The Delaware State Police arrested 68-year-old Mark Boyd, from Milford, Delaware, 36-year-old Gary Williams, from Ellendale, Delaware, and 34-year-old Joseph Palmer, from Seaford, Delaware, in connection with a narcotics distribution investigation in Milford.
On September 2, 2026, at approximately 2:00 p.m., members of the Delaware State Police Kent County Governor’s Task Force were patrolling Unity Lane in Milford, when they observed Boyd make several suspected drug transactions. Through the investigation, detectives determined that Boyd, Williams, and Palmer were working together to store narcotics and proceeds from drug sales at multiple lots and inside several vehicles on Unity Lane.
Detectives responded to the identified locations and took all three suspects into custody without incident. Detectives subsequently searched the lots and vehicles and recovered the following:
- Approximately 16.5 grams of suspected crack cocaine
- Approximately 11.4 grams of suspected heroin
- Approximately 6.8 grams of suspected cocaine
- Approximately $1,500 in suspected drug sale proceeds
- Three digital scales
- Drug packaging materials
All three suspects were taken to Troop 3.
Boyd was charged with the below listed offenses, arraigned by the Justice of the Peace Court, and released on a $80,200 unsecured bond.

- Possession of a Controlled Substance Tier 3 Quantity (Felony)
- Possession with the Intent to Deliver a Controlled Substance Tier 3 Quantity (Felony)
- Possession with the Intent to Deliver a Controlled Substance Tier 2 Quantity (Felony)
- Possession with the Intent to Deliver a Controlled Substance (Felony)
- Possession of a Controlled Substance Tier 2 Quantity (Felony)
- Possession of a Controlled Substance Tier 1 Quantity (Felony)
- Conspiracy Second Degree (Felony)
- Possession of Drug Paraphernalia
Williams was charged with the below listed offenses, arraigned by the Justice of the Peace Court, and committed to the Department of Correction on a $80,200 cash bond.

- Possession of a Controlled Substance Tier 3 Quantity (Felony)
- Possession with the Intent to Deliver a Controlled Substance Tier 3 Quantity (Felony)
- Possession with the Intent to Deliver a Controlled Substance Tier 2 Quantity (Felony)
