The Delaware State Police Sex Offender Apprehension and Registration Unit (S.O.A.R.) is currently looking for the following wanted sex offenders after they either failed to register or re-register at their current address. Delaware State Police are investigating multiple armed robberies that occurred in bank parking lots in New Castle County Friday afternoon.

On Friday, November 10, 2023, at approximately 12:30 p.m., troopers responded to Wells Fargo Bank, located at 2011 Concord Pike, Wilmington, for an attempted armed robbery. The investigation revealed that three black males approached a 49-year-old man as he walked to a family member’s car in the bank’s parking lot. The suspects, one of whom was carrying a handgun, forced the victim to the ground and demanded money. The victim was able to get up and run away from the suspects. The suspects then approached the victim’s family member seated in the car. The suspects pointed the handgun at the 36-year-old woman, who quickly fled the parking lot in her car. The suspects fled northbound on Concord Pike in a stolen silver Honda Accord bearing Pennsylvania registration MHF6959.

At approximately 1:00 p.m., troopers responded to TD Bank, located at 4010 Concord Pike, Wilmington, for an armed robbery. Troopers discovered that a 55-year-old woman was approached by two black males, one of whom was armed with a handgun, as she was exiting the bank. The suspects forcibly removed the victim’s cross-body purse and fled southbound on Concord Pike in the stolen Honda.

A short time later, at approximately 1:49 p.m., troopers responded to Bank of America, located at 2074 Limestone Road, for another armed robbery. During this incident, a 63-year-old woman was approached by two black males as she was exiting the bank. She was struck in the head by an unknown object before the suspects forcibly removed her purse from her shoulder.

The 63-year-old victim was taken to an area hospital by ambulance for a non-life-threatening injury. The remaining victims did not report any injuries. The suspects are described as approximately 4-5 black males wearing dark clothing and masks. Surveillance video and images are not yet available. The suspects are considered armed and dangerous. The stolen Honda Accord was found abandoned and unoccupied by the Philadelphia Police Department Friday night. Detectives have reason to believe the suspects have connections in New Jersey and Pennsylvania. The Delaware State Police is urging the public to remain vigilant while entering and exiting their local bank and report any suspicious activity to the police.

Delaware State Police have identified 75-year-old Irene Owen of Frankford, Delaware, as the woman who died in a fatal crash in Frankford on Tuesday, November 7, 2023.

Delaware State Police are investigating a single-vehicle crash that occurred on Tuesday afternoon in Frankford.

On November 7, 2023, at approximately 1:30 p.m., a 2018 Chevrolet Trax was traveling northbound on Dupont Boulevard approaching Frankford Avenue. For unknown reasons, the Chevrolet traveled off the east edge of the road and struck the side of a house.

The driver, a 75-year-old woman from Frankford, was transported to an area hospital. She died from her injuries later that night. Her name is being withheld until her family is notified. The crash did not result in any injuries to the residents.

The roadway remained open during the crash investigation.

On April 28, 1923, the Delaware State Police was founded.  At its inception, there were four initial stations established throughout Delaware. These four stations were located in Wilmington, New Castle, Dover, and Georgetown.  In 1925, the need for an additional facility to patrol the western side of Sussex County was quickly realized, and the State Highway Police were authorized to build a fifth facility. Station 5 was temporarily established at the Seaford Bridge while a permanent structure was being built approximately one mile south of Greenwood. In 1926, Privates Norman Purnell, Frank O’Neal, Charles Knox, Joseph Holt, Malcolm Orr, and Norman Voshell were assigned to Station 5 under the command of Corporal Oscar James.

