted to contact Berry as he behaved in an aggressive and threatening manner before he engaged in a physical confrontation with the officers and actively resisted arrest with force. Berry was eventually taken into custody and transported to Troop 3, where he was charged with the following crimes:

• Assault 2nd Degree (felony)
• Strangulation (felony)
• Resisting Arrest with Force on Law Enforcement Officer (felony)
• Offensive Touching on Law Enforcement Officer

Berry was arraigned in Justice of the Peace Court #7 and committed to Sussex Correctional Institution on a $14,000.00 secured bond.

No medical attention was required for Berry or the officers.

Millville-Delaware State Police arrested 37-year-old Dorian U. Armstrong of Georgetown on assault charges following a physical altercation.

On October 17, 2020, at approximately 3:01 p.m., troopers responded to Al Casapulla’s Restaurant located at 35265 Atlantic Avenue, Millville, in reference to two employees having a physical altercation in the kitchen. Through the investigation, troopers determined Armstrong worked at the restaurant and responded there on his day off. Armstrong entered the kitchen and engaged in a verbal argument with a 38-year-old male co-worker. The argument escalated to a physical altercation, and Armstrong struck the male victim multiple times before being taken to the ground by the victim. The two eventually separated, and Armstrong exited the establishment into the parking lot where he was located by arriving officers. During the incident, Armstrong also pushed a 43-year-old and 40-year-old female co-workers.

Armstrong was taken into custody and charged with the following crimes:

• Assault 2nd Degree (felony)
• Offensive Touching (2 counts)

Armstrong was arraigned in Justice of the Peace Court #3 and committed to Sussex Correctional Institution on a $5,200.00 secured bond.

Wilmington- Delaware State Police arrested 22-year-old Andrea Jackson-Deloatch of Wilmington, 20-year-old Destine Williams of New Castle, and 22- year-old Raniyah T. Knight of Wilmington, following a robbery and pursuit.

On October 16, 2020, at approximately 6:35 p.m., Delaware State Police responded to Dick’s Sporting Goods located at 1000 Brandywine Boulevard in reference to a robbery. As troopers arrived on the scene, they observed a vehicle matching the suspect vehicle description fleeing out the parking lot at a high rate of speed. The troopers followed and attempted to conduct a traffic stop on the vehicle after learning the three females, later identified as Jackson-Deloatch, Williams, and Knight, had fled the store with the unpaid merchandise after Knight pepper-sprayed a 53-year-old male employee and a 30-year-old female employee when confronted. The vehicle, operated by Williams, failed to stop and traveled into Pennsylvania before returning to Delaware when it became disabled by troopers once stop sticks were used. The occupants were taken into custody without incident. 

The 53-year-old male employee was transported by ambulance to a nearby hospital for treatment.

Knight was transported to Troop 1 where she was charged with the following crimes:

• Assault 2nd Degree (felony)
• Conspiracy 2nd Degree (felony)
• Carry a Concealed Dangerous Instrument

Knight was arraigned in Justice of the Peace Court #11 and committed to Delores J. Baylor Womens Correctional Institution on $5,500.00 cash bond.

                                     Destine Williams

Williams was taken into custody and transported to Troop 1 where she was charged with the following crimes:

• Disregarding a Police Officer Signal (felony)
• Conspiracy 2nd Degree (felony)

• Failure to Have Required Insurance

Millsboro- Delaware State Police arrested 41-year-old Vera E. Curtis of Dagsboro on criminal and traffic charges following a traffic accident on Thursday, October 15, 2020.

At approximately 3:35 p.m., a trooper conducting proactive patrol on School Lane, Millsboro, observed an individual outside a vehicle in the eastbound lanes of travel on School Lane. The trooper stopped to check on the individual’s welfare and discovered the Kia Forte he was operating was stopped for a traffic light when it was hit from behind by a Ford Fusion. The trooper contacted the operator of the Fusion, who was later identified as Curtis. Also, in the vehicle with Curtis was three juveniles. A computer inquiry determined Curtis had several warrants out for her arrest for failing to appear for court. She was taken into custody, and a criminal investigation ensued. An inventory search of her vehicle was conducted before being towed, and located in Curtis’ car were the following items:

• Approximately .987 grams of heroin
• Four Buprenorphine Naloxone film packets
• Drug paraphernalia

Curtis was transported to Troop 7, where she was charged with the following crimes:

• Possession of a Controlled Substance (felony)
• Endangering the Welfare of a Child (3 counts)
• Possession of a Controlled Substance
• Possession of Drug Paraphernalia
• Driving While Suspended
• Driving a Vehicle Under the Influence of Drug
• Failure to Have Insurance Identification in Possession

Curtis was arraigned in Justice of the Peace Court #3 and issued a $5,700.00 unsecured bond for the charges.
