Seaford Woman Arrested on Felony Criminal Charges Following Early Morning Altercation- Thursday

Seaford- Delaware State Police arrested 58-year-old Melanie P. Passwaters of Seaford on felony criminal charges following an altercation early Thursday morning.

On February 18, 2021, at approximately 3:11 a.m., Delaware State Police responded to Woodland Drive for a report of shots fired. Through the investigation, troopers determined Melanie Passwaters had fired a shotgun in the air near a 36-year-old female and 31-year-old female acquaintance outside a residence on Woodland Drive. An argument had occurred earlier during the evening between the 36-year-old female and Passwaters before the victim left the residence. The 36-year-old and 31-year-old females later returned to the location in a vehicle. Passwaters responded outside with a shotgun, approached their car while pointing the weapon at it. Passwaters then fired a single shot into the air. The 36-year-old female victim exited the vehicle, and a physical altercation ensued with Passwaters. During the fight, Passwaters bit the victim before another individual at the residence separated the two parties. The victim did not require medical treatment. 

Passwaters was taken into custody without incident and transported to Troop 5, where she was charged with the following crimes:

  • Possession of a Deadly Weapon During the Commission of a Felony (Felony)
  • 2 counts- Aggravated Menacing (Felony)
  • 2 counts- Reckless Endangering 1st Degree (Felony)
  • Assault 3rd Degree

Passwaters was arraigned in the Justice of the Peace Court #3 and committed to Sussex Correctional Institution on a $5,000.00 cash bond.

Delaware State Police Investigating Fatal Motor Vehicle Collision- Pike Creek

Pike CreekDelaware State Police are investigating a fatal motor vehicle collision that occurred Monday evening.

On February 15, 2021, at approximately 6:39 p.m., a 2006 Toyota Camry was traveling southbound on Limestone Road (Route 7) approaching the intersection of Skyline Drive. A 2011 Toyota Camry was traveling southwest on Stoney Batter Road approaching the intersection with Limestone Road. For unknown reasons, the 2011 Camry traveled through a red traffic light at the intersection and crossed over northbound lanes of Limestone Road. The Camry continued to travel west and entered the southbound lanes of Limestone Road. The front of the 2006 Camry struck the right front side of the 2011 Camry. The impact caused the 2006 Camry to rotate clockwise until it struck a 2014 Toyota Tacoma stopped in the left tun lane of Skyline Drive.

The operator of the 2006 Toyota Camry, a 17-year-old female of Wilmington, DE, and the operator of the 2014 Toyota Tacoma, a 38-year-old male of Newark, DE, refused medical treatment at the scene.

The operator of the 2011 Toyota Camry, a 55-year-old female of Newark, DE, was transported to an area hospital where she succumbed to her life-threatening injuries and was pronounced deceased. Identification of the victim is pending notification to the next of kin.

The Delaware State Police Collision Reconstruction Unit continues to investigate this collision. Troopers Arrest Bridgeville Man on Drug and Traffic Charges Following Vehicle and Foot Pursuit- Bridgeville

Bridgeville- Delaware State Police arrest 49-year-old Calvin L. Allen of Bridgeville on drug and traffic charges following a traffic stop and foot pursuit Monday night. 

On February 15, 2021, at approximately 8:00 p.m., a traffic stop was initiated on Coverdale Road by Governors Task Force detectives on a vehicle Calvin Allen was operating. Allen failed to stop and drove for a short distance before exiting the vehicle and fleeing on foot. As detectives pursued Allen, they observed him throw three bricks of heroin from his person. Allen failed to comply with the trooper’s commands to stop and continued to flee before being taken into custody without further incident.

Allen was found in possession of the following:

  • Approximately 81.9 grams (11,700) bags of heroin
  • Approximately 3.84 grams of crack cocaine
  • $1,081.00 in suspected drug proceeds

Allen was charged with the following crimes:

  • Possession With Intent to Deliver Tier 3 Quantity (Felony)
  • Possession With Intent to Deliver (Felony)
  • Tampering With Physical Evidence (Felony)
  • Resisting Arrest
  • Possession of Drug Paraphernalia (2 counts)
  • Driving While Suspended
  • Reckless Driving
  • Driving a Vehicle at Unreasonable Speed
  • Failure to Drive at Speeds Appropriate for Conditions
  • Failure to Signal (2 counts)
  • Failure to Stop at Stop Sign

Allen was arraigned in the Justice of the Peace Court #3, and a $148,105.00 cash bond was issued. An Administrative Warrant was also issued by Probation and Parole due to Allen being on Probation with a $100,000.00 bond set.

Traffic Stop Leads to Camden-Wyoming Man Arrested for Large Amount of Drugs and Weapon Charges- Dover

Dover- Delaware State Police arrested 22-year-old Samuel T. Schuman of Camden-Wyoming on weapon and drug charges following a traffic stop on Monday evening. 

