Delmar, DE- The Delaware State Police are issuing a Gold Alert for Betty D. Turner, 49, of Delmar, DE.

Troopers are looking for Betty D. Turner who hasn’t been seen or heard from since approximately 10:30 a.m. today, Friday, July 01, 2016, after calling her place of employment. There is a concern for Betty’s welfare as troopers have been unable to locate her and attempts to contact her have been unsuccessful.

Betty Turner is described as being 5’03” tall, weighs approximately 145 lbs., and has brown hair and brown eyes. She may be operating a white 1999 Nissan Altima which has a broken rear window covered by a plastic bag, and bears DE registration 965905. There is no clothing description available for Turner.

Bethany Beach, DE– The Delaware State Police are identifying the bicyclist involved in the Wednesday night hit and run crash as Anastasia Ciolpan, 20 from the country of Moldova. Anastasia is still admitted at Christiana Medical Center in critical condition.

The operator of the vehicle involved has been identified as Dustin L. Lowe, 23 of Frankford. He was operating a 2011 Ford Escape southbound on Kent Ave approaching the bicyclist from behind.  For unknown reasons, the vehicle struck the bicycle from behind knocking Ms. Ciolpan to the ground in the right lane just east of the south bound fog line.  Lowe continued south on Kent Avenue without slowing or stopping.

The Collision Reconstruction Unit is continuing their investigation into this incident and charges are forthcoming.

Troopers Investigating a Serious Hit and Run Crash Involving a Bicyclist in Bethany Beach

Bethany Beach, DE– The Delaware State Police Collision Reconstruction Unit has been requested by Bethany Beach Police Department to investigate a hit and run crash seriously injuring a bicyclist.

The incident occurred around 11:09 p.m., Wednesday June 29, 2016, as a 20-year-old female foreign national residing in Ocean View, was riding her bicycle southbound on the southbound shoulder of Kent Avenue just north of Jefferson Bridge Road. An unknown make and model S.U.V., black in color, operated by an unknown subject was traveling southbound on Kent Ave approaching the bicyclist from behind.  For unknown reasons, the vehicle struck the bicycle from behind knocking the female to the ground in the right lane just east of the south bound fog line.  The unknown vehicle and operator continued south on Kent Avenue without slowing or stopping.

The female bicyclist was initially transported to Beebe Healthcare by EMS where she was stabilized before being flown by Lifenet to Christiana Medical Center where she has been admitted in critical condition. She was not wearing a helmet nor did she have a light affixed to her bicycle at the time of the collision, however, the bicycle did have the appropriate reflectors.  Her name and country of origin are being withheld pending notification of next of kin.

No further description of the vehicle or operator were able to be obtained during the preliminary investigation.

Frederica-The Delaware State Police Homicide Unit has released the name of the male who was fatally wounded late Monday evening north of Frederica as Raymond A. Hutson, 25 of Greensboro, Maryland. An autopsy conducted today by the Delaware Division of Forensic Science has determined he died as a result from a gunshot wound.

The small caliber handgun recovered at the scene was in fact a gun cigarette lighter. (Picture of a similar handgun cigarette lighter attached)

This incident remains under investigation by the Delaware State Police Homicide Unit.

Trooper Involved Shooting with Suspect Fatally Wounded, Frederica

Frederica-The Delaware State Police Homicide Unit is currently investigating a trooper involved shooting that occurred late Monday evening north of Frederica, which has left a 25 year old Greensboro man dead.

The following information outlines the preliminary investigation into a trooper involved shooting that occurred last night north of Frederica, Delaware.

The initial investigation has determined the incident occurred on Monday, June 27, 2016 at approximately 11:51 p.m., as deputies from the Caroline County Sheriff’s office entered into Delaware in pursuit of a red 1994 Ford pickup truck, operated by a 25 year old male from Greensboro, Maryland. The pursuit was initiated by the deputies after it was revealed the pickup truck was stolen in Maryland and the suspect operating the vehicle was wanted for several burglaries in Maryland and Delaware. The suspect continued throughout western Kent County driving in a reckless manner running vehicles off the roadway. At this point Troopers became involved in the pursuit in the area of Felton. As the pursuit continued eastbound on SR 12 the suspect was seen displaying a handgun in his left hand. The pursuit continued into the town of Frederica where the suspect drove eastbound in the westbound lane and then turned northbound onto north Frederica Road. The suspect then drove northbound in the southbound lane of SR 1 into oncoming traffic. The suspect vehicle came to a stop on the southbound shoulder of SR 1 south of Barrett’s Chapel Road. Troopers and deputies initiated a felony traffic stop on the suspect vehicle as they observed him holding a handgun.

A trooper directed verbal commands toward the suspect to drop the weapon. The suspect ignored numerous verbal commands and then began waving the gun in the direction of the troopers and deputies. The trooper then discharged his divisionally issued patrol rifle striking the suspect who was still seated in the driver’s seat of the pickup truck.

The 25 year old male was pronounced dead at the scene by responding EMS, and his body was later turned over to the Delaware Division of Forensic Science Office to determine the cause and manner of death. The name of the suspect is being withheld at this point pending the notification of his next of kin.

