Delaware State Police Arrested Philadelphia Man on Criminal Charges- Wilmington

Wilmington- Delaware State Police arrested a Philadelphia man on criminal charges after attempting to fraudulently withdraw money from a Wilmington bank and assaulted a trooper.

On January 30, 2021, at approximately 10:46 a.m., Delaware State Police responded to Citizens Bank located at 2098 Naamans Road for a fraud complaint. The investigation determined 43-year-old Dennis Carter (no photograph available) of Philadelphia, PA, was attempting to fraudulently withdraw $20,000.00 from a checking account by providing a fraudulent social security card and driver’s license. As the first trooper who arrived on the scene attempted to take Carter into custody, he pushed past the trooper, and a struggle ensued. As a second trooper arrived on the scene, Carter was fleeing out the exit doors and attempting to run away from the troopers. The troopers gave him several commands to stop, but he failed to comply and was taken into custody after being tased. During the initial struggle, the trooper sustained a minor injury to an upper extremity.

Carter was charged with the following crimes:

  • Assault 2nd Degree Causing Injury to Officer (Felony)
  • Theft Where Victim is 62 Years or Older (Felony)
  • Forgery 2nd Degree (2 counts- Felony)
  • Resisting Arrest With Force (Felony)
  • Forgery 3rd Degree
  • Criminal Impersonation
  • Criminal Mischief

He was arraigned in the Justice of the Peace Court #11 and committed to Howard R. Young Correctional Institution on a $10,100.00 cash bond.