By the mid-1930s, all stations within the State were providing 24-hour service. In 1935, for the first time in the history of the State Police, the Highway Department purchased a patrol car for each of the five troops. Between 1937 and 1938, the old wood frame building, temporarily serving as Station 5, was replaced with a new brick building designed to accommodate the growing force and its fleet of patrol cars and motorcycles. The Department underwent significant changes during the 1940s due to America’s involvement in World War II. Many uniformed members of the department were drafted into military service during this period, resulting in significant personnel shortages and the closure of Station 5.  During that time, Station 4 serviced the residents of Sussex County. On April 20, 1944, the Highway Commissioners changed the designation of Station 5 to Troop “E,” and it was also agreed that future Privates would be referred to as Troopers. Troop E was reopened on May 1, 1947, after the war had ended. Following its reopening, the troop no longer used a letter designation and was instead referred to as Troop 5. It was under the command of Sergeant Horace Hickman, who was later promoted to the rank of Captain in November of that same year. By the end of the 1940s, 18 troopers were assigned to Troop 5.

Expansion work of Troop 5 was completed on April 22, 1961, to create additional workspace for assigned troopers. The new expansion included staff offices, interview rooms, a detention area, an indoor pistol firing range, an inter-troop intra-state teletype system, and a garage for minor repairs. This expansion doubled the space of the original building.

In 1990, a truck driver was traveling northbound on US 13 when his truck veered off the roadway and demolished the south side of Troop 5. Although two troopers were present in the building, there were no serious injuries resulting from the collision. Due to severe structural damage, troop operations were moved to Troop 4, located north of Georgetown. After repairs, operations were moved back to the newly renovated Troop 5 in 1991.

In October 2005, Troop 5 relocated from north of Bridgeville to a newly renovated Visitor’s Center on 5 acres of land just south of Bridgeville along US 13. This land also allowed for the construction of a separate building for Sussex County Paramedics Station #107. The facility was renamed the Adams-Ewing Public Safety Complex to pay tribute to former Delaware State Senator Thurman G. Adams Jr. and retired Delaware State Police Lt. Colonel and former Representative J. Benjamin Ewing Jr., who played a crucial role in bringing this project to fruition. From its humble beginnings of being staffed by 7 troopers to its current complement of 41 troopers and civilian staff under the command of Captain Jon Wood, Troop 5 personnel continue their mission to enhance the quality of life for all Delaware citizens and visitors by providing professional, competent, and compassionate law enforcement services.

The Delaware State Police are investigating a single-vehicle fatal crash that occurred last night in Smyrna that left one woman dead.

On November 4, 2023, at approximately 9:19 p.m., a black 2016 Honda Accord was traveling eastbound on Wheatleys Pond Road in the area of Sunnyside Road at an apparent high rate of speed. The Honda failed to negotiate a curve and traveled off the edge of the roadway into a ditch. The Honda continued through the ditch and rolled over, ejecting the driver, and ultimately came to rest in a field.

The driver, a 47-year-old woman from Clayton, was not wearing her seatbelt at the time of the crash. She was transported to an area hospital, where she died. Her name is being withheld until her family and relatives are notified.

The roadway was closed for approximately 3 hours while the scene was investigated, and the roadway was cleared.

Delaware State Police are investigating an armed robbery in Wilmington on Friday afternoon.

On Friday, November 3, 2023, at approximately 1:07 p.m., troopers responded to Claymont Steak Shop, located at 2720 Concord Pike, for an armed robbery. The investigation revealed that two black males approached the victim, who was sitting in his car in the parking lot. The suspects displayed handguns as they demanded money from him. After the victim gave the suspects an undisclosed amount of money, they fled the area in a white vehicle. The troopers who responded to the incident searched the area for the suspect but were unable to locate them.

There were no reported injuries following the incident. The suspects are described as black males wearing dark clothing. Surveillance video and images are not yet available. Detectives are investigating whether the suspects followed the victim after the victim made a cash withdrawal from a local bank.

Delaware State Police are investigating an armed robbery at a liquor store on Friday afternoon.

On Friday, November 3, 2023, at approximately 1:09 p.m., troopers responded to Liquor Stop, located at 6129 South Rehoboth Boulevard in Milford, for an armed robbery. The investigation revealed that an unknown white male entered the store and displayed a handgun as he demanded money from the employee. After the employee gave the suspect an undisclosed amount of money, he fled the store. The troopers who responded to the incident searched the area for the suspect but were unable to locate him.

There were no reported injuries following the incident. The suspect is described as a white male wearing dark-colored clothing and sunglasses. Surveillance video and images are not yet available.
