Troopers Arrest Man for DUI and Attempted Vehicle Theft

The Delaware State Police have arrested 27-year-old Richard Mullins of Millsboro, Delaware after he crashed his car and attempted to steal another in the Lewes area early this morning.

On January 11, 2023, at approximately 12:19 a.m., troopers responded to John J. Williams Highway east of Dorman Road for a vehicle collision. Troopers arrived and learned that the driver of a red 2007 Cadillac Escalade had fled from the scene on foot after he struck the back of an unoccupied construction truck that was parked on the shoulder. As he fled from the area, the driver, later identified as Richard Mullins, attempted to steal another work truck, but a worker was able to remove the keys from the ignition before he could leave. Mullins then continued fleeing the scene.

Troopers began looking for Mullins in the surrounding area. Troopers found him running away westbound on John J. Williams Highway. Mullins ignored commands to stop, but a trooper was able to take him into custody after a short foot chase and taser deployment.

Mullins displayed signs of impairment. He was taken from the scene to Troop 7 and charged with the following crimes:

  • Attempted Theft of a Motor Vehicle (Felony)
  • Resisting Arrest (Felony)
  • Failure to Comply With Taking of Photographs and Fingerprints
  • Driving a Vehicle Under the Influence
  • Numerous traffic charges

Mullins was arraigned by Justice of the Peace Court 3 and committed to Sussex Correctional Institution on $6,400 cash bond.

Impaired Driver Arrested Following Hit-and-Run Investigation

Delaware State Police arrested 53-year-old Steven Shores of Delmar, Maryland, for assault, DUI, and other traffic-related offenses following a collision investigation that occurred Friday afternoon in Millsboro.

On December 9, 2022, at approximately 4:54 p.m., troopers responded to John. J. Williams Highway and Silicato Drive for a reported hit-and-run collision. The investigation revealed a Land Rover, driven by a 69-year-old man from Lewes, was stopped for traffic in the westbound lane on John J. Williams Highway. A Ford E-150 van was traveling westbound on John J. Williams Highway behind the Land Rover and failed to stop for traffic. This caused the front of the van to collide with the rear of the Land Rover. The driver of the van, later identified as Steven Shores, exited his vehicle and confronted the other driver. Shores then threw the man onto the roadway, got back into the van, and fled the scene going westbound on John J. Williams Highway.

A short time later, the van collided with a utility pole after trying to pass a vehicle in a no-passing zone on John J. Williams Highway near Gull Point Road. When troopers arrived on the scene, they observed signs that Shores was an impaired driver. He was taken into custody without any further issues. The debris from this collision caused damage to a Honda Accord and a Lexus RX.  The driver of the Land Rover was treated at an area hospital for non-life-threatening injuries. There were no additional injuries reported as a result of the collisions.

Shores was transported to Troop 7, where he was charged with the following crimes:

  • Assault Second Degree (Felony)
  • Driving Under the Influence
  • Other traffic-related offenses

He was arraigned by the Justice of the Peace Court #2 and committed to the Sussex Correctional Institution on a $3607 secured bond.

Delaware State Police Investigating Three Vehicle Injury Crash

Delaware State Police are investigating a three-vehicle injury collision that occurred in the Newark area on Thursday morning.

On October 20, 2022, at approximately 11:35 a.m., a Tesla Model 3, operated by a 21-year-old male of Newark, DE was observed by a trooper traveling southbound on Interstate 95 south of the JFK Service Area at a high rate of speed. The trooper pulled out onto Interstate 95 southbound to initiate a traffic stop.  However, due to the Tesla’s speed, the trooper was unable to catch up.

The Tesla proceeded to exit onto Route 896 northbound from Interstate 95. Upon entering the left lane of Route 896, the Tesla made a left turn across the gravel median.  The Tesla lost control and began to slide sideways into the southbound lanes of travel, and directly into the path of a 2018 Chevrolet Equinox that was traveling in the left lane of southbound Route 896.  The front of the Chevrolet struck the passenger side of the Tesla. The Chevrolet was then pushed into the right lane of southbound Rt. 896, where it was struck by a 2018 Subaru Forester. The Tesla rotated counterclockwise in a southerly direction, coming to rest within the left lane of Route 896 southbound.  The Chevrolet and Subaru came to rest within the right shoulder. Upon contact with the occupants of the Tesla, troopers detected a heavy odor of marijuana emanating from the interior of vehicle and located approximately 30 grams of suspected marijuana in plain view on the front passenger side floorboard.

The operator of the Tesla, who was not properly restrained, was transported to an area hospital for his injuries. At this time, impairment is suspected to be a factor in this collision. Results are pending the outcome of a toxicology examination.

Also in the Tesla was a 20-year-old male, who was not restrained in the front passenger seat. He was transported to an area hospital with serious injuries. The 19-year-old rear passenger of the Tesla, who was not properly restrained, was transported to an area hospital for non-life-threatening injuries

The operator of the Chevrolet, a 69-year-old female of Delaware, was properly restrained. The operator of the Subaru, a 53-year-old male of Pennsylvania, was properly restrained. Both operators were transported to an area hospital for non-life-threatening injuries.

Route 896 southbound was closed from West Chestnut Hill Road to Interstate 95 for approximately 4 hours while the crash was investigated, and the roadway cleared.

This remains an active investigation and charges will be forthcoming.
