Detectives Investigating North Wilmington Home Invasion Robbery

The Delaware State Police are investigating an armed home invasion robbery that occurred early this morning in North Wilmington.

On September 5, 2023, at approximately 2:15 a.m., troopers responded to a residence on the 2000 block of Silverside Road, Wilmington, for a home invasion robbery. The ensuing investigation revealed that three suspects had entered the residence from an unsecured rear door and confronted two sleeping victims inside. The suspects demanded money from the victims while one of the suspects pointed a firearm. The victims complied, and the suspects fled from the home with an undisclosed amount of cash and property.

No one in the home was injured. The suspects are described as tall black males wearing dark-colored clothing and face masks. There is no surveillance footage available at this time.

Troop 2 Collision Reconstruction Unit Investigating Fatal Crash

The Delaware State Police continues to investigate a Bear area crash that occurred last month after 27-year-old Carlos Segundo-Potrero of Bear, Delaware, died Saturday afternoon from injuries sustained in the crash.

On August 30, 2023, at approximately 7:43 a.m., a yellow 2017 Volvo tractor towing a loaded auto-carrier was traveling in the left northbound lane of State Route 1 passing the intersection with the off ramp from State Route 40 eastbound. Simultaneously, a black 2007 Toyota Camry was negotiating the right curve on the ramp from SR 40 eastbound to SR 1 northbound when it lost control on the wet roadway. The Toyota crossed the grass-covered shoulder and entered the northbound lanes of SR 1 in the Volvo’s path. The driver’s side of the Toyota struck the front of the Volvo in the left northbound lane of SR 1.

The operator of the Toyota, identified as Segundo-Potrero, was transported to an area hospital, where he was admitted for critical injuries. On September 2, 2023, he died from injuries sustained in the crash. The front right passenger in the Toyota, a 32-year-old woman, was transported to an area hospital for serious injuries. The operator of the Volvo, a 49-year-old man from Ronks, Pennsylvania, was not injured.

State Police Investigating Fatal Bicycle Crash

The Delaware State Police are investigating a fatal bicycle crash that occurred Saturday night in New Castle that left one man dead.

On September 2, 2023, at approximately 9:02 p.m., a gray 2018 BMW M760 was traveling in the right eastbound lane on Pulaski Highway approaching the intersection with Wilton Boulevard. A bicyclist was traveling southbound from Wilton Boulevard approaching the intersection with Pulaski Highway. The bicyclist was struck by the BMW when he entered the intersection into the BMW’s path against the red traffic signal for southbound Wilton Boulevard. The bicyclist was ejected from the bicycle and came to rest approximately 50 feet southeast of the intersection.

The bicyclist, a 56-year-old man from Wilmington, Delaware, was taken by ambulance to an area hospital, where he was pronounced dead. His name is being withheld until his family and relatives are notified. The driver of the BMW, a 30-year-old man from New Castle, Delaware, was not injured.

The roadway was closed for approximately 4 hours while the scene was investigated and cleared.

Delaware State Police Announce New Electronic Fingerprinting Services

Delaware State Police (DSP) has partnered with IDEMIA, a top-tier identity security and authentication solutions provider for state and local agencies, to offer “IdentoGO” as a way for the public to securely prove their identity in person or online to enable trusted transactions. With more than two decades in the industry IdentoGO by IDEMIA has established a reputation for accuracy, reliability, and professionalism. Their services aim to enhance the capture, accuracy, tracking, and delivery of record information for background checks, ultimately improving the process.

Delaware citizens will greatly benefit from this program as it offers a convenient web portal and call center for scheduling enrollment sessions. The portal gives authorized users secure access to their status and results, thereby minimizing the wait time for results to be delivered after a fingerprinting service. The process will be made more efficient by IdentoGO as it eliminates the manual scanning and processing of fingerprint cards by the DSP State Bureau of Identification (SBI).

The state of Delaware is expanding its enrollment centers, increasing the total number from 3 to 9. There are currently three enrollment centers available, one in each county, which can be found at the SBI offices. Delaware State Police Identify Fugitive Killed in Officer-Involved Shooting

The Delaware State Police have identified Tremaine Jackson, 28, of Wilmington, Delaware, as the man killed in the  officer-involved shooting that occurred during his arrest in New Castle Thursday.

Preliminarily, the investigation reveals on August 31, at 7:22 a.m., detectives from the New Castle County Governor’s Task Force and the Delaware State Police Special Operations Response Team responded to Lowe’s, located at 2225 Hessler Boulevard in New Castle, to apprehend Jackson, a known fugitive. Troopers had been investigating Jackson for numerous crimes since July 2022 and knew he had multiple arrest warrants in Delaware and Pennsylvania for felony crimes and other offenses. Throughout the month of August (2023), Jackson was also involved in several vehicle pursuits that involved crashes. Due to his history of evading arrest, the risk in which he placed the public and his continued suspected involvement in criminal acts, Delaware State Police were actively attempting to arrest Jackson.

The investigation also reveals that during this operation, detectives observed Jackson leaving Lowe’s with a shopping cart full of suspected stolen merchandise. Troopers attempted to stop him, but he ran away. Jackson got into a vehicle that was parked behind the business and struck an unmarked DSP vehicle as he tried to flee. Jackson disregarded multiple commands to stop and physically resisted when a trooper tried to remove him from the car. As Jackson continued to drive his vehicle, a trooper became pinned between the guardrail and Jackson’s driver’s side door. A 4-year veteran and 12-year veteran of the Delaware State Police fired at Jackson after he refused to stop and continued to drive in a manner that posed a risk of death or serious injury to the officers. Jackson was struck and troopers attempted life-saving measures until paramedics took him to a hospital, where he was pronounced dead. Two troopers were injured during this incident and transported to a nearby hospital, where they were later released.

Per Delaware State Police standard operating procedures, the two troopers who were involved in the shooting were placed on administrative leave while a use-of-force investigation is conducted in conjunction with the Delaware Department of Justice.
