Delaware State Police to Host Teen Driving Safety Seminars

The Delaware State Police will be hosting several seminars across Sussex County in May that will focus on teen driving safety and education. Each seminar will have a member of the Collision Reconstruction Unit, Troop 7 administration, a Community Outreach officer, and a representative from the Victim Services Unit in attendance. There will be no cost to attend, and each seminar is open to students, parents / guardians, new drivers, and anyone else who would like to learn about and discuss safe driving practices.

The dates and locations of these seminars are as follows:

  • Monday, May 9, 2022 at 6:00 p.m. – Sussex Central High School, 26026 Patriots Way, Georgetown, DE
  • Wednesday, May 18, 2022 at 6:00 p.m. – Sussex Tech High School, 17099 County Seat Highway, Georgetown, DE
  • Monday, May 23, 2022 at 6:00 p.m. – Delaware State Police Troop 7, 19444 Mulberry Knoll Road, Lewes, DE

Troopers Arrest Subject for Theft of a Motor Vehicle and DUI

Delaware State Police have arrested 37-year-old Ramon Solomon of Felton, DE for vehicle theft, DUI, and other charges following a crash investigation that occurred on Tuesday morning.

On May 3, 2022, at approximately 4:51 a.m., troopers responded to Willow Grove Road east of Mount Olive Cemetery Road in Camden, DE regarding a disabled Toyota Corolla. Troopers made contact with the operator of the vehicle, identified as Ramon Solomon. Upon contact with Solomon, the trooper observed signs of impairment and a DUI investigation ensued. Solomon was subsequently taken into custody at the scene without incident. A search of Solomon incident to arrest led to the discovery of two MDMA pills. Further investigation revealed that Solomon had stolen the Corolla from the Royal Farms located at 11460 South Dupont Highway in Felton, DE earlier that morning. Solomon had also struck and damaged another vehicle at Royal Farms before fleeing the scene.

Solomon was transported to Troop 3 and charged with the following offenses:

  • Theft of a Motor Vehicle (Felony)
  • Criminal Mischief
  • Possession of a Controlled Substance
  • Driving a Vehicle Under the Influence of Alcohol
  • Possession of Drug Paraphernalia
  • Numerous traffic offenses

Solomon was arraigned by Justice of the Peace Court # 7 and released on his own recognizance.

Delaware State Police Arrest Probationer on Drug and Weapons Charges

Delaware State Police arrested 41-year-old Christopher Smith of Millsboro, DE for drugs and weapons charges following an incident Friday morning.

On April 29, 2022 at approximately 9:50 a.m., troopers responded to the 28000 block of Mount Joy Road in Millsboro to assist Probation and Parole officers with an administrative probation search of Christopher Smith’s property. During the search, probation officers located a Remington shotgun, a Harrington & Richardson Arms rifle, approximately 10.52 grams of crack cocaine, approximately 1.68 grams of cocaine, numerous rounds of ammunition, drug paraphernalia, and more than $3,600 in suspected drug proceeds. Smith is a convicted felon prohibited from possessing firearms and/or ammunition. Four juveniles were also discovered to be living at the property.

Smith was transported to Troop 4 and charged with the following crimes:

  • Possession of a Firearm During the Commission of a Felony (Felony) – 2 counts
  • Possession With Intent to Deliver a Controlled Substance in a Tier 2 Quantity (Felony)
  • Possession of a Firearm by a Person Prohibited (Felony) – 2 counts
  • Possession of Ammunition by a Person Prohibited (Felony) – 7 counts
  • Possession With Intent to Deliver a Controlled Substance (Felony)
  • Possession of a Firearm While Possessing a Controlled Substance (Felony) – 2 counts
  • Endangering the Welfare of a Child – 4 counts
  • Possession of Drug Paraphernalia – 3 counts

Smith was arraigned by Justice of the Peace Court # 2 and committed to Sussex Correctional Institution on $159,001 cash bond.

Delaware State Police Arrest Two Subjects For Thefts of Boating Equipment

Delaware State Police have arrested 30-year-old Christian O’Leary of Lewes, DE and 34-year-old Jacob Steele of Dover, DE following an investigation into numerous thefts that occurred in Sussex County.

Throughout March and April 2022, Delaware State Police have fielded numerous reports of thefts of watercraft equipment and accessories that were occurring in boat yards in Lewes, Millsboro, and Milford. Detectives from the Troop 4 Property Crimes Unit were able to develop O’Leary and Steele as two suspects associated with these thefts. On April 29, 2022 at approximately 10:33 p.m., O’Leary and Steele were located operating a vehicle on southbound Coastal Highway at Miller Road in Rehoboth Beach. Troopers initiated a traffic stop and O’Leary and Steele were taken into custody without incident.

