Delaware State Police are currently on the scene of a serious motor vehicle collision on Roxana Road in the Frankford area. As a result, Roxana Road is closed in the area of McCary Road for an extended period. Motorists are urged to seek alternate routes of travel to avoid delays. This collision is in the early stages of the investigation. Additional details will be released once they become available.

Troopers Arrest Philadelphia Man for Felony Drug Possession

The Delaware State Police have arrested 24-year-old Kyeef Williams of Philadelphia, Pennsylvania on several felony drug charges after he was found to be in possession of a large amount of narcotics. Williams was contacted yesterday afternoon during a traffic stop in Dover.

On January 12, 2023, at approximately 3:55 p.m., troopers observed Williams driving a 2019 Toyota Camry southbound on State Route 1 near the Dover Toll Plaza. Troopers were familiar with Williams and knew that he did not have a valid driver’s license. A traffic stop was conducted on Williams on State Route 1 south of the Puncheon Run Connector. Troopers contacted Williams and asked him to exit the car, and he did so without incident. During the course of the stop, a narcotics canine scanned the Camry and positively alerted to the presence of drugs. A search of the car led to the discovery of approximately 465.82 grams (over one pound) of crystal methamphetamine, approximately 8.06 grams of crack cocaine, and approximately 1.05 grams of suspected heroin.

Williams was taken into custody at the scene and taken to Troop 3, where he was charged with the following offenses:

  • Possession With Intent to Deliver a Controlled Substance in a Tier 3 Quantity (Felony)
  • Possession of a Controlled Substance in a Tier 3 Quantity (Felony)
  • Possession With Intent to Deliver a Controlled Substance (Felony) – 2 counts
  • Possession of a Controlled Substance in a Tier 1 Quantity (Felony) – 2 counts
  • Driving Without a Valid License

Williams was arraigned by Justice of the Peace Court 2 and committed to Sussex Correctional Institution on $122,050 cash bond.

Green Alert Issued for Missing Veteran

Delaware State Police Troop 3 is issuing a Green Alert for 67-year-old, Charles Darby. Darby was last seen on January 12, 2023, in the Magnolia area. Attempts to contact or locate Darby have been unsuccessful, and there is a concern for his safety and well-being.

Darby is described as a black male, approximately 5′11″ tall, weighing approximately 184 pounds, with gray hair and brown eyes. He has an unknown clothing description.

Anyone with information regarding Charles Darby’s whereabouts is asked to contact Delaware State Police Troop 3 by calling 302-697-4454, or by dialing 9-1-1. Four Subjects Arrested on Various Charges Following Suspicious Vehicle Investigation

The Delaware State Police have arrested four people on various criminal charges following an investigation into a suspicious vehicle in Harbeson early yesterday morning.

On January 11, 2023, at approximately 5:48 a.m., troopers responded to Phillips Branch Road east of Indian Mission Road after receiving a call of a suspicious vehicle in the area. Troopers were advised that it had appeared that a woman had been involved in an altercation with two men outside of the car. Troopers located a 2016 blue Honda Civic and contacted the four occupants. The driver, identified as Samuel Mondestin, 19, of Seaford, Delaware, had a suspicious item visibly protruding from his sock. This item was discovered to be a small bottle that contained approximately 5.01 grams of cocaine. Mondestin was also discovered to be in possession of ammunition and approximately 0.028 grams of suspected heroin. Mondestin was taken into custody without incident.

After the drugs were discovered, troopers asked the other three occupants to exit the vehicle. Both rear passengers, identified as Witley Francin, 19, of Lincoln, Delaware, and Ryan Simpson, 18, of Milford, Delaware, did not comply, and both physically resisted arrest. Despite this, troopers were able to take Francin and Simpson into custody after a short time. A search of Francin led to the discovery of approximately 5.99 grams of crack cocaine, and a search of Simpson led to the discovery of a pair of brass knuckles and 14 prescription pills. Front-seat passenger Jocelyn Flores-Estrada, 20, of Milton, Delaware, also resisted arrest, but was taken into custody at the scene.

Troopers searched the Honda Civic and recovered a loaded Ruger handgun and approximately 2.43 grams of marijuana. The handgun had been reported as stolen by the Dover Police Department in August 2022. Mondestin was also found to be violating an active court order prohibiting him from possessing firearms.

All four defendants were taken to Troop 7 and charged with the following crimes:

Samuel Mondestin:

  • Possession of a Firearm While Possessing a Controlled Substance (Felony)
  • Possession of a Firearm by Person Under 21 (Felony)
  • Carrying a Concealed Deadly Weapon (Felony)
  • Receiving a Stolen Firearm (Felony)
  • Possession of a Controlled Substance in a Tier 1 Quantity (Felony)
  • Breach of Release (Felony)
  • Conspiracy Second Degree (Felony)
  • Resisting Arrest
  • Possession of a Firearm While Under the Influence
  • Possession of a Controlled Substance

Mondestin was arraigned by Justice of the Peace Court 2 and committed to Sussex Correctional Institution on $41,500 cash bond.

