Delmar Police Officer Assaulted – Delmar, DE

Delmar, DE – The Delaware State Police are investigating an assault on a Delmar Police Officer that occurred early this morning.

At approximately 5:12 am on Sunday April 25, 2021, Delmar Police Department was dispatched to the 11000 block of Buckingham Drive in the Yorkshire Estates Community for a report of a fight in progress.

At this point in the investigation it is unclear what transpired inside the residence, but we do know the officer was involved in a physical altercation.

The dispatchers began checking on the officer and received no response. At that time, additional officers were dispatched and a Wicomico County Sheriffs Office Deputy and a Delaware State Trooper arrived on scene to find the officer unconscious in the residence.

First Aid was rendered to the officer and Emergency Medical personnel transported him to TidalHeath in Salisbury and he has since been transferred to Shock Trauma in Baltimore with significant injuries.

Preliminary investigation also revealed a separate, but related assault, which involved an elderly couple across the street from the original incident. Both of those victims sustained significant injury as well and were transported by ambulance to area hospitals. One of those victims is currently being transported to Shock Trauma.

There were multiple people in the house that were taken into custody upon the arrival of additional units from the allied police agencies. At this time there is no threat to the general public or community.

The Delaware State Police is investigating both events and is working collaboratively with the Delmar Police Department, Wicomico County Sheriffs Office, Maryland State Police, and all other involved agencies.

“Corporal Keith Heacook is a 22 year veteran and has been employed with our department since 1998.” said Chief Ivan Barkley of Delmar Police Department, “He is a husband, son, brother, and father. Keith is fighting for his life right now and he needs your prayers along with the elderly couple who were also injured. Members from the Delmar Police appreciate the outpouring of community support as we continue to move forward. We appreciate the support from the Delaware State Police, Wicomico County Sheriffs Office, Maryland State Police, and all other agencies who responded and are assisting with this investigation.”

This is an active and on-going investigation and more details will be released when they become available.

Troopers Seek Public’s Assistance with Attempting to Identify Motor Vehicle Theft Suspect- Dover

 

Dover- Delaware State Police is seeking the public’s assistance with identifying the pictured suspect. The suspect is wanted in connection to a motor vehicle theft and attempted motor vehicle thefts that occurred around April 9, 2021, at Scotti Muffler Center located on S. Governors Avenue, Dover. 

The suspect is described as a male, approximately 6′ or taller, wearing tan work boots with black around the top of the boot, jean shorts, a black hooded sweatshirt with red and white writing on the front and a red shirt underneath.

Delaware State Police Seeking Public’s Assistance Locating Wanted Subject- Kent County

Kent County- Delaware State Police Troop 3 is seeking the public’s assistance locating 35-year-old Jeremy Knight. Knight is wanted on multiple felony and misdemeanor charges stemming from theft incidents that began in November 2020, in Kent County.

Jeremy is described as a white male, 5’6″, approximately 120 lbs, blue eyes, and brown hair. He is possibly homeless in the Kent County area.

Troopers Investigating Shots Fired Incident- Seaford

Seaford- Delaware State Police are investigating a shots fired incident that occurred Thursday evening.

On April 22, 2021, at approximately 6:20 p.m., troopers responded to a residence located in the 27000 block of Daisy Lane for shots fired report. The investigation revealed four individuals were sitting inside the residence having dinner when a bullet entered the home through a north-facing wall, through a wood door, and a family room wall. No one inside the residence was struck or injured. Troopers searched the area, and no suspect vehicles or individuals were located. Camden Man Arrested on Assault Charges- Dover

Dover- Troopers arrested 31-year-old Kurt Ruffin of Camden on weapon and related charges following a physical altercation Thursday afternoon.

On April 22, 2021, at approximately 2:25 p.m., troopers responded to Harriet Street for a reported stabbing. Upon arrival, troopers located the 36-year-old male victim bleeding from a laceration to an upper extremity. The investigation revealed the victim was at the residence when Ruffin, an acquaintance, arrived at the residence. A verbal altercation ensued between the two individuals about a previous incident when Ruffin pulled a knife located on his person and threatened to harm the victim. Ruffin approached the victim and began swinging the knife at him when the weapon cut the victim. After other individuals separated the victim and Ruffin at the residence, Ruffin left the area in a vehicle with another individual. Ruffin was contacted and instructed to respond to Troop 3, where he was charged with the following crimes:

  • Possession of a Deadly Weapon During the Commission of a Felony (Felony)
  • Assault 2nd Degree (Felony)
  • Terroristic Threatening

Ruffin was arraigned in the Justice of the Peace Court #2 and issued an $8,500.00 unsecured bond.

The victim was transported to a nearby hospital for his injury, where he was treated and released.

Georgetown Man Arrested on Burglary and Criminal Charges-Georgetown

Georgetown- Delaware State Police arrested 36-year-old Carlton E. Breasure of Georgetown on burglary and criminal charges following an incident Thursday night.

On April 22, 2021, at approximately 9:35 p.m., troopers responded to a residence off of Farm Lane for a reported theft in progress. The female resident reported an unknown male subject was on her property and removing items from her vehicle. The victim fired a single shot from her handgun away from the suspect towards the woods to scare off the individual but he did not leave. As officers arrived on scene, they located the male, later identified as Carlton E. Breasure, walking on a dirt lane towards the police vehicles, holding items in his hands. Commands were given for Breasure to drop the items but he failed to comply and began to walk away. Breasure failed to comply with commands to stop and resisted arrest. He was taken into custody and transported to a nearby hospital where he was medically cleared and released. The investigation determined, the female resident was inside her home when she heard a noise in her backyard and then a knock at her front door. She did not open the door because she did not recognize the male but asked the subject who it was and he failed to respond. He was instructed to leave her property at which time she observed him pour some type of liquid on her front step and walk towards her vehicles that were parked in the driveway. The subject then entered the unlocked vehicles and removed multiple items that were located inside them and a shed located next to the vehicles. All property was returned to the victim and she was uninjured.

Once Breasure was transported back to Troop 4, he failed to comply with being fingerprinted or photographed. A computer inquiry revealed Breasure had an active capias out of Justice of the Peace Court #14.

  • Burglary 3rd Degree (Felony)
  • 2 counts- Theft Under $1,500
  • Resisting Arrest
  • Failure to Comply with Taking of Photographs and Fingerprints
  • Criminal Mischief
  • Criminal Trespass 3rd Degree

Breasure was arraigned in the Justice of the Peace Court #3 and issued a $7,150.00 unsecured bond. He was committed to Sussex Correctional Institution for his active capias out of Justice of the Peace Court #14.
