State Police Investigating Fatal Crash

The Delaware State Police are investigating a fatal collision that occurred yesterday afternoon in Milford that left one man dead.

On August 30, 2023, at approximately 12:22 p.m., a white 2019 Freightliner Cement Pump Truck was traveling in the right southbound lane on Bay Road approaching Thompsonville Road. A tan/yellow compact Cub Cadet Tractor with a frontend loader and a red bush hog attached to the rear was traveling southbound on Bay Road while straddling the yellow fog line partially in the left southbound lane and partially in the grass median. For unknown reasons, the tractor veered to the right into the southbound lane in front of the Freightliner and was struck it its right side. After the impact, the tractor overturned and tumbled southbound on Bay Road until it broke in half and the operator was ejected onto the grass median.

The operator of the tractor, an 87-year-old man from Milford, Delaware, was pronounced dead at the scene. His name is being withheld until his family and relatives are notified. The driver of the Freightliner, a 45-year-old man from Clayton, Delaware, was taken to an area hospital for non-life-threatening injuries.

The roadway was closed for approximately 4.5 hours while the scene was investigated and cleared.

State Police Detectives Investigating Officer-Involved Shooting

The Delaware State Police are investigating an officer-involved shooting that occurred in New Castle this morning that left a 28-year-old man dead.

On August 31, 2023, at approximately 7:22 a.m., detectives from the New Castle County Governor’s Task Force and the Delaware State Police Special Operations Response Team responded to Lowe’s located at 2225 Hessler Boulevard, New Castle, for a report of a known fugitive shoplifting at the business. Detectives observed the 28-year-old man fleeing from the store with a shopping cart full of merchandise. Troopers attempted to contact the man, but he began running away. The man got into a getaway vehicle which was parked behind the business and struck an unmarked DSP vehicle while attempting to flee.

While attempting to take the man into custody, he did not comply with multiple commands to stop, and he physically resisted when troopers tried to remove him from the car. Troopers shot the man when he continued to drive in a manner that placed officers in imminent danger. Troopers rendered first aid until the man was transported by EMS to an area hospital where he was pronounced dead.

Two troopers were taken to an area hospital with non-life-threatening injuries, and they were later released.

The man’s name is being withheld at this time until family and relatives are notified. Per Delaware State Police standard operating procedures, the troopers that were involved will be put on administrative leave while an investigation is conducted regarding the use of force.

State Police Detectives Investigating Homicide

The Delaware State Police are investigating a homicide after a man was found dead on a trail in Dover this morning.

On August 30, 2023, at approximately 6:28 a.m., troopers responded to the Isaac Branch Greenway trail in the area of South Bay Road and President Drive, Dover, for a report of a man on the ground near the wood line. Upon arrival, troopers found 63-year-old Mark Garrett of Dover, Delaware, deceased with blunt force injuries. Due to the unknown circumstances surrounding the victim’s death, the Homicide Unit has assumed the investigation.

No suspect information is currently available, and detectives are attempting to determine Mr. Garrett’s activities on the day before his death.

State Police Investigating Fatal Pedestrian Crash

The Delaware State Police are investigating a fatal crash that occurred last night in New Castle that left one man dead.

On August 29, 2023, at approximately 8:44 p.m., a silver 2005 Toyota Camry was traveling in the left westbound lane on Pulaski Highway approaching the intersection at Wilton Boulevard. At the same time, an elderly man on a motorized wheelchair was traveling northbound across the westbound lanes of Pulaski Highway in the Camry’s path of travel. This area was not well lit, and the man was not wearing reflective clothes, carrying a flashlight, or using a crosswalk. The Camry struck the man in the left lane causing the man to be ejected from the wheelchair and land in the left westbound lane of Pulaski Highway just beyond the intersection.

The person who was struck, a 69-year-old man from New Castle, Delaware, was pronounced dead at the scene. His name is being withheld until his family and relatives are notified.

The driver of the Camry, a 47-year-old man from Newark, Delaware, was not injured. The roadway was closed for approximately four hours while the scene was investigated and cleared.

State Police Investigating Shore Stop Robbery

The Delaware State Police are investigating an attempted robbery that took place earlier this morning at the Valero Shore Stop in Felton.

On August 29, 2023, at approximately 8:50 a.m., an unknown white male suspect walked into the Shore Stop located at 8953 S. Dupont Highway with a shirt wrapped around his head. The suspect approached the store clerk from behind the counter, pointed a knife at her, and told her to open the cash register. When the clerk did not comply, the suspect tried to take the entire register but was unable to do so. The suspect then fled from the store and was last seen running southbound away from the business.

The victim was not harmed and nothing was stolen from the Shore Stop.

The suspect is described as a white male, approximately 6’00” to 6’02” tall and weighing approximately 210-250 pounds. Surveillance video and images are not yet available.

Governor’s Task Force Arrests Felon Found With Gun

Last night the Delaware State Police arrested 25-year-old Raheem Fullman of Dover, Delaware for gun charges after he was found loitering in the Brightway Commons apartment complex in Milford.

On August 28, 2023, at approximately 10:00 p.m., members of the Kent County Governor’s Task Force were patrolling Brightway Commons in Milford, which is an area where concerned residents have reported frequent drug use, violent crimes, and other quality of life issues. Unit members saw probationer and convicted felon Raheem Fullman loitering outside of an apartment building in Brightway Commons, where several people were drinking alcohol and smoking marijuana. A probation officer assigned to the Governor’s Task Force asked Fullman why he was loitering outside past the Brightway Commons curfew, but he was not cooperative and was taken into custody.

