Delaware State Police Investigating Shots Fired Following Road Rage Incident

Delaware State Police are investigating shots fired following a road rage incident that occurred in New Castle yesterday morning.

On January 18, 2023, at approximately 11:45 a.m., troopers began investigating shots fired that occurred within the 2000 block of North DuPont Highway (Route 13), New Castle. Investigators learned that the 54-year-old male victim followed a white sedan off of northbound Interstate 295 onto northbound Route 13 to call the police after subjects inside the white sedan were throwing objects at his vehicle. The victim stopped in the left turn lane of northbound Route 13 at the intersection just north of Baylor Boulevard behind two vehicles, a maroon sedan, and a white sedan. A passenger from each of the vehicles then exited and approached the victim’s vehicle. The passenger of the maroon sedan displayed a handgun and fired two rounds at the victim. The victim was not struck by gunfire and fled northbound on Route 13. The suspects’ vehicles were last seen traveling southbound on Route 13 and taking the exit for southbound Interstate 295.

The first suspect is described as a black male approximately 5’9”-6’ tall, 230-250 lbs., with dreadlocks, wearing dark clothing, and armed with a handgun. The suspect was traveling in a maroon sedan.

The second suspect is described as a black male in his early 20s and wearing all dark clothing. The suspect was traveling in a white sedan.

Troopers Warn Public About Leaving Cars Unattended While Idling

The Delaware State Police would like to warn the public about leaving their cars unattended and unlocked while idling.

Delaware State Police have recently been handling numerous vehicle thefts occurring throughout the State of Delaware.  A large majority of the thefts have occurred at gas stations, convenience stores, and liquor store parking lots where a vehicle was left unattended, idling, and unlocked. Victims often leave their car running while they go into a store to make a purchase. Investigations show that suspects will specifically look for and target unattended vehicles idling in parking lots.

Additionally, Delaware law states: (Title 21, § 4182) Unattended motor vehicle.  No person driving or in charge of a motor vehicle shall permit it to stand unattended without first stopping the engine, locking the ignition, removing the key and effectively setting the brake thereon. For a first offense, a fine of $25.00 – $75.00 can be imposed.

State Police Investigating Two-Vehicle Fatal Accident

The Delaware State Police are investigating a fatal accident that occurred in Laurel late yesterday afternoon that resulted in the deaths of two people.

On January 17, 2023, at approximately 5:09 p.m., a 2019 Chevrolet Silverado 1500 was traveling westbound on Laurel Road just west of Goose Nest Road. At the same time, a 2016 Chevrolet Silverado 2500 was traveling eastbound on Laurel Road in the same vicinity. For unknown reasons, the driver of the Silverado 1500 pickup truck failed to remain in her lane, crossed the center line, and entered the eastbound lane of Laurel Road, directly into the path of the Silverado 2500. This resulted in a head-on collision between the two pickup trucks in the eastbound lane.

The driver of the Silverado 1500, identified as 27-year-old Lillyanne Ternahan of Frankford, Delaware, was wearing her seatbelt. The driver of the Silverado 2500, identified as 38-year-old Jamin Pugh of Laurel, Delaware, was not wearing his seatbelt. Both drivers were pronounced dead at the scene. The two passengers in Pugh’s pickup truck, identified as his 12-year-old daughter and 9-year-old daughter, were both properly restrained. Both girls were taken by ambulance to an area hospital and were admitted in critical condition.

Alcohol involvement in this crash is unknown. No other vehicles were involved in this collision. The roadway was closed for approximately four hours while the scene was investigated and cleared.

Troopers Arrest Man on Gun Charges After Vehicle Pursuit

The Delaware State Police have arrested 29-year-old Keivon Quailes of Laurel, Delaware on numerous felony charges after he attempted to flee from a traffic stop with a gun in his possession.

On January 16, 2023, at approximately 2:43 p.m., a trooper on patrol in Laurel observed a tan Mercury Montego traveling eastbound on Laurel Road approaching Old Stage Road. A computer check of the Mercury’s registration showed that the tag belonged to a gray Chrysler Sebring, not a Mercury Montego. The trooper stopped the Mercury on Old Stage Road and contacted the driver, who said that he did not have his license with him. The driver provided a false name and date of birth, and when questioned by the trooper he fled the scene. Troopers began pursuing the car after a Stop Stick was used to deflate one of its tires to slow its speed. The Mercury continued through Laurel and westbound on Sharptown Road before crossing two separate fields and stopping in the area of Sharptown Road and Mount Pleasant Road.

