Delaware State Police Announces Promotion of Captain Robert F. Wallace to the Rank of Major

Colonel William D. Crotty, Superintendent of the Delaware State Police, is proud to announce the promotion of Captain Robert F. Wallace to the rank of Major, assigned as the Executive Staff-Administrative Officer at Headquarters.

In his new role, Major Wallace is responsible for overseeing the agency’s administrative and support functions, including Human Resources, the Training Academy, the Firearms Training Unit, Budget and Fiscal Control, Purchasing and Supply, Transportation, Building Maintenance, and Victim Services. He also works closely with state agencies to ensure effective and fiscally responsible personnel management.

Major Wallace brings over 27 years of diverse law enforcement experience to the Executive Staff. He most recently served as the Director of the Delaware Information and Analysis Center (DIAC), the state’s designated fusion center, where he led multi-agency intelligence-sharing efforts and managed the operations of the Real-Time Crime Center in support of the State Police Enhanced Analytic Response, a data-driven strategy used to combat crime. Prior to that, he served as the Troop Commander of Troop 2, where he facilitated capital improvements and coordinated law enforcement response to critical infrastructure events.

Throughout his career, Major Wallace has held numerous leadership positions, including assignments in the Office of Strategic Development, the High-Tech Crimes and Gang Units, the Division of Gaming Enforcement, and the Kent County Drug Unit. He also served in leadership roles as a Lieutenant at both Troops 6 and 9. He has represented Delaware State Police in high-level security operations during Presidential visits and has been instrumental in developing agency policy, revising promotional processes, and enhancing coordination of cyber and homeland security.

Major Wallace is a graduate of the FBI National Academy Session #279. He holds a Master of Science in Public Safety Leadership and Administration from Arizona State University and a Bachelor of Science in Law and Justice from The College of New Jersey. He served on several interagency committees, including the Delaware Homeland Security Advisory Council, the Cyber Security Advisory Council, and the FIFA 2025/2026 Intelligence and Threat Analysis Group.

From field operations to policy and planning, Major Wallace’s depth of experience and strategic mindset continue to strengthen the Delaware State Police’s ability to serve with professionalism, preparedness, and purpose.  We congratulate him on his well-deserved promotion and thank him for his continued service to the citizens of Delaware.


Delaware State Police Announce Promotion of Major Jeremiah Lloyd to the Rank of Lieutenant Colonel

Colonel William D. Crotty, Superintendent of the Delaware State Police, is proud to announce the promotion of Major Jeremiah Lloyd to the esteemed rank of Lieutenant Colonel. In his new role as Lieutenant Colonel, he will oversee all operations of the Delaware State Police and have direct supervision over the Office of Professional Responsibility, Office of Strategic Development, Information Technology, and Criminal Justice Information Services Security, Audit, and Training.

Lieutenant Colonel Lloyd brings a wealth of experience and a distinguished career to his new position. A 20-year veteran of the DSP, he has demonstrated exceptional leadership, accountability, innovation, and dedication in every role he has undertaken.

Lieutenant Colonel Lloyd earned a Master of Science in Criminal Justice with a concentration in Homeland Security from Saint Joseph’s University in 2018 and a Bachelor of Science in Criminal Justice from Wilmington University in 2004. He has exemplified a commitment to professional development throughout his career, having completed advanced training, including the prestigious FBI National Academy Session 284.

Most recently, in his role as DSP’s Administrative Officer, he oversaw a wide range of responsibilities critical to the success of DSP, including managing the division’s budget, training academy, human resources, transportation section, and victim services. These key areas reflect just a portion of his broad responsibilities, as he played a vital role in maintaining the division’s operational excellence. Lieutenant Colonel Lloyd led the initiation of a Crisis Intervention Team pilot program to focus efforts towards specially trained troopers being the primary responders to those suffering a mental health crisis.

Before joining the Executive Staff, Lieutenant Colonel Jeremiah Lloyd served as a Troop Commander at Troop 6 (Prices Corner), where he led the Troop while enhancing community partnerships, piloting advanced crime analysis technology, and successfully navigating the complex planning and relocation process of the new facility DSP recently opened in the Troop 6 area. He initiated proactive community outreach efforts with the Delaware Health and Social Services Division of Substance Abuse and Mental Health, increasing access to resources for underserved communities. These efforts have since been replicated throughout the state.

