Troopers Arrest Man on Gun Charges Following Traffic Stop

The Delaware State Police have arrested 55-year-old Charles Drummond III of New Castle, Delaware on felony gun charges following a traffic stop in Frederica this morning.

On March 24, 2023, at approximately 12:54 a.m., troopers were on patrol on SR-1 north of Bowers Beach Road when they observed a Chrysler 300 exit its lane multiple times. Troopers stopped the Chrysler and contacted Charles Drummond III. After observing signs of impairment, troopers initiated a DUI investigation. Drummond was taken into custody and troopers conducted an inventory search of the Chrysler. Troopers located a loaded handgun which was concealed within the vehicle.

Drummond was taken to Troop 3 where he was charged with the following crimes:

  • Carrying a Concealed Firearm (Felony)
  • Possession of a Firearm While Under the Influence (Misdemeanor)
  • Driving Under the Influence of Alcohol (Misdemeanor)
  • Failure to Remain Within a Single Lane

Drummond was arraigned by Justice of the Peace Court #7 and released after posting a $7001.00 secured bond.

State Police Investigating Shots Fired at a Residence

The Delaware State Police are investigating two shooting incidents that occurred at the same location earlier this week in Laurel.

On the morning of March 19, 2023, troopers responded to a home on the 14000 block of Shiloh Church Road regarding a report of shots being fired. Detectives learned that at approximately 3:00 a.m., an unknown suspect had fired several shots into the side of a house. Similarly, in the early morning hours of March 23, 2023, troopers responded to the same residence for additional shots that had been fired at the home. None of the occupants of the house were struck or injured in either incident. No suspect has been identified, and surveillance video and images are not yet available.

The Troop 4 Criminal Investigations Unit is investigating both incidents. Detectives are asking for anyone with information regarding these cases to contact Detective Z. Spudis or Detective K. State Police Investigating Fatal Morning Accident

The Delaware State Police are investigating a fatal accident that occurred early this morning in Milton.

On March 23, 2023, at approximately 6:47 a.m., a 2022 Ford Escort was traveling east on State Route 5 (Union Street Extended) approaching the posted stop sign at the intersection with State Route 1 (Coastal Highway). At the same time, a 2011 Ford Fiesta was traveling southbound on State Route 1 approaching the intersection with State Route 5. For unknown reasons, the driver of the Escort failed to remain stopped at the stop sign, and he drove into the southbound lanes of Route 1 as he attempted to cross the highway to turn northbound. As a result, the front of the Fiesta struck the left rear of the Escort. This caused the Escort to begin spinning until it struck a fence off the east side of the northbound lanes of Route 1. The Fiesta also began rotating on the road, which led to a 2005 Honda Accord striking the Fiesta in the middle of the southbound lanes.

The driver of the Escort, an 81-year-old man from Millsboro, Delaware, was taken by ambulance to an area hospital for non-life-threatening injuries. The passenger in the Escort, a 75-year-old woman from Millsboro, Delaware, was also taken by ambulance to an area hospital for non-life-threatening injuries. The driver of the Accord, a 32-year-old man from Hartly, Delaware, was not injured.

The driver of the Fiesta, a 30-year-old woman from Clayton, Delaware, was critically injured in the crash. She was taken to an area hospital but later died from her injuries. Identification of the victim is pending notification to her family and relatives.

Both the northbound and southbound lanes of Route 1 were closed for approximately 3.5 hours while the scene was investigated and cleared.

State Police Arrest Two Men for Drug Dealing

The Delaware State Police have arrested 32-year-old Victor Hammond of Bridgeville, Delaware and 30-year-old Derrious Signey of Seaford, Delaware on numerous felony charges following a drug dealing investigation that took place yesterday.

On March 21, 2023, at approximately 12:00 noon, members of the Delaware State Police Sussex County Drug Unit executed a search warrant at a residence on the 300 block of North Street in Seaford. With assistance from the Special Operations Response Team and the Seaford Police Department, detectives were able to take Victor Hammond and Derrious Signey into custody inside of the residence without incident. The ensuing search led to the discovery of the following:

  • Approximately 90.83 grams (over 3 ounces) of suspected raw heroin
  • Approximately 247 baggies containing approximately 1.729 grams of suspected heroin
  • Approximately 75.11 grams (over 2.5 ounces) of cocaine
  • Approximately 17.12 grams of crack cocaine
  • Approximately 13.11 grams of marijuana
  • 4 Oxycodone pills
  • 1 loaded handgun
  • Various rounds of ammunition
  • Various items of drug paraphernalia
  • Over $2,800 in suspected drug proceeds

Computer checks showed that Hammond is a convicted felon prohibited from possessing firearms and/or ammunition. Computer checks also showed that Signey is a convicted drug offender prohibited from possessing firearms and/or ammunition.

