Dover- The Delaware State Police arrested 23-year-old JAQUAN S. BROOKS and 25-year-old DEAUNDRE A SIMMONS, both of Dover, DE after a traffic stop led to the discovery of two firearms.
The incident occurred on August 2, 2020, at 12:14 p.m., when a Trooper observed a green Mazda sedan traveling on Charles Polk Road, Dover. The operator was observed failing to utilize it’s turn signal and a traffic stop was initiated. Contact was made with the operator, Jaquan Brooks and front seat passenger, Deaundre Simmons, when trace amounts of marijuana and several half smoked marijuana cigarettes were observed inside the vehicle. When Brooks went to retrieve his insurance and registration information, the Trooper observed the handle of a handgun in Brooks’ pocket.
Brooks and Simmons were subsequently taken into custody without incident. Brooks was found in possession of an unloaded 45 caliber handgun concealed in his shorts pocket. Simmons was found in possession of a loaded 9mm Beretta (16 rounds in the magazine), concealed in his shorts pocket. Simmons also had an additional 8 rounds of 9mm ammunition in his pocket.
Brooks and Simmons were transported back to Troop 3 where they were charged with the following:

- Carrying a Concealed Deadly Weapon A Firearm
- Possession of a Deadly Weapon By Person Prohibit Who Also Possesses Controlled Substance
- Consume Marijuana Personal Use Quantity
- Driving While Suspended or Revoked
- Failure to Have Insurance Identification in Possession
- Possession of Drug Paraphernalia
- Failure when Moving Right, Left or Turning to Signal
Brooks was arraigned before the Justice of the Peace Court and released after posting $3603.00 secured bond.
DEAUNDRE A. SIMMONS:
- Carrying a Concealed Deadly Weapon A Firearm
- Possession of a Deadly Weapon By Person Prohibit Who Also Possesses Controlled Substance
- Consume Marijuana Personal Use Quantity
- Possession of Drug Paraphernalia
Simmons was arraigned before the Justice of the Peace Court and committed to the Howard R. Young Correctional Institution on $2551.00 secured bond.