Lieutenant Colonel Lloyd also previously served as the Deputy Commander of the Troop 2 Criminal Investigations Unit in New Castle County, where he oversaw detectives and professional staff, improved investigative accountability, and spearheaded technology upgrades in their facilities. In his various roles, his efforts have contributed to advancing evidence-based policing strategies and fostering collaboration with academic and community partners. As a Lieutenant, he also played a pivotal role in establishing the foundation of the Real Time Crime Center when it was launched in 2017. Leading a team of crime analysts and criminal intelligence officers, Lieutenant Colonel Lloyd spearheaded efforts to develop innovative strategies for statewide crime and traffic reduction. He contributed to the implementation of an upgraded statewide information sharing system, oversaw a substantial grant focused on reducing gun violence, and enhanced the division’s operational communication with cutting-edge software applications. As a Sergeant and Trooper, Lieutenant Colonel Lloyd gained extensive experience in Criminal and Special Investigations, as well as patrol functions, primarily serving communities in Kent County.

Beyond his professional accomplishments, Lieutenant Colonel Lloyd is deeply committed to community service. He has served on the Camp Barnes Board of Directors, the Appoquinimink School Safety Committee, and volunteered with Special Olympics Delaware. He has been a member of the Odessa Volunteer Fire Company since 1995 and has been a long-standing youth football and Little League coach.

Delaware State Police Announce Promotion of Captain J. Andrew Lloyd to the Rank of Major

Colonel William D. Crotty, Superintendent of the Delaware State Police, is proud to announce the promotion of Captain J. Andrew Lloyd to the esteemed rank of Major, which was effective on June 27, 2025. In his new role as the New Castle County Operations Officer, Major Lloyd brings more than two decades of experience, strategic leadership, and a long-standing commitment to excellence that continues to strengthen the Delaware State Police (DSP).

Major Lloyd began his law enforcement career as a patrol trooper at Troops 6 and 7 before being promoted to Sergeant at Troop 9. In that role, he guided patrol troopers, responded to critical incidents, and mentored his subordinates in their professional development.

He went on to supervise the Criminal Investigations Unit at Troop 2, where he managed the Drug Unit, Property Crimes Unit, and Robbery Unit. He led a joint investigation in collaboration with the New Castle County Police Department, the Wilmington Police Department, and the Drug Enforcement Administration that disrupted one of the largest heroin distribution networks in Delaware’s history. He also led investigations into racketeering and firearms-related crimes, collaborated with federal partners, and was recognized as an expert witness in Superior Court.

In 2019, he was promoted to Lieutenant at Troop 9, where he led a team of 35 sworn troopers and civilian staff. He coordinated with civic organizations and government agencies, addressed problem areas, and ensured investigative accountability. That same year, Major Lloyd was named a 2019 IACP 40 Under 40 award recipient, an international honor recognizing him as one of the top law enforcement leaders worldwide under the age of 40.

From 2021 to 2024, Major Lloyd served as Director of the State Bureau of Identification, where he modernized background check systems, improved fingerprint digitization, negotiated major contracts, and advanced Delaware’s participation in the National Fingerprint File. He also led the division’s largest civilian workforce and played a key role in supporting public safety legislation.

Most recently, Major Lloyd served as the Commander of Troop 3, where he led nearly 100 troopers and civilian staff. Under his leadership, Troop 3 increased proactive enforcement efforts and strengthened community partnerships to support crime reduction initiatives. He also managed DSP’s operational response to major events, such as NASCAR and the Phish Festival, while overseeing the implementation of the High-Risk Violent Offender program.

Major Lloyd earned a Master of Science in Criminal Justice with a focus on Homeland Security from Saint Joseph’s University in 2018 and a Bachelor of Science in Criminal Justice from Wilmington University in 2004. He is also a graduate of the FBI National Academy, Session 289.

Beyond his professional duties, Major Lloyd stays actively involved in community service. He has coached youth softball, basketball, and Little League for over ten years, and he continues to volunteer with Special Olympics Delaware. He has also participated on various DSP committees, including serving as Chair of the Wellness Committee and Co-Chair of the Events Committee for the 100th Anniversary Planning Committee.

Major Lloyd earned a Master of Science in Criminal Justice with a concentration in Homeland Security from Saint Joseph’s University in 2018 and a Bachelor of Science in Criminal Justice from Wilmington University in 2004. He has exemplified a commitment to professional development throughout his career, having completed advanced training, including the prestigious FBI National Academy Session 284.