On February 15, 2021, at approximately 5:02 p.m., a trooper traveling eastbound on Sorghum Mill Road west of South State Street observed a white 2020 Jeep Wrangler fail to stop for a solid red light. The trooper was traveling directly behind the Jeep Wrangler. The trooper initiated a traffic stop, and contact was made with the operator and sole occupant, Samuel T. Schuman. Upon contact with Schuman, a strong odor of marijuana was detected from the vehicle’s occupant compartment, and a criminal investigation ensued. Schuman was removed from the vehicle without incident, and located on his person was a single 9 MM round. A search of the vehicle yielded the following items:

  • 1- Sig Sauer P365 semi-automatic handgun
  • 1- 9 MM round
  • Approximately 38 milliliters of Promethazine with Codeine Liquid Syrup
  • 1- 10 milligrams of Oxycodone Hydrochloride
  • 1.5- 325 milligrams/10 milligrams of Acetaminophen and Oxycodone Hydrochloride
  • Approximately 2.2 pounds of marijuana
  • $100,370.00 cash in suspected drug proceeds
  • Drug Paraphernalia

Schuman was taken into custody without incident and transported to Troop 3 where he was charged with the following crimes:

  • Possession of a Firearm During the Commission of a Felony (Felony)
  • Possession of a Deadly Weapon by a Person Prohibited (Felony)
  • Possession of a Controlled Substance Tier 1 Quantity (Felony)
  • Possession of a Controlled Substance (2 counts)
  • Driving Under the Influence of Drugs
  • Possession of Drug Paraphernalia (Civil Violation)
  • Failure to Stop at a Red Light

He was arraigned in the Justice of the Peace Court #2 and issued an $86,200 cash bond.

Delaware State Police Conduct School Bus Law Initiative- Bridgeville

Bridgeville– Delaware State Police conducted a school bus initiative during the end of January in the Woodbridge School District area to help decrease the number of motorists who disregard stopped school buses with their stop signs and lights activated.

Ten troopers assigned to Delaware State Police Troop 5 conducted this initiative during the morning and afternoon of January 28, 2021. Troopers followed numerous school buses throughout the morning and afternoon on their routes to observe and cite drivers who commit dangerous moving violations, including passing a stopped school bus.

As a result of the initiative, 15 citations were issued for violations ranging from speeding to stop sign violations. In 2020, there were 73 school bus-related crashes. To help reduce the number of crashes and to ensure our children remain safe, the Delaware State Police want to remind drivers of the state’s “Rules of the Road” to keep our children safe when they are getting on or off a school bus. Additionally, it is very important to be aware of the presence of children waiting for the bus during the morning and afternoon hours since it may be dark outside as children attempt to get on and off the bus.

Title 21 Rules of the Road § 4166 Overtaking and passing school bus; stop signal devices.
Overtaking and passing school bus. — When a school bus is stopped and displays flashing lamps the driver of any vehicle approaching the school bus from the front or from the rear shall stop before passing the bus and remain stopped until such bus begins to move or no longer has the red stop lamps activated. On roadway or roadways with 4 or more lanes, the driver approaching from the front shall not stop.
Penalties — Whoever violates this section shall, for the first offense, be fined not less than $115 nor more than $230 or imprisoned not less than 30 days nor more than 60 days or both. For each subsequent like offense occurring within 3 years from the former offense, such person shall be fined not less than $115 nor more than $575, and imprisoned not less than 60 days nor more than 6 months. The minimum fine levied for a violation of subsection (d) of this section shall not be subject to suspension.
Suspension of license. — Upon receiving a conviction for a violation, the Department shall suspend the driver’s license and/or driving privileges for a period of not less than 1 month, nor more than 1 year.

Wilmington Man Arrested on Drug and Traffic Charges Following Traffic Stop- New Castle

New Castle- Delaware State Police arrested 34-year-old Reginald A. Watson of Wilmington on drug and traffic charges following a traffic stop on Saturday afternoon.

On February 13, 2021, at approximately 3:56 p.m., a trooper on patrol on US13 in the area of I295 in New Castle, observed a gray Toyota Corolla traveling southbound on US13 on I295 change lanes without properly signaling. A traffic stop was initiated and contact was made with the operator and sole occupant of the vehicle, Reginal A. Watson. Upon contact with the vehicle, the trooper detected a strong odor of marijuana emanating from within the vehicle and drug paraphernalia was observed in plain view. A criminal investigation ensued and a probable cause search of the vehicle was conducted. Located inside the vehicle were the following items:

  • Approximately $1,160.00 in suspected drug proceeds
  • Drug paraphernalia
  • Approximately 243.56 grams of marijuana

Watson was taken into custody without incident and charged with the following crimes:

  • Possession With Intent to Deliver a Controlled Substance (Felony)
  • Possession of a Controlled Substance (Felony)
  • Driving While Suspended
  • Failure to Have Insurance Identification
  • Failure to Signal
  • Possession of Drug Paraphernalia (Civil Violation)

He was arraigned in the Justice of the Peace Court #11 and was issued a $10,503.00 secured bond.