As Fullman was being detained, unit members saw a handgun in his waistband. When officers took the gun they saw that it was loaded and had an obliterated serial number.

Fullman was taken to Troop 3 and charged with the following crimes:

  • Possession of a Firearm by a Person Prohibited (Felony)
  • Possession of a Weapon With an Obliterated Serial Number (Felony)
  • Carrying a Concealed Firearm (Felony)
  • Possession of a Weapon in a Safe Recreation Zone (Felony)
  • Loitering

Fullman was arraigned by Justice of the Peace Court 7 and committed to Sussex Correctional Institution on $25,001 cash bond.

The Delaware State Police have identified 18-year-old Gricelda Ramirez-Chilel of Ellendale, Delaware as the woman who died in a two-car crash that happened on Sunday morning in Georgetown.

State Police Detectives Investigating Highway Shooting

Delaware State Police are investigating a shooting that occurred Sunday afternoon on State Route 141 in the area of Interstate 95 in New Castle.

On August 27, 2023, at approximately 5:30 p.m., troopers were dispatched to SR 141 northbound in the area of I-95 for a report of a shooting that resulted in a crash. Upon arriving, troopers observed a black Ford Fusion with heavy damage lodged under the guardrail and its front passenger, a 19-year-old man from Newark, Delaware, suffering from a gunshot wound to his leg. Troopers discovered the Fusion, operated by an 18-year-old woman from New Castle, Delaware, was traveling northbound on SR 141 when it was struck by gunfire coming from an unknown suspect in a red sports car. The suspect vehicle fled the scene in an unknown direction while the Fusion lost control and struck the guardrail.

The 18-year-old woman sustained minor injuries from the crash. Both occupants of the Fusion were transported to an area hospital for their injuries. Detectives recovered numerous bullet casings from the area. There is currently no suspect information available.

State Police Investigating Fatal Two-Car Crash

The Delaware State Police are investigating a fatal collision that occurred yesterday morning in Georgetown that left one woman dead and several people injured.

On August 27, 2023, at approximately 11:38 a.m., a gray 2007 Mazda 3 was traveling southbound on Dupont Boulevard south of W. Robbins Road, while a silver 2019 Nissan Murano was traveling northbound on Dupont Boulevard in the same area. For unknown reasons, the Mazda swerved sharply to its left and drove through the center grass median and into the northbound lanes, where it collided with the oncoming Nissan.

The front seat passenger in the Mazda, an 18-year-old woman from Ellendale, Delaware, was seriously injured in the crash. She was taken to an area hospital where she was pronounced dead. Her name is being withheld until her family and relatives are notified.

The driver of the Mazda, a 39-year-old woman from Ellendale, Delaware, was taken to an area hospital for non-life-threatening injuries.

The left backseat passenger in the Mazda, a 4-year-old boy from Ellendale, Delaware, was taken to an area hospital for serious injuries. He was later flown to another hospital for continued treatment.

Both the driver of the Nissan, a 58-year-old man from Bangor, Pennsylvania, and the front seat passenger, a 60-year-old woman from Bangor, Pennsylvania, were taken to an area hospital for non-life-threatening injuries.

Northbound Dupont Boulevard was closed for approximately four hours and southbound Dupont Boulevard was closed for approximately two hours while the scene was investigated and cleared.

Troopers Arrest Pair on Drug and Gun Charges

Yesterday morning the Delaware State Police arrested 35-year-old Jenny Fagan of Felton, Delaware and 46-year-old Antonio Malloy of Frederica, Delaware on numerous charges after a gun and drugs were found in their car. Fagan was also charged with DUI.

On August 26, 2023, at approximately 8:27 a.m., troopers responded to the Royal Farms located at 6 W. Lebanon Road in Dover to check on the driver of a blue Dodge Caravan that was seen slumped over the wheel with a needle in her arm. Troopers found the Caravan parked and running and contacted driver Jenny Fagan. Fagan was not fully conscious and had crack cocaine on her seat. Fagan got out of the Caravan so she could be treated by EMS personnel, and troopers had passenger Antonio Malloy exit the car as well.

Troopers searched the Caravan and found the following:

  • Approximately 45 prescription pills
  • Three wax baggies containing suspected heroin
  • Approximately 33.24 grams of cocaine
  • Approximately 6.82 grams of methamphetamine
  • Approximately 3.10 grams of crack cocaine
  • A concealed and loaded handgun that was reported as stolen in July 2023 by the Camden (DE) Police Department
  • Additional handgun rounds

Fagan also had four active warrants for her arrest.

Fagan and Malloy were taken to Troop 3 and charged with the following crimes:

Jenny Fagan:

  • Possession of a Controlled Substance in a Tier 3 Quantity (Felony)
  • Possession With Intent to Deliver a Controlled Substance (Felony) – 4 counts
  • Carrying a Concealed Firearm (Felony)
  • Receiving a Stolen Firearm (Felony)
  • Possession of a Controlled Substance in a Tier 1 Quantity (Felony)
  • Possession of a Firearm While Under the Influence
  • Possession of Drug Paraphernalia
  • Driving a Vehicle Under the Influence of Drugs

Fagan was arraigned by Justice of the Peace Court 7 and committed to Baylor Women’s Correctional Institution on $47,700 secured bond.

Antonio Malloy:

  • Possession of a Controlled Substance in a Tier 3 Quantity (Felony)
  • Possession With Intent to Deliver a Controlled Substance (Felony) – 4 counts
  • Possession of a Controlled Substance in a Tier 1 Quantity (Felony)
  • Possession of Drug Paraphernalia

Malloy was arraigned by Justice of the Peace Court 7 and committed to Sussex Correctional Institution on $41,100 secured bond.