Before assuming this role, Major Lloyd served as Deputy Commander of Troop 2’s Criminal Investigations Unit, where as a Lieutenant, he oversaw over 25 detectives and professional staff, improved investigative accountability, and spearheaded technology upgrades in the unit’s interview rooms. His efforts have contributed to advancing evidence-based policing strategies and fostering collaboration with academic and community partners. Also, as a Lieutenant, he played a pivotal role in establishing the foundation of the Real Time Crime Center when it was launched in 2017. Leading a team of crime analysts and criminal intelligence officers, Major Lloyd spearheaded efforts to develop innovative strategies for statewide crime and traffic reduction. He contributed to the implementation of an upgraded statewide intelligence system, oversaw a substantial grant focused on reducing gun violence, and enhanced the division’s operational communication with cutting-edge software applications.

Beyond his professional accomplishments, Major Lloyd is deeply committed to community service. Delaware State Police Announce Promotion of Captain Christy Ballinger to the Rank of Major

Colonel Melissa Zebley, Superintendent of the Delaware State Police, proudly announces the promotion of Captain Christy Ballinger to the esteemed rank of Major on January 9th, 2024.  Assuming the role of Administrative Officer for the division, Major Ballinger brings a wealth of experience, dedication, and exemplary leadership cultivated over her illustrious two-decade career within the Delaware State Police.

Major Ballinger embarked on her journey with the DSP on July 26, 2002, as a recruit in the 73rd DSP Academy Class. Upon completing her academy training, she was assigned to Troop 1 and Troop 2 for field training. In 2003, she was assigned to Troop 5 patrol. After serving in a uniformed patrol capacity for nearly 8 years, she transitioned to Troop 3 Polygraph in the Criminal Investigations Unit in 2010. In September 2012, she was promoted to Sergeant and assumed the role of patrol shift supervisor at Troop 4 until November 2014.

Over the course of her distinguished career, Major Ballinger has assumed various roles, exemplifying her adaptability and commitment to the Delaware State Police. Serving as a Sergeant in Human Resources-Polygraph from November 2014 to April 2018, Traffic Lieutenant at Troop 7 from April 2018 to May 2019, and Criminal Lieutenant at Troop 7 from May 2019 to October 2021, Major Ballinger has consistently showcased her exceptional leadership skills. Her capacity to oversee a substantial number of patrol troopers, effectively manage troop-level discipline, and actively engage with the community through various events and partnerships with neighboring agencies highlights her invaluable contributions to the Delaware State Police

In October 2021, she was promoted to the rank of Captain and was subsequently assigned to Troop 5. Serving as Troop Commander of Troop 4 from December 2022 to January 2024, Major Ballinger exhibited outstanding leadership skills while overseeing the activities of patrol troopers and criminal investigators. Her impact extended to key initiatives such as the Troop 4 Building Project, where she played a pivotal role. In addition to her operational responsibilities, Major Ballinger took on the crucial role of Chairperson for the Diversity Council, demonstrating a commitment to fostering an inclusive environment within the Delaware State Police. Her active involvement in the Delaware State Police 100th Anniversary Events Committee further underscored her commitment, contributing significantly to the success of commemorative events during this milestone celebration.

Major Ballinger’s educational background includes a Bachelor of Arts degree in Political Science from Arcadia University. She has also undergone specialized training in polygraph examination from the Maryland Institute of Criminal Justice and is a member of the American Polygraph Association.

Her leadership acumen is highlighted by her graduation from the prestigious Federal Bureau of Investigation National Academy in 2023 and her membership in the International Association of Chiefs of Police since 2022.

In her current role as the Administrative Officer for the Delaware State Police, Major Christy Ballinger is poised to continue her contributions to the division and the community. We congratulate Major Ballinger and her family on her well-deserved promotion.

Colonel Melissa A. Zebley is Honored to Announce the Promotion of Captain Jason H. Sapp to the Rank of Major

Dover, Delaware – The Delaware State Police Superintendent, Colonel Melissa A. Zebley, proudly announces the promotion of Captain Jason H. Sapp to the rank of Major on November 3rd, 2022.

