Troopers Arrest Four Maryland Women for Felony Shoplifting at Tanger Outlets

Rehoboth Beach, DE- Delaware State Police arrested four Maryland women for multiple felony shoplifting charges at the Tanger Outlets.

On March 5, 2022, troopers were conducting proactive patrols in the Tanger Outlets Midway, Seaside, and Bayside locations during the afternoon hours. Over the past three months, numerous outlet stores have experienced shopliftings where three or four female suspects have stolen thousands of dollars worth of merchandise.

At approximately 2:41 p.m., a trooper located in the eastside parking lot of the Bayside Outlets observed a black Infinity sedan traveling in the parking lot with the rear license plate covered with paper. A traffic stop was initiated on the Infinity as it backed into a parking spot. As troopers were approaching the vehicle, one of the rear seat passengers quickly exited the car and removed the paper from the license plate. As a result, a criminal investigation ensued. Through the investigation, troopers determined the four occupants had responded to the Tanger Outlets with the intent to shoplift. The four occupants were identified as the driver, Antonia Risby, 26, of Baltimore, MD, and passengers, Adaja Cozart, 24, of Middle River, MD, Jasmin Burgess, 21, Gwynn Oak, MD, and Cemone Massenberg, 25, of Baltimore, MD. A search incident to arrest was conducted, and the females were found to be in possession of shoplifting tools. In addition, numerous empty shopping bags from various stores were located inside the car. The four females were taken into custody without incident and transported to Delaware State Police Troop 7.

Further investigative measures linked Risby to three other shopliftings at the Gap Outlet Store, Victoria Secrets Outlet Store, and Under Armour Factory Store in the Tanger Outlets. The total amount of merchandise stolen during these three incidents were $11,357.01. Risby was charged with the following crimes:

  • 3 Counts- Shoplifting Over $1,500 (Felony)
  • 4 Counts- Conspiracy Second Degree (Felony)
  • Possession of Shoplifting Tool (Felony)
  • Theft- Organized Retail Crime Over $1,500 (Felony)
  • Attempted Shoplifting Under $1,500

She was arraigned in the Justice of the Peace Court #3 and committed to Delores J. Baylor Women’s Correctional Institution on a $20,000.00 secured bond.

Further investigative measures linked Cozart to one other shoplifting incident at Victoria Secrets Outlet Store. Cozart was charged with the following crimes:

  • Possession of Shoplifting Tools (Felony)
  • 2 Counts- Conspiracy Second Degree (Felony)
  • Shoplifting Over $1,500 (Felony)
  • Theft- Organized Retail Theft Over $1,500 (Felony)
  • Attempted Shoplifting Under $1,500

She was arraigned in the Justice of the Peace Court #3 and committed to Delores J. Baylor Women’s Correctional Institution on a $12,000.00 secured bond.

Burgess was charged with the following crimes:

  • Possession of Shoplifting Tools (Felony)
  • Conspiracy Second (Felony)
  • Attempted Theft Under $1,500
  • Theft- Organized Retail Crime Over $1,500 (Felony)

She was arraigned in the Justice of the Peace Court #3 and committed to Delores J. Baylor Women’s Correctional Institution on a $8,000.00 secured bond.

Cemone Massenberg

Massenberg was charged with the following crimes:

  • Conspiracy Second Degree (Felony)
  • Possession of Shoplifting Tools (Felony)
  • Attempted Theft Under $1,500
  • Theft- Organized Retail Crime Over $1,500 (Felony)

She was arraigned in the Justice of the Peace Court #3 and committed to Delores J. Baylor Women’s Correctional Institution on a $8,000.00 secured bond.
