Troopers Arrest New Castle Man on Felony Offenses Following Pursuit

The Delaware State Police arrested 41-year-old Zachary Orr of New Castle, Delaware, for multiple felony offenses after a pursuit that took place in Wilmington this morning.

On October 29, 2023, at approximately 6:56 a.m., a trooper on patrol in the area of Kirkwood Highway and Harmony Road observed a motorcycle traveling at a high rate of speed eastbound on Kirkwood Highway. The trooper observed the motorcycle commit several additional traffic violations, including failing to stop at a red light, no registration plate, and not having its headlight or taillights on. A traffic stop was initiated, however, the operator disregarded the police officer signal, and fled on Delaware Park Drive. Shortly thereafter, the trooper located the motorcycle in the parking lot of Delaware Park Casino and Racing, and gave verbal commands to the operator, who was rummaging through a backpack while seated on the motorcycle. The operator disregarded the commands and fled on the motorcycle towards Delaware Park Drive. In the ensuing pursuit, the motorcycle continued to flee at a high rate of speed until it lost control and slid on the ground. The operator, identified as Zachary Orr, was taken into custody by troopers without incident.

A computer inquiry of Orr revealed he had multiple capiases for his arrest and a court order prohibiting him from operating a motor vehicle. Orr was taken to Troop 2 and charged with the following crimes:

  • Noncompliance with Conditions of Recognizance Bond Felony in Violation (Felony)
  • Disregarding a Police Officer Signal (Felony)
  • Resisting Arrest
  • Driving While Revoked
  • Operation of an Unregistered Motor Vehicle
  • Additional Traffic Offenses

Orr was arraigned by Justice of the Peace Court 11 and released on a $ and committed to Sussex Correctional Institution on $5,206 unsecured bond.
