Delaware State Police Conducting Homicide Investigation Outside Super Lodge Motel

Delaware State Police are investigating a homicide that occurred Sunday afternoon outside a New Castle area motel.

On April 10, 2022, at approximately 2:42 p.m., troopers responded to The Super Lodge located at 1213 West Avenue, New Castle, for a reported stabbing. Responding troopers found the victim, a 45-year-old New Castle man, outside the motel suffering from an apparent stab wound to his upper torso area. He was transported to an area hospital by EMS, where he was pronounced deceased. Identification is pending notification to next of kin.

Delaware State Police Homicide Unit is currently investigating the circumstances surrounding this homicide as this investigation remains active and ongoing. Delaware State Police Celebrate National Public Safety Telecommunicators Week

The Delaware State Police (DSP) is proud to celebrate our public safety communication personnel during National Public Safety Telecommunicators Week. The Delaware State Police Communications Section consists of three 911 Public Safety dispatch centers located in the three Delaware counties and Headquarters Communications in Dover. Since 1994, a week in April has been designated as National Public Safety Telecommunicator Week to recognize and honor the women and men working in Communication Centers Nationwide. This year, the week will be celebrated from Sunday, April 10th to Saturday, April 16th.

The women and men in the Delaware State Police Communication Section provide superior services to those in need of law enforcement assistance. They are responsible for answering and responding to 911 calls, dispatching law enforcement officers, communicating with local, state, and federal agencies, collaborating with fire and EMS dispatchers, and operating in mobile command positions during critical incidents. They are the first public safety professionals to receive and respond to calls for help and the first to ensure appropriate resources are dispatched and delivered to those in need. Oftentimes, they make the difference between life and death situations.

Every day these professionals display their commitment, skills, and expertise to the residents and visitors of Delaware. In 2021, the Delaware State Police Communication section received 369,752 calls for emergency service and an additional 337,888 non-emergency-related calls for service, for a total of 707,640 calls. In 2021, they handled 51,333 more calls for service than in 2020.

*Update – Victim Identified* Two Suspects Arrested in Homicide Investigation

Delaware State police have identified 49-year-old Frank Pavlovic of Laurel, DE as the individual who died as a resulting of a shooting incident on April 7th, 2022 in Laurel.

Delaware State Police Homicide Unit is currently conducting a homicide investigation that began Thursday morning in Laurel, DE.

On April 7th, 2022, at approximately 12:24 a.m., troopers responded to the 18000 block of Laurel Road in Laurel, DE for a report of a shooting. Responding troopers located the victim, 49-year-old Frank Pavlovic of Laurel, DE in the driveway suffering from a gunshot wound to his upper torso. The ensuing investigation revealed that two subjects had been involved in an altercation with Pavlovic at this residence. During the encounter, the suspects robbed and shot Pavlovic. The suspects then ordered an acquaintance of Pavlovic at gunpoint to drive them away from the scene.

Pavlovic was pronounced deceased at the scene.

Through investigative measures, it was determined that the two suspects involved in this incident were 18-year-old Josiah Garrison of Denton, MD and 21-year-old Ramon Duker of Millsboro, DE. On April 7th, 2022 at approximately 2:20 p.m., Garrison traveled to Beebe Medical Center in Lewes, DE seeking treatment for an injury. Garrison was accompanied by Duker at the hospital. Troopers responded to Beebe Medical Center and took both suspects into custody.

Garrison and Duker were transported to Troop 7 and charged with the following crimes:

  • Murder First Degree (Felony)
  • Robbery First Degree (Felony)
  • Possession of a Firearm During the Commission of a Felony (Felony)
  • Kidnapping Second Degree (Felony)
  • Conspiracy First Degree (Felony)

Garrison and Duker were arraigned by Justice of the Peace Court # 2 and both were committed to Sussex Correctional Institution on $1,146,000 cash bond.

Troopers Arrest Suspect for 10th-Offense DUI Following Crash Investigation

Delaware State Police arrested 54-year old Charles Smith of Millsboro, DE for a 10th-offense DUI following a crash investigation in Millsboro on Thursday morning.

On March 31st, 2022 at approximately 11:19 a.m., troopers responded to Main Street south of Daisey Road in Millsboro, DE after receiving a report that a white Dodge Ram had struck a fence at this location. It was reported that the male operator was attempting to flee the scene on foot. Troopers responded and located the the suspect, identified as Charles Smith, walking just south of the collision scene. Upon contact troopers immediately detected an odor of alcoholic beverages and a DUI investigation ensued.

A computer inquiry revealed that Smith’s driver’s license was revoked and he had been arrested for 9 prior DUI offenses. Smith was taken into custody and transported to Troop 4 where he was charged with the following offenses:

  • Driving a Vehicle Under the Influence of Alcohol (Felony)
  • Leaving the Scene of a Property Collision Accident
  • Driving While Suspended or Revoked
  • Failure to Provide Information at a Collision Scene
  • Failure to Have Insurance Identification in Possession
  • Failed to Remain Within a Single Lane
  • Failure to Report a Collision to the Police

Smith was arraigned by Justice of the Peace Court # 2 and committed to Sussex Correctional Institution on $15,500 cash bond.

“I-95 Drive to Save Lives” and “Drive to Save Lives in Delaware” Traffic Initiatives Friday, April 8th and Saturday April 9th, 2022

Delaware- The Delaware State Police in partnership with the Delaware Office of Highway Safety are joining forces with other law enforcement agencies along the I-95 corridor and across the State of Delaware in the “Drive to Save Lives” campaign. This campaign is a multi-jurisdictional, high-visibility traffic enforcement initiative that is meant to increase traffic enforcement presence and efforts along the I-95 corridor from Maine to Florida and across the State of Delaware on Friday, April 8th and Saturday, April 9th, 2022. In 2021 alone, over 1,000 lives were lost along the I-95 corridor. The Delaware State Police will be the lead agency for this campaign by coordinating the efforts of the other 15 State Police and Highway Patrol agencies along I-95, as well as numerous participating Delaware law enforcement agencies in order to increase the totality of law enforcement presence over this 48-hour period.

All the 15 states that line Interstate 95 from Maine to Florida will be participating in the “I-95 Drive to Save Lives” campaign including: Florida Highway Patrol, North Carolina Highway Patrol, South Carolina Highway Patrol, Georgia Highway Patrol, Virginia State Police, Maryland State Police, Delaware State Police, Pennsylvania State Police, New Jersey State Police, New York State Police, Connecticut State Police, Rhode Island State Police, New Hampshire State Police, Massachusetts State Police and Maine State Police.

The “Drive to Save Lives” campaign will consist of two simultaneous efforts, “I-95 Drive to Save Lives”, which will involve State Police and Highway Patrol agencies handling their portion of I-95, and “Drive to Save Lives in Delaware”, which will entail participating Delaware law enforcement agencies patrolling their own jurisdictions.

Superintendent of the Delaware State Police, Colonel Melissa A. Zebley stated, “While The Delaware State Police may, at times, represent the most visible depiction of highway safety initiatives, the critical mission of traffic safety is shared by many colleagues in our State.  Delaware’s drivers can be assured that Troopers will be vigilant on the roadways throughout our State, will be partnering with our instate agencies and throughout our region.  Without question, our most valuable partner in this work is you; our fellow driver.  Please know that when you see Troopers engaging you on the roadside, we are doing so to prioritize your wellbeing and life safety.”
