Detectives Arrest Man for Copper Wire Theft

The Delaware State Police have arrested 49-year-old William Smallwood of Laurel, Delaware for theft and other charges after he stole copper wiring and disabled a railroad line in Laurel.

On July 24, 2023, detectives from the Troop 4 Property Crimes Unit began investigating a copper wire theft that occurred earlier in July at the Carload Express railroad tracks in Laurel. Detectives discovered that an unknown suspect had cut and stolen copper wiring from a railroad safety system, causing over $10,000 worth of damage and leading to the railway being shut down for four days. Detectives learned that William Smallwood had sold the stolen copper wiring at a Seaford recycling center. Smallwood matched the description of the suspect who was seen leaving the railroad tracks after the theft.

On July 25, 2023, at approximately 1:50 p.m., troopers contacted Smallwood at his residence and took him into custody without incident. Smallwood was taken to Troop 4 and charged with the following crimes:

  • Criminal Mischief Over $5,000 (Felony)
  • Theft Under $1,500 – 2 counts
  • Falsifying Business Records – 2 counts
  • Selling Stolen Property – 2 counts
  • Criminal Mischief
  • Criminal Trespass Third Degree – 2 counts

Smallwood was arraigned by Justice of the Peace Court 2 released on $8,400 unsecured bond.

Search Warrant Leads to Gun and Drug Arrest

The Delaware State Police arrested 19-year-old Timothy Cannon of Laurel, Delaware for drug dealing and illegal firearms possession after executing a search warrant on his home in Laurel.

During the month of July 2023, detectives began investigating Cannon who was suspected to be selling guns and drugs in Kent and Sussex Counties. On July 25, 2023, at approximately 11:16 a.m., the Sussex County Drug Unit, the Kent County Drug Unit, and Troop 5 Patrol executed a search warrant on Cannon’s residence located on the 100 block of Horsey Avenue, Laurel. During the search warrant detectives found the following items in Timothy’s bedroom:

  • A 9mm handgun, ammunition, and magazines
  • Approximately 15.77 grams of cocaine
  • Digital scale

Detectives found seven children in the residence while executing the search warrant. None of the children, ages 1, 2, 2, 3, 11, 13, and 15, were injured. The children were turned over to their respective guardians.

Cannon was taken to Troop 4 and charged with the following:

  • Possession of a Firearm During the Commission of a Felony (Felony)
  • Possession of a Firearm by a Person Prohibited (Felony) – 2 counts
  • Possession With Intent to Deliver a Controlled Substance (Felony)
  • Possession of a Controlled Substance in a Tier 2 Quantity (Felony)
  • Endangering the Welfare of a Child (Felony) – 7 counts
  • Possession of Drug Paraphernalia – 2 counts

Cannon was arraigned by Justice of the Peace Court 2 and committed to Sussex Correctional Institution on $37,500 secured bond.

Kent County’s Cornerstone – Troop 3

 

 

 

Delaware State Police Troop 3 has been a community cornerstone in Kent County since its inception in 1924. It was originally a simple frame building located at the intersection of Leipsic Road and Dupont Highway one mile north of Dover. By 1930, Troop 3 sworn personnel consisted of one lieutenant, one sergeant, and eight “privates,” who would later be retitled as troopers.

 

 

 

 

In 1935, the Sesqui Inn, located on Dupont Highway north of Dover, was remodeled to expand the work capacity of “Station Three,” as Troop 3 was then called. A set of 30 ton scales was installed on the property, and a plot of land located behind the main building was set aside for future use as a firearms range.

 

 

In February 1975, the new Troop 3 building opened on US Route 13A (Upper King Road) between Camden and Woodside. This building had a basement assembly area where troopers could write reports, draw work assignments, and complete shift change and pass-on. The first floor contained offices, special equipment rooms, and six holding cells.

 

 

 

 

The current Troop 3 building opened its doors in December 2015. The 31,000 square foot facility is located at 3759 South State Street in Camden and consists of interview rooms, holding cells, detention rooms, a fingerprinting area, an evidence processing and storage area, a large community room, patrol trooper rooms, a workout center, and a four-bay garage.