The 27-year-old trooper involved in this incident has been employed by the Delaware State Police for four years and is assigned to Troop 3 patrol in Camden, DE. He has been placed on administrative leave as per Divisional Policy pending the outcome of the investigation. The Trooper involved in this incident was not injured.

The suspect was wanted out of Kent County Superior Court for Burglary 3^rd degree, Violation of Probation and Disregarding a Police Officer Signal while Driving Suspended or Revoked, Reckless Driving and Speeding.

Townsend, DE- Delaware State Police have arrested a Middletown man after he was found to be in possession of a large amount of cocaine during a traffic stop last night.

On Thursday, June 30, 2016, at approximately 9:50 p.m., troopers assigned to the New Castle County Governor’s Task Force (GTF) observed a silver Chrysler 300 traveling in the left hand lane of southbound SR1 approaching the North Smyrna exit. The operator of the vehicle, later identified as Nakia Wiggins, 41, of Middletown, then entered into the right hand lane of the highway without utilizing his turn signal. His vehicle then drifted partially out of the right hand lane. A traffic stop of the Chrysler was then conducted.

As unit members made contact with Wiggins and obtained his name, they discovered that he was currently driving with a suspended operator’s license. A black digital scale was also observed in plain view inside of the car. Wiggins was then removed from the vehicle and during a subsequent pat down search, he was found to be in possession of a total of 95 grams of cocaine and $558.00 in suspected drug sale proceeds.

Nakia Wiggins was arrested and charged with Possession of a Controlled Substance, Possession of a Controlled Substance in a Tier 5 Quantity, Possession with the Intent to Deliver a Controlled Substance in a Tier 2 Quantity, Possession of a Controlled Substance in a Tier 2 Quantity, Possession of Drug Paraphernalia, Failure to Signal a Lane Change, and Failure to Remain in a Single Lane. He was arraigned at JP Court 11 and committed to the Howard R. Young Correctional Institution for lack of $250,000.00 cash bond.

Seaford – Troopers are investigating a shooting that sent one victim to an area hospital with non-life-threatening injuries.

The incident happened around 12:15 a.m., Friday July 1, 2016, after the Sussex County Emergency Operations Center (9-1-1) received a call in reference to shots being fired in the 5600 block of Byard Ave. Troopers arrived at the residence and found a 38-year-old female with a single gunshot wound to her upper torso.  The victim was airlifted to an area hospital where she was being treated for the non-life-threatening injury.

The investigation into this incident is on-going and no suspect information could be provided.

Joseph R. Genitempo, 34, originally of Felton, is wanted for Rape 1^st after an investigation began when an 11-year-old female disclosed to her mother that she was sexually molested by him over the course of year and a half beginning back in August of 2014.

Genitempo may be living somewhere in New Jersey.

Bridgeville-The Delaware State Police are issuing a Gold Alert for Brian D. Shields of Bear who was last heard from in the area of Oak Road and Silent Hill Road, Bridgeville on Wednesday June 29, 2016 around 3:25 p.m.

Brian is a white male, 33 years of age, 5’09” tall, 179 lbs., brown hair and blue eyes. (Photo Attached)

Troopers have been unable to make contact with Brian to check on his welfare. Attempts to locate him have been unsuccessful and there is a real concern for his safety and welfare.

Millsboro- The Delaware State Police Collision Reconstruction Unit is investigating a fatal crash involving two vehicles on John J. Williams Highway (SR24) near Rock Pile Way that occurred early this morning.

The incident occurred around 4:40 a.m., Thursday June 30, 2016 as Corey A. Burton, 20 of Millsboro, was operating a 2004 Ford Mustang westbound on John J. Williams Highway (SR24), in the area of Rock Pile Way. Justin B. Baldwin, 35 of Salisbury, Maryland, was operating a 2013 Isuzu six wheel box truck eastbound in the same vicinity.  For unknown reasons, the Mustang crossed the center line and entered the opposing travel lane directly in front of the box truck. Baldwin swerved right in an attempt to avoid the Mustang, but the two vehicles struck nearly head-on in the eastbound travel lane.  After the impact, the Mustang rotated clockwise and came to rest on the westbound shoulder.  The Isuzu box truck continued in an easterly direction and came to a stop partially in the grass off the eastbound shoulder.

Cory Burton was not properly restrained and was partially ejected. He was pronounced dead at the scene.

Justin Baldwin was properly restrained and was uninjured in the crash.

The Collision Reconstruction Unit is continuing their investigation into this incident. Alcohol and drugs may have been a contributing factor on behalf of Burton.  SR24 was closed between Maryland Camp Road and William Street Road for approximately four hours while the crash was investigated and cleared.

Millsboro- The Delaware State Police Collision Reconstruction Unit is currently investigating a fatal crash involving two vehicles on John J. Williams Highway (SR24) near Rock Pile Way that occurred around 4:40 a.m. this morning. One person has died as a result of this crash.

SR24 is closed between Maryland Camp Road and William Street Road. Commuters are advised to seek alternate routes of travel.