On July 21st, 1995, Major Sapp was appointed as a Trooper Recruit to the 64th D.S.P. Academy Class. Upon completing his academy training, he was assigned to Troop 1 and Troop 6 for the Field Training Officer program. After serving in a uniformed patrol capacity at Troop 6 for four years, he was transferred to the Criminal Investigations Unit, specifically the New Castle County Governor’s Task Force, in 2001.  In April of 2002, he was promoted to the rank of Sergeant and assumed the role of the officer in charge of the Governor’s Task Force for two years before returning to Troop 2 Patrol as a uniformed patrol supervisor.  In October 2005, he was promoted to the rank of Lieutenant and assigned to Troop 2, where he served in both uniformed patrol and the Criminal Investigations Unit with oversight of ten special units at various times. Four years later, he was transferred to the Human Resources Section as the Deputy Director, wherein he had direct oversight of the recruitment and hiring of sworn and civilian personnel. Since his promotion to the rank of Captain in July of 2010, he has served as the Director of the State Bureau of Identification, the Troop Commander of Troop 9 in Odessa, the Troop Commander of Troop 2 in Newark, the Director of the Delaware State Police Training Academy as well as the Administrator for the Council on Police Training. In July of 2021, he was transferred to the Office of Strategic Development with oversight of Inspections and Accreditation, Planning and Research, and the Community Engagement Unit. On November 3, 2022, he was promoted to the prestigious rank of Major as a 27-year member of the Division. He will serve on the Executive Staff as the New Castle County Operations Officer.

Major Sapp has served in many leadership roles during his career and brings extensive knowledge, work ethic, and unique skill sets to this new position. He has a Bachelor of Science Degree in Criminal Justice from the University of Delaware and has also attended the Federal Bureau of Investigation National Academy in Quantico, Virginia. At the time of his appointment to Major, he served as the Statewide Honor Guard Commander, a position he has held since September of 2010. Major Sapp is also a member of the Delaware State Police Diversity Council, the Delaware State Police Protocol Committee, the Delaware State Police 100th Anniversary Committee, the Delaware State Police Museum Board of Directors, and he is the State Director for the American Association of State Troopers.

A resident of Kent County, Major Sapp is a thirteenth-generation Delawarean who is proud to have grown where his roots were planted.  We appreciate his unwavering commitment to dedicated service and hard work to the Delaware State Police and the citizens of our state. Colonel Melissa A. Zebley Proudly Announces the Promotion of Captain Peter B. Sawyer to the Rank of Major

Major Peter “Pete” Sawyer has been a member of the Delaware State Police since November of 1996. Prior to his employment with the Delaware State Police, he was a patrol officer with the Rehoboth Beach Police Department for three years. He was promoted to the rank of Major on June 3, 2021 and is currently assigned as the Special Operations Officer. The duties associated with this position includes oversight of all Delaware State Police full-time Special Operations Units, to include the Intelligence and Homeland Security Section, the Delaware Information and Analysis Center (DIAC), the Aviation Section, the Maritime Unit, the Homicide Unit, Crime Lab, the State Bureau of Investigation (SBI), the Delaware Gaming Enforcement Unit, and the Executive Protection Unit.

The Special Operations officer also has oversight of all Delaware State Police part-time special units statewide to include the Conflict Management Team, Explosive Ordinance Disposal Unit, Scuba Unit, Special Operations Response Team (SORT), Tactical Control Unit, Canine Unit, and Mounted Unit.

Prior to his promotion, Major Sawyer was assigned as the Homicide Unit Commander, Troop 2 Criminal Investigations Unit Commander, and Director of the Intelligence and Homeland Security Section. There, he was responsible for the daily operation of the Delaware Information and Analysis Center, which is the State designated fusion center for Delaware. In addition, he had oversight for other operational units within the Delaware State Police. These included the Maritime Unit, the Critical Infrastructure Protection Unit, the High Technology Crimes Unit, the Electronic Surveillance Unit, and the Internet Crimes Against Children Unit. Major Sawyer also served as the Troop 6 Deputy Troop Commander, Governors Task Force (GTF) supervisor, shift commander/patrol sergeant, property crimes detective, and patrol trooper.

Major Sawyer is a graduate of University of Delaware with a Bachelor’s Degree in Criminal Justice earned in 1992 and a 2016 graduate of the 253rd Session of the Federal Bureau of Investigation (F.B.I.) National Academy.

Pete also serves on the Delaware Law Enforcement Torch Run for Special Olympics Executive Committee as the Assistant Director.

