Detectives Identify and Arrest Second Man for Carjacking

The Delaware State Police have arrested 20-year-old Francisco Lora of Sicklerville, New Jersey for a carjacking that occurred last month in Dover.

On June 2, 2023, at approximately 5:21 a.m., troopers responded to the Walmart located at 36 Jerome Drive for a report of a carjacking. Troopers met with a 29-year-old Walmart employee and learned that two unknown black males had threatened her with a gun and stole her vehicle. The suspects fled in separate vehicles. Shortly thereafter, troopers spotted the stolen motor vehicle, a pursuit ensued, and one of the suspects, identified as Cinque Oliver, was arrested. The second suspect remained unidentified.

Through investigative means, Troop 3 Robbery Detectives identified the second suspect as Francisco Lora.

On July 24, 2023, Lora was extradited to Delaware from Camden County, New Jersey, and taken to Troop 3. He was charged with the following crimes:

  • Robbery First Degree (Felony)
  • Possession of a Firearm During the Commission of a Felony (Felony)
  • Wearing a Disguise During the Commission of a Felony (Felony)

Lora was arraigned by Justice of the Peace Court 2 and committed to Sussex Correctional Institution on a $105,000 cash bond.
