Delaware State Police Releases “Retro” Patrol Vehicles for Centennial Anniversary

As the women and men of the Delaware State Police continue to celebrate its Centennial Anniversary, the Division strives to honor the agency’s history through a variety of methods.

One of the ways the Division has acknowledged its lasting legacy is through the addition of several “throwback” retro patrol vehicles to the active fleet.

A total of eight varied, marked vehicle schemes will patrol the highways, neighborhoods, and business districts of the State for the remainder of the centennial year.  Six of the retro graphic designs depicted on these 2023 Chevrolet Tahoes are in the likeness of State Police vehicles from the 1930s to the 1980s.

In addition to these six designs, the Division has also deployed several Tahoes, which will display our centennial graphics, all commemorating this momentous occasion.

While these vehicles may harken back to decades of the past, make no mistake that they are equipped with all of the modern-day equipment that Troopers need to effectively uphold the laws of the First State and ensure the safety and well-being of all residents and visitors.

Delaware State Police Conducting Homicide Investigation

The Delaware State Police are investigating a homicide that occurred last night in the town limits of Georgetown.

On February 27, 2023, at approximately 8:28 p.m., the Georgetown Police Department responded to the Dunbarton Apartments for a reported shooting. When officers arrived on the scene, they located a male victim suffering from multiple gunshot wounds inside an apartment. A preliminary investigation reveals that the victim was a visitor at the apartment. A female knocked on the apartment door. The victim answered and let the female in. Once the female was inside the apartment, an unknown male suspect forced the apartment door open and shot the victim several times. The suspect then fled on foot. Emergency Medical Services arrived on the scene and transported the victim to an area hospital, where he died from his injuries.

The victim’s identification is being withheld until notification is made to the family. The Delaware State Police Homicide Unit assumed the investigation at the request of the Georgetown Police Department. No suspect information is available at this time.

The Homicide Unit is still actively investigating this incident. Detectives are asking anyone with information regarding this case to contact Detective B. McDerby by calling 302-741-2821. Delaware State Police Homicide Unit Conducting Criminal Investigation

The Delaware State Police Homicide Unit is currently conducting a criminal investigation in the Felton area that began early this morning.

On February 27, 2023, at approximately 12:30 a.m., troopers responded to the intersection of Hopkins Cemetery Road and Marshyhope Road for a report of a subject lying in a ditch near the roadway. Troopers arrived on-scene and discovered a 35-year-old male victim from Houston, DE with a gunshot wound to the upper extremity. The victim was transported to an area hospital where he was pronounced deceased. Identification of the victim is pending notification to the next of kin.

Further investigation determined the victim’s vehicle broke down in the area and he utilized a nearby resident’s phone to call for assistance. After returning to his vehicle, a subsequent confrontation occurred, and the victim was shot.

The Delaware State Police Homicide Unit is actively investigating this incident. Detectives are asking anyone with information regarding this case to contact Detective A. *Attempt to Locate* Troopers Seek Public’s Assistance Locating Suspect Wanted for Felony Assault

Delaware State Police are seeking the public’s assistance with locating Terrance Branch, 54, of Ellendale, DE.

Branch is wanted in connection with the stabbing of two victims and assaulting a third during an altercation in the Ellendale area on February 15, 2023. Branch has an active warrant for Assault Second Degree (Felony)- 2 counts, Possession of a Deadly Weapon During the Commission of a Felony (Felony), Possession of a Deadly Weapon by a Person Prohibited with a Prior Violent Felony Conviction (Felony), and Assault Third.

Branch is described as a black male, 5’8″, 200 lbs., bald with brown eyes.

Attempts to locate Terrance Branch have been unsuccessful and troopers are seeking the communities help with locating him. Delaware State Police Investigating Convenience Store Robbery

Delaware State Police are investigating an armed robbery of a convenience store that occurred in the Wilmington area on Sunday night.

On February 26, 2023, at approximately 10:29 p.m., two male suspects entered the 7-11 convenience store located at 4865 Governor Printz Boulevard, Wilmington. One suspect approached the sales counter while the other suspect stood at the entrance and did not allow anyone to enter. The first suspect displayed a handgun at an employee and demanded money. The victim complied, and the suspects fled from the business on foot with an undisclosed amount of cash. The suspects were last seen running southbound on Governor Printz Boulevard. No one was injured in this incident.

The first suspect is described as a 25-30 year-old white male approximately 5’10”-6’ tall, average build, wearing all dark clothing and a mask.

The second suspect is described as a 25-30 year-old black male approximately 5’8”-5’10” tall, average build, wearing all dark clothing and a mask.

There are no surveillance images available at this time.

Delaware State Police Investigating Fatal Collision in Magnolia

Delaware State Police are investigating a fatal collision that occurred in Magnolia yesterday evening.

