Wilmington– Delaware State Police arrested Devine Washington, 20, of Dover, for robbery and related charges after an incident that occurred Tuesday evening.

The incident occurred at approximately 4:40 p.m., Tuesday, December 14, 2021, in the area of Pike Creek Center Boulevard and Skyline Drive, Wilmington. The investigation determined a 10-year-old male victim left his bicycle outside of Wawa located at 4555 Linden Hill Road, Wilmington, and went inside to make a purchase. Upon returning he noticed his bicycle was missing and observed the suspect riding it in the area of Pike Creek Center Boulevard and Skyline Drive. The victim chased after the suspect and during the same was able to pick up the suspect’s cell phone that was dropped. The victim offered to give the cell phone back in exchange for his bicycle. The suspect initially agreed, but after obtaining her phone back she struck the victim in the chest and attempted to flee again on the stolen bicycle.

A 38-year-old male witnessed the altercation as he was driving on Pike Creek Center Boulevard, and stopped to intervene. The 38-year-old male deescalated the altercation, and helped the juvenile victim recover his bicycle. As the 38-year-old male walked back to his vehicle, the suspect followed him, and threatened him while reaching for her waistband implying she had a weapon. The suspect then entered the adult male’s SUV, and put it in drive. He was able to stop the suspect before she was able to steal his vehicle. The adult male victim had his cell phone in his hand, and was attempting to call 911 when the suspect knocked it out of his hand.

Responding troopers located the suspect based on the description provided by the victims. The suspect did not comply with troopers commands, but was taken into custody after a brief physical altercation. The suspect was identified as Devine Washington, and a subsequent computer inquiry revealed she had active capiases from Kent County Court of Common Pleas and Family Court. During transport back to the troop, Washington continued to act disorderly and caused damage to a State Police Tahoe.

At Troop 6, Washington was charged with the following crimes:

• Attempted Robbery 1^st Degree (Felony)
• Robbery 2^nd Degree (Felony)
• Criminal Mischief
• Resisting Arrest
• Malicious Interference with Emergency Communication
• Menacing

Washington was arraigned in the Justice of the Peace Court 2, and committed to Baylor Women’s Correctional Institution on a $46,300 cash bond.