Both O’Leary and Steele were transported to Troop 7 and charged with the following crimes:

  • Attempted Theft Over $1,500 and Victim is 62 Years of Age or Older (Felony)
  • Theft Over $1,500 (Felony) – 4 counts
  • Criminal Mischief – 3 counts
  • Criminal Trespass Second Degree – 3 counts
  • Criminal Trespass Third Degree – 3 counts

O’Leary and Steele were both arraigned by Justice of the Peace Court # 3. O’Leary was committed to Sussex Correctional Institution on $4,875 secured bond, and Steele was committed to Sussex Correctional Institution on $9,500 secured bond.

Troopers Arrest Wanted Subject Following Pedestrian Stop

Delaware State Police have arrested 35-year-old Andrew White of Lincoln, DE for resisting arrest and other charges following a pedestrian traffic stop that occurred on Sunday afternoon in Lincoln.

On May 1, 2022 at approximately 1:33 p.m., a trooper on patrol observed Andrew White walking northbound on Greentop Road south of Ross Road. The trooper was familiar with White and knew that he had several active warrants for his arrest. A traffic stop was initiated and during the interaction White fled the scene on foot. After a brief foot pursuit, the trooper attempted to take White into custody, but he resisted and had a physical altercation with the trooper. Subsequently, White was successfully taken into custody. The trooper was not injured during the incident but there was damage to his uniform. Additionally, a search incident to arrest led to the discovery of drug paraphernalia.

White was transported to Troop 7 and charged with the following crimes:

  • Resisting Arrest (Felony)
  • Possession of Drug Paraphernalia
  • Criminal Mischief
  • Disorderly Conduct

White was arraigned by Justice of the Peace Court # 3 and committed to Sussex Correctional Institution on $2,400 secured bond.

Delaware State Police have identified the victim who died during a fatal single motor vehicle crash on April 30, 2022, as Dennis E. Saulters Jr, 35, of Philadelphia, PA. 

On April 30, 2022, at approximately 3:57 a.m., a 2016 Mercedes Benz driven by Dennis E. Saulters Jr., was traveling southbound on I-495 south of Philadelphia Pike. For unknown reasons, the Mercedes crossed over the partial left shoulder, and the left side of the car struck the guardrail. As a result, the vehicle traveled southwest, crossing the three southbound travel lanes before exiting the road and traveling down the grass embankment and striking the concrete support and a DELDOT pole with the front right corner. The car then overturned and came to rest on its roof in the area of East Holly Oak Road.

Saulters was not properly restrained and was pronounced deceased at the scene.

The Delaware State Police Troop 2 Collision Reconstruction Unit continues to investigate this collision. Troopers Arrest Suspect for 8th-Offense DUI Following Traffic Stop

Delaware State Police have arrested 51-year-old Donald Sheldon of Wilmington, DE for 8th-offense DUI following a traffic stop that occurred  on Saturday afternoon in Lewes.

On April 30, 2022 at approximately 1:59 p.m., a trooper on patrol observed a blue Ford Expedition traveling at a high rate of speed on northbound Coastal Highway in the area of Dartmouth Drive. A traffic stop was initiated and the trooper made contact with the operator of the Ford, identified as Donald Sheldon. Upon contact with Sheldon, the trooper observed signs of impairment and a DUI investigation ensued. Sheldon was subsequently taken into custody at the scene without incident. A computer inquiry revealed that Sheldon had been convicted for seven prior DUI offenses.

Sheldon was transported to Troop 7 and charged with the following offenses:

  • Driving a Vehicle Under the Influence of Alcohol (Felony)
  • Speeding

Sheldon was arraigned by Justice of the Peace Court # 3 and committed to Sussex Correctional Institution on $20,050 secured bond.

Delaware State Police Investigating Robbery of Convenience Store

Delaware State Police are investigating the robbery of a New Castle area convenience store that occurred Sunday morning.

At approximately 5:43 a.m., Sunday, May 1, 2022, troopers responded to the Royal Farms, located at 2160 New Castle Avenue, New Castle, for an armed robbery. The investigation determined a male suspect entered the store and confronted two employees behind the sales counter. The suspect displayed a handgun and demanded money and cigarettes. The employees complied and the suspect fled the scene on foot with an undisclosed amount of cash and cartons of cigarettes. The suspect was last seen running on foot towards the intersection of New Castle Avenue and Cherry Lane.

The suspect was described as a black male in his mid-20’s, approximately 5’6”-5’9” tall, 165-180 lbs., wearing all dark clothing, a mask, and armed with a handgun.

On April 30, 2022, at approximately 3:57 a.m., a 2016 Mercedes Benz driven by a 35-year-old Philadelphia man was traveling southbound on I-495 south of Philadelphia Pike. For unknown reasons, the Mercedes crossed over the partial left shoulder, and the left side of the car struck the guardrail. The driver of the Mercedes, a 35-year-old Philadelphia man, was not properly restrained and was pronounced deceased at the scene. Identification is pending notification to next of kin.

The two right southbound lanes of I-495 were closed for approximately 3.5 hours as troopers investigated the crash, and the roadway was cleared.