The driver, identified as Keivon Quailes, was taken into custody without further incident. A computer check showed that Quailes had a suspended driver’s license and multiple active felony warrants for his arrest. A search of the vehicle led to the discovery of a loaded handgun with no serial number. Quailes is a convicted felon prohibited from possessing firearms.

Quailes was taken to Troop 4 and charged with the following crimes:

  • Possession of a Firearm During the Commission of a Felony (Felony)
  • Possession of a Firearm by a Person Prohibited (Felony)
  • Possession of Ammunition by a Person Prohibited (Felony)
  • Carrying a Concealed Deadly Weapon (Felony)
  • Disregarding a Police Officer Signal (Felony)
  • Criminal Impersonation
  • Resisting Arrest
  • Numerous traffic violations

Quailes was arraigned by Justice of the Peace Court 3 and committed to Sussex Correctional Institution on $94,650 cash bond.

State Police Investigating Fatal Accident Involving Bicyclist

The Delaware State Police are investigating a fatal accident that occurred in Harrington last night where a bicyclist was struck and killed.

On January 16, 2023, at approximately 5:42 p.m., a 2009 white Honda Element was stopped at the stop sign on westbound Corn Crib Road at the intersection with northbound South Dupont Highway (US Route 13). At the same time, a 65-year-old man was riding his bicycle southbound in the northbound shoulder of South Dupont Highway at this intersection. The driver of the Element pulled away from the stop sign to cross the northbound lanes of South Dupont Highway, and in doing so he struck the bicyclist in the shoulder of the roadway. The man on the bicycle was propelled into the right northbound lane of South Dupont Highway, and the Element stopped in the median. Very shortly afterwards, the bicyclist was struck a second time by a 2017 Ford F-250 that was traveling northbound on South Dupont Highway in the right lane. The pickup truck dragged the victim a short distance before coming to a stop on the shoulder.

The bicyclist, a 65-year-old man from Harrington, Delaware, was pronounced dead at the scene. Identification of the victim is pending notification to his family and relatives. The driver of the Honda Element, a 30-year-old man from Houston, Delaware, was wearing his seatbelt and was not injured. The driver of the Ford F-250, a 65-year-old man from Dover, Delaware, was also wearing his seatbelt and was not injured.

No other vehicles were involved in this collision. The roadway was closed for approximately 3.5 hours while the scene was investigated and cleared.

Detectives Investigating Shooting That Left One Man Seriously Injured

The Delaware State Police are currently investigating a shooting that occurred in Magnolia yesterday afternoon that left one man seriously injured.

On January 15, 2023, at approximately 4:03 p.m., troopers responded to Lambert Drive in Meadowbrook Acres regarding a man who had been shot. Troopers contacted the 32-year-old victim, who had been shot in his abdomen an unknown number of times. The victim was flown to an area hospital for emergency surgery, where he is currently in stable condition.

No one else was harmed during this incident. There is no suspect information available, and the circumstances and motive surrounding the shooting remain under investigation.

Troopers Arrest Newark Man on Drug Dealing Charges

The Delaware State Police have arrested 37-year-old Wilfri Moreno-Garcia of Newark, Delaware on drug dealing charges following a car stop last night in Wilmington.

During the month of January 2023, troopers were informed that a man driving a silver Ford Escape with a Delaware temporary tag had been selling cocaine to buyers along the Kirkwood Highway corridor in Wilmington. Last night, troopers learned that this same person was actively selling drugs in the area of Kirkwood Highway and Newport Gap Pike from his car. At approximately 8:40 p.m., troopers located the silver Ford Escape with a Delaware temporary tag and made contact with the driver, identified as Wilfri Moreno-Garcia. Moreno-Garcia attempted to hide something in his pocket and physically resisted arrest, but he was taken into custody at the scene a short time later. A search of Moreno-Garcia led to the discovery of approximately 14.75 grams of crack cocaine and approximately 2.8 grams of powder cocaine.

Moreno-Garcia was taken to Troop 6, where he was charged with the following crimes:

  • Possession With Intent to Deliver a Controlled Substance in a Tier 2 Quantity (Felony)
  • Possession With Intent to Deliver a Controlled Substance (Felony)
  • Resisting Arrest

Moreno-Garcia was arraigned by Justice of the Peace Court 11 and committed to Howard R. Young Correctional Institution on $26,000 cash bond.