On February 24th, 2023, at approximately 7:25 p.m., a Chrysler minivan, operated by an unidentified driver, was traveling northbound on Bay Road just south of Trap Shooters Road. At the same time, a Mercedes GKL was traveling southbound on Bay Road just south of Trap Shooters Road. For unknown reasons, the Chrysler exited the west edge of the roadway and entered the grass median. The vehicle then entered the southbound lanes of Bay Road, causing a slightly offset head-on collision with the Mercedes. Both vehicles caught fire as a result of the impact. A good Samaritan was able to safely remove the driver and passenger from the Mercedes.

All occupants were wearing their seatbelts. Sadly, the driver of the Chrysler was pronounced dead at the scene. Identification of the victim was still in progress at the time of this news release. The driver of the Mercedes, a 58-year-old man from Lewes, was transported to an area hospital, where he was admitted in critical condition. The passenger of the Mercedes, a 59-year-old woman from Lewes, was also transported to an area hospital, where she was admitted for non-life-threatening injuries. There were two dogs inside the Mercedes at the time of the collision. Unfortunately, one of the dogs died. Delaware Office of Animal Welfare responded to the scene to take possession of both dogs.

The roadway was closed for approximately three hours while the scene was investigated and cleared.

The Delaware State Police Troop 3 Collision Reconstruction Unit continues to investigate this incident. Troopers are asking anyone who witnessed this collision to contact Master Corporal W. Honoring DSP Trailblazers during Black History Month

To culminate the celebration of Black History Month and the continued celebration of 100 years as a full-service police agency, the Delaware State Police would like to honor one of the first African American troopers to join its ranks, Lieutenant Frank Chandler (retired), as well as the first African American to lead its diverse ranks, Colonel Nathaniel McQueen Jr. (retired).

 

Lieutenant Frank Chandler was among the first African American male troopers hired by the Delaware State Police. Before starting his career as a Trooper, he served in the military and intended to be a part of the California Highway Patrol after his military service; however, he returned to Delaware to be with his family. During his travels in Delaware, he saw a Delaware State Trooper and knew that law enforcement was precisely what he wanted to do. He applied and was hired in 1972. He was one of five minorities in his academy class. Trooper William Bessix, the first African American hired by the Delaware State Police, served as retired Lieutenant Chandler’s mentor. Lieutenant Chandler held positions at Troop 9 on patrol, Troop 2 in the Criminal Investigations Unit, Troop 3 as a Sergeant on patrol, and Community Relations. He was also assigned to “personnel,” where he laid the foundation for the recruiting unit that exists today. He was also assigned as a “drill instructor” at the Delaware State Police Academy, where he was known for drill and ceremony. While assigned to the academy, he assisted with implementing boxing into the academy curriculum. He retired in 1992 after 20 years of dedicated service. Following his career as a Delaware State Trooper, he worked as a senior bank fraud investigator at MBNA for 21 years. Lieutenant Chandler is married to Joyce Ann and recently celebrated 55 years of blissful marriage. He and his wife have three children together, Vincent, Franklin Jr, and Michael. During the summer, Lieutenant Chandler works with the Delaware Office of Highway Safety, where he conducts annual seatbelt surveys. His remaining days throughout the year are spent enjoying retired life with his family.

 

 

 

Nathaniel McQueen Jr. is the first and only African American Trooper to attain the rank of Superintendent for the Delaware State Police. Prior to joining the Delaware State Police, he served as a Sergeant in the United States Marine Corps. Before becoming Superintendent, he served in many leadership roles, including patrol Sergeant, detective Sergeant, Traffic Lieutenant, Criminal Lieutenant, and Captain (Troop Commander) of Troops 9, 1, and 2. He was eventually promoted to the rank of Major for statewide operations, then New Castle County Operations, before being promoted to the rank of Colonel. As the second longest-serving Superintendent of the DSP, Colonel McQueen paved the way for changes to policies and procedures. Under his leadership, Delaware State Police implemented a stratified policing model called the Delaware State Police Enhanced Analytical Response (SPEAR). The SPEAR model employs strategies to reduce crime, improve traffic safety, and enhance community engagement efforts. While serving the citizens of Delaware, he obtained his bachelor’s degree in behavioral science from Wilmington University and earned his master’s degree in social work from Delaware State University. His other achievements include many items of direct service to the Delaware community, which included improving the efficiency of business processes to advance public safety and building transparency and trust. After 32 years of faithful and loyal service as a Delaware State Trooper, the marine motto “Semper Fidelis” is still deeply ingrained in his moral values. He has continued his commitment to service and currently holds the position of Secretary for the Delaware Department of Safety and Homeland Security, where he has been since July 2020.
