State Police Arrest Philadelphia Man for Drug, Weapon, and DUI Charges Following Traffic Stop in Millsboro

Delaware State Police have arrested 61-year-old Jose Morales-Colon of Philadelphia, Pennsylvania, for drug, weapon, and DUI offenses following a traffic stop in Millsboro.

On December 14, 2025, at approximately 12:01 a.m., a trooper saw a gray Dodge Charger traveling northbound on Dupont Boulevard near Centerview Drive in Millsboro with a headlight out. The trooper pulled the car over spoke to the driver, identified as Jose Morales-Colon. While the trooper spoke to Morales-Colon, they smelled the odor of marijuana coming from the car, and Morales-Colon showed multiple signs of impairment. Standardized Field Sobriety Tests were administered, and after the tests Morales-Colon was taken into custody without incident. During a search of the car, troopers found the following items:

  • Approximately 18.77 grams of cocaine
  • Approximately .72 grams of marijuana
  • .5 dosage units of suspected oxycodone
  • Large, serrated machete concealed in the rear passenger seat
  • $8,135 in suspected drug proceeds

Morales-Colon was taken to Troop 4, where he was charged with the crimes listed below, arraigned by Justice of the Peace Court 7, and committed to Sussex Correctional Institution on a $51,503 cash bond.

  • Failure to Have Two Headlamps
  • Other Traffic Violations