Delaware- The Delaware State Police Superintendent, Colonel Melissa A. Zebley announces the promotion of Captain William Crotty to the rank of Major on August 28th, 2020.

Major William Crotty has been a member of the Delaware State Police since January of 1997 and is a graduate of the 66th Delaware State Police Academy class.  Upon graduation from the Delaware State Police Academy, Major Crotty was assigned to Uniformed Patrol at Troop 1 (Penny Hill).  Major Crotty in May of 2001 was assigned to the Governor’s Task Force where he served until 2004 when he transferred to Uniformed Patrol at Troop 7 (Lewes).  After serving at Troop 7 for two years, Major Crotty was assigned to the Sussex County Drug Unit until his promotion to the rank of Sergeant in 2007.

As a Sergeant, Major Crotty served in Uniformed Patrol operations at Troop 7 (Lewes).  In the spring of 2009, Major Crotty was promoted the rank of Lieutenant and was assigned as the Regulatory Director of the State Bureau of Identification in Dover.  In 2010, Major Crotty was provided the opportunity to serve in the Criminal Intelligence Section of the Delaware State Police as the Deputy Fusion Center Director and later as the Special Projects Coordinator.  Major Crotty was promoted to the rank of Captain in 2016 and was assigned at the Criminal Intelligence Commander for the Delaware State Police.  In the spring of 2019, Major Crotty returned to operations as the Troop Commander for Delaware State Police Troop 4 (Georgetown).

In addition to these assignments, Major Crotty was an eleven year member of the Special Operations Response Team, a member of the Delaware State Police 21st Century Policing Committee and served four years (two as chair) of the Delaware State Police Diversity Counsel.

Major Crotty earned his Bachelor’s Degree in Psychology from the University of Delaware. He is a graduate of the Naval Post Graduate Fusion Center Leaders Program and attended the 248th Session of the (FBI) National Academy.

Lieutenant Colonel Melissa A. Zebley Appointed Superintendent of The Delaware State Police

Delaware State Police Divisional Headquarters, Dover – The Delaware State Police proudly announces its new Superintendent, Colonel Melissa A. Zebley, appointed by Governor John Carney, today, July 9, 2020.

Lieutenant Colonel Zebley is a 28-year member of the Division and was appointed as a trooper in July of 1992. Upon completion of her academy training, she was assigned to Troop 6, Prices Corner. In September 1997 she was transferred to the academy as a Drill Instructor. She served that function until December 2001.  In April 2002 Zebley was promoted to the rank of Sergeant and was assigned to Troop 1, Penny Hill.  She served as a patrol supervisor until October 2005 when she was transferred to the Public Information Office and later assumed the role of Director. In February 2007 she was promoted to the rank of Lieutenant and assigned to Headquarters as the Fiscal Officer for the Division. In April 2009 she was transferred to Troop 2 near Glasgow where she was in charge of patrol operations for the troop. In August 2009 Zebley was promoted to Captain and was transferred to Troop 1 as the Commander. In September 2010, she was promoted to Major and served on the Executive Staff as the Administrative Officer and the New Castle County Operations Officer.  In August 2019, Major Zebley was promoted to the rank of Lieutenant Colonel, appointed by the Superintendent, Colonel Nathaniel McQueen Jr.  She will take command of the Delaware State Police on Monday, July 13, 2020 serving as the agency’s 26th Superintendent.

In 1991, Lieutenant Colonel Zebley graduated from the University of Delaware with a Bachelor of Science Degree. She also graduated from the Northwestern University School of Police Staff and Command in 2000. She continued her education and earned a Master of Science Degree in 2003 from Wilmington University. Colonel Zebley is a 2008 graduate of the 235th  Session of the Federal Bureau of Investigation (F.B.I.) National Academy. In addition, she has been a Wilmington University adjunct instructor and a program assistant for the Criminal Justice Program. She has organized the annual Women in Criminal Justice Leadership Conference since its inception in 2005.

“I am humbled and honored to serve as the 26th Superintendent of the Delaware State Police.  I thank Governor Carney and Acting Secretary Chandler for their faith in me to lead this division of professional and dedicated members.  I pledge to serve with the dignity and honor befitting the high standards of the agency,” Lieutenant Colonel Zebley said.  “The Delaware State Police remain steadfast in our mission of service to all citizens and will continue on our course of community collaboration and progressive policing.”