 

 

 

Today, Troop 3 is home to nearly 100 sworn personnel, which includes both patrol troopers and detectives. “Troop 3 has a distinguished and unique history serving the citizens and visitors of Delaware and the residents of Kent County,” says Captain Gerald Windish, Troop 3 Commander. “As the only Delaware State Police Troop physically located in Kent County, Troop 3 has developed a culture of service and dedication amongst the troopers who have the distinction of serving here. The patrol and investigative functions assigned to Troop 3 maintain an operational tempo that is a testament to the pride and dedication of it’s Troopers. It has been my honor to serve with the men and women here as Troop Commander and become part of the Troop 3 legacy.”

State Police Investigating Stabbing

The Delaware State Police are investigating a stabbing that occurred early this morning in Dover that left one man injured.

On July 25, 2023, at approximately 1:31 a.m., troopers responded to the 200 block of North Governors Boulevard in Capitol Park regarding an argument that was heard during a 9-1-1 call. Troopers arrived and found a 34-year-old man who had been stabbed in his left hand by an unknown black male. The suspect had fled the scene and troopers were unable to locate him in the surrounding area.

The victim was taken by ambulance to an area hospital for treatment. There is no further suspect description, and there are no surveillance images or videos available.

The Troop 3 Criminal Investigations Unit is investigating this incident. Detectives are asking for anyone with information regarding this case to contact Detective F. Ofner by calling 302-698-8555. State Police Investigating Burglaries at Swim Club

The Delaware State Police are investigating multiple burglaries that occurred last week at Oakwood Valley Swim Club in Wilmington.

On July 18, 2023, at approximately 9:16 a.m., troopers responded to the Oakwood Valley Swim Club located at 4909 Kirkwood Highway, Wilmington, for a report of a burglary. Troopers discovered an unknown suspect trespassed onto the property when it was closed, damaged a lock box, and stole money.

On July 20, 2023, at approximately 9:03 a.m., troopers responded to the swim club for a second report of a burglary. Troopers discovered an unknown suspect trespassed onto the swim club’s property when it was closed, damaged a door, and stole several items.

There is no description for the suspect at this time. Surveillance images and video are not yet available.

The Troop 2 Burglary Unit is investigating this incident. Detectives are asking for anyone with information regarding this case to contact Detective M. Young by calling 302-834-2620. State Police Investigating Fatal Collision

The Delaware State Police are investigating a fatal collision that occurred early this morning in Bethel that left one man dead.

On July 23, 2023, at approximately 2:16 a.m., a 2017 white Ford Fiesta was traveling eastbound on Shell Bridge Road west of South Shell Bridge Road. The Ford was approaching an S-curve at an apparent high rate of speed.

After negotiating the curve, the Ford lost control and exited the south edge of the roadway. The Ford impacted with a raised embankment, which caused it to vault airborne for an unknown distance in an easterly direction. Upon impacting the ground, the Ford rolled several times before coming to a stop against the guardrail on the southeast corner of the intersection of Shell Bridge Road and South Shell Bridge Road.

The Ford’s operator, a 27-year-old man from Seaford, Delaware, was ejected from the rolling vehicle. He was transported to an area hospital where he was pronounced dead. His name is being withheld until his family and relatives are notified.

The roadway was closed for approximately three hours while the scene was investigated and cleared.

Delaware State Police Seek Public’s Assistance in Death Investigation

Delaware State Police are investigating the death of 54-year-old Lorenzo Gomez-Lopez of Laurel, Delaware.

Delaware State Police are asking for the public’s help with the death investigation of Lorenzo Gomez-Lopez, discovered on June 21, 2023, at approximately 1:30 p.m., at the Delaware Recycling Center at 1101 Lambson Lane in New Castle. At that time, troopers responded to the recycling center after Gomez-Lopez was found dead by employees in a processing area. It should be noted that he was not an employee of the recycling center. The cause of death is unknown at this time, and the autopsy results are pending.

Gomez-Lopez was last seen on Sunday, June 18, sitting outside a home on the 9000 block of Yew Drive in Laurel, Delaware, around 2 p.m. He was no longer there when the family returned around 7 p.m., and his whereabouts until the discovery of his body are unknown.

Detectives have been pursuing leads since the onset of this investigation, and as it continues, detectives are asking for the public’s assistance.