Witley Francin:

  • Possession of a Firearm While Possessing a Controlled Substance (Felony)
  • Possession of a Firearm by Person Under 21 (Felony)
  • Carrying a Concealed Deadly Weapon (Felony)
  • Possession of a Controlled Substance in a Tier 1 Quantity (Felony)
  • Conspiracy Second Degree (Felony)
  • Resisting Arrest
  • Possession of Drug Paraphernalia

Francin was arraigned by Justice of the Peace Court 2 and committed to Sussex Correctional Institution on $21,500 cash bond.

Ryan Simpson:

  • Resisting Arrest
  • Carrying a Concealed Dangerous Instrument
  • Possession of a Controlled Substance
  • Possession of Drug Paraphernalia

Simpson was arraigned by Justice of the Peace Court 2 and was released on $2,000 unsecured bond.

Jocelyn Flores-Estrada:

  • Resisting Arrest

Flores-Estrada was arraigned by Justice of the Peace Court 2 and was released on her own recognizance.

Troopers Arrest Man for DUI and Attempted Vehicle Theft

The Delaware State Police have arrested 27-year-old Richard Mullins of Millsboro, Delaware after he crashed his car and attempted to steal another in the Lewes area early this morning.

On January 11, 2023, at approximately 12:19 a.m., troopers responded to John J. Williams Highway east of Dorman Road for a vehicle collision. Troopers arrived and learned that the driver of a red 2007 Cadillac Escalade had fled from the scene on foot after he struck the back of an unoccupied construction truck that was parked on the shoulder. As he fled from the area, the driver, later identified as Richard Mullins, attempted to steal another work truck, but a worker was able to remove the keys from the ignition before he could leave. Mullins then continued fleeing the scene.

Troopers began looking for Mullins in the surrounding area. Troopers found him running away westbound on John J. Williams Highway. Mullins ignored commands to stop, but a trooper was able to take him into custody after a short foot chase and taser deployment.

Mullins displayed signs of impairment. He was taken from the scene to Troop 7 and charged with the following crimes:

  • Attempted Theft of a Motor Vehicle (Felony)
  • Resisting Arrest (Felony)
  • Failure to Comply With Taking of Photographs and Fingerprints
  • Driving a Vehicle Under the Influence
  • Numerous traffic charges

Mullins was arraigned by Justice of the Peace Court 3 and committed to Sussex Correctional Institution on $6,400 cash bond.

No injuries were reported in the accident or in this incident.

Delaware State Police Investigate Shot Fired at William Penn High School

Delaware State Police are investigating a gunshot fired inside the William Penn High School that occurred late Tuesday morning.

On January 10, 2023, at approximately 11:40 a.m., the School Resource Officer of William Penn High School located at 713 East Basin Road, New Castle, was alerted of a potential gunshot inside of a second-floor bathroom at the school. The School Resource Officer responded to the location and observed signs that a round struck the interior of the bathroom. There were no injuries reported.

Further investigation revealed a suspect ran from the rear of the school towards the football stadium. A search of the area led to the discovery of a Glock handgun. This remains an active investigation. The number of suspects and their involvement is still being determined.

The school will be closed for the remainder of the week to allow time for the investigation to be completed.

The Delaware State Police Troop 2 Criminal Investigation Unit continues to investigate this case. Troopers are asking anyone who witnessed this incident to please contact Detective R. Delaware State Police and Delaware Office of Highway Safety Announce “Operation Braking Point”

With the support of the OHS and DelDOT, DSP is initiating “Operation Braking Point,” a zero-tolerance high-visibility campaign enforcement in response to the alarming increase of traffic fatalities that occurred on Delaware roadways in 2022. This campaign will run from January 9, 2023, through January 23, 2023. This short-term high-visibility enforcement will take place along I -95, I-495, and SR 1, where 27 traffic fatalities occurred last year; of those fatalities, 37% were speed-related. DelDOT will provide public education with variable/overhead message boards. This campaign will also carry directly into the kick-off of a seatbelt and distracted driving campaign.

In 2022, speeding contributed to one-third of all fatal traffic crashes. Every fatality is a tragedy and has lasting impacts on the community, first responders, and loved ones of all involved. Speeding is unacceptable and dramatically increases the risk of serious injury or death of all roadway users.

On a daily basis, the Delaware State Police and all Delaware law enforcement agencies conduct statewide enforcement of all moving violations on Delaware roadways, and we will continue to do so beyond this specialized campaign. DSP, OHS, and DelDOT are all collectively dedicated to the sacred mission of highway safety. We are hoping “Operation Braking Point” will proactively influence driving behavior, thereby reducing the number of crashes on our roadways.

This is a reminder for all drivers to keep their eyes and minds on the road, slow down, buckle up, follow posted speed limits, and obey all rules of the road, so we all arrive alive in 2023.