Hammond and Signey were taken to Troop 4 and charged with the following crimes:

Victor Hammond:

  • Possession With Intent to Deliver a Controlled Substance in a Tier 3 Quantity (Felony) – 2 counts
  • Possession With Intent to Deliver a Controlled Substance in a Tier 2 Quantity (Felony)
  • Operating a Clandestine Laboratory (Felony)
  • Possession of Ammunition by a Person Prohibited (Felony) – 2 counts
  • Possession With Intent to Deliver a Controlled Substance (Felony) – 2 counts
  • Conspiracy Second Degree (Felony)
  • Possession of Drug Paraphernalia – 2 counts
  • Possession of a Controlled Substance

Hammond was arraigned by Justice of the Peace Court 2 and committed to Sussex Correctional Institution on $202,600 cash bond.

Derrious Signey:

  • Possession With Intent to Deliver a Controlled Substance in a Tier 3 Quantity (Felony)
  • Possession of a Firearm While Possessing a Controlled Substance (Felony)
  • Operating a Clandestine Laboratory
  • Possession of a Firearm by a Person Prohibited (Felony)
  • Possession of Ammunition by a Person Prohibited (Felony) – 2 counts
  • Possession With Intent to Deliver a Controlled Substance (Felony)
  • Conspiracy Second Degree (Felony)
  • Possession of a Controlled Substance
  • Possession of Drug Paraphernalia – 2 counts
  • Possession of Marijuana

Signey was arraigned by Justice of the Peace Court 2 and was released on $40,801 unsecured bond.

State Police Investigating Robbery of Delivery Truck Driver

The Delaware State Police are investigating the armed robbery of a delivery truck driver that occurred yesterday evening in Wilmington.

On March 20, 2023, at approximately 6:54 p.m., a 40-year-old truck driver parked his delivery truck behind the Wawa located at 4555 New Linden Hill Road and began unloading merchandise into the store. While the victim was in the store, one unknown male suspect entered the back of the truck and began stealing numerous cases of cigarettes while a second unknown male loaded the stolen items into a dark gray Kia Soul. When the driver walked back outside, the second suspect pointed a handgun at the driver and told him to back away. The driver complied, and the suspects fled the area.

The truck driver was not harmed. Neither suspect has been identified, and surveillance video and images are not yet available.

State Police Investigating Roadside Robbery

The Delaware State Police are investigating an armed robbery that occurred on State Route 1 in the New Castle area on Saturday evening.

On March 18, 2023, at approximately 9:42 p.m., a 35-year-old man and a 50-year-old man stopped their 2020 black Honda Odyssey minivan on the shoulder on southbound State Route 1 in the area of the School House Road overpass to change a tire. While they were stopped on the shoulder, both victims were approached by two unknown black males who had pulled over behind them. One of the suspects pointed a gun at the 50-year-old man, punched him in the stomach, and stole an undisclosed amount of cash from the victim. Both suspects then fled from the scene in a dark-colored SUV.

The victim who was punched did not need emergency medical attention. Neither suspect has been identified and there are no video or camera images available.

The Troop 2 Robbery Unit is investigating this incident. Detectives are asking for anyone with information regarding this case to contact Detective R. Kirchenbauer by calling 302-365-8525. Delaware State Police Continue Their 100th Anniversary Celebration with Centennial Tribute

Legislative Mall

The Delaware State Police are continuing their 100th Anniversary Celebration with a Centennial Tribute. The ceremony will occur on April 28, 2023, at 11:00 a.m. on the Legislative Mall located at 411 Legislative Avenue in Dover. There will be elected officials in attendance who will speak and help commemorate the DSP’s 100 years of service to our citizens and visitors. This event will occur rain or shine. In the case of inclement weather, the event will be held indoors at Legislative Hall.

There will be parking available on Water Street and the surrounding area. A media staging area will be available on Legislative Mall close to the intersection of Legislative Avenue and Martin Luther King Jr. Boulevard.

The event is open to the public and all are welcomed and encouraged to attend.
