Pursuit Leads To Felony Drug Charges – Dagsboro

Dagsboro – The Delaware State Police have arrested 41-year-old Deshawn Hitchens of Millsboro, and 36-year-old Keiyanda Hopkins of Millsboro, after a vehicle pursuit led to the discovery of drugs.

The incident occurred on July 22, 2020, at approximately 12:51 a.m., when a Trooper observed a beige Cadillac Catera traveling westbound on Dagsboro Rd. in the area of Thorogoods Road, Dagsboro, at a slow rate of speed and half way on the shoulder.  A traffic stop was initiated, but the operator-Hitchens failed to stop. The suspect vehicle turned onto Thorogoods Rd. at a continual low rate of speed and failing to stop. The Trooper then observed the suspect vehicle turn onto Iron Branch Rd., and an object being thrown from the passenger side window. The operator made numerous traffic violations before reaching a controlled stop in front of a residence on the 100 block of Old Landing Rd, Dagsboro. Troopers contacted Hitchens in the driver seat and Hopkins in the front passenger seat. Both suspects were taken into custody without incident.

Troopers responded back to the location on Iron Branch Rd. that the suspects threw suspected drugs out of the passenger side window. Troopers discovered approximately 1.729 grams of heroin and approximately 3.74 grams of crack cocaine on the shoulder of the roadway.

Both Hitchens and Hopkins were transported back to Troop 4 where they were charged with the following:

Deshawn Hitchens:

  • Possession With Intent To Deliver a Controlled Substance (felony) – 2 counts
  • Possession of Controlled Substance Tier 1 Quantity (felony)
  • Tampering With Physical Evidence (felony)
  • Disregarding a Police Officer Signal (felony)
  • Resisting Arrest
  • Possession of Drug Paraphernalia – 2 counts
  • Reckless Driving
  • Failure to Have Insurance Identification in Possession
  • Driving a Vehicle Under the Influence of Drug
  • Failure to Have Registration Card in Possession
  • Drive MV At Slow Speed as to Impede Flow of Traffic – 2 counts
  • Failure to Stop At a Stop Sign
  • Failure to Signal – 2 counts
  • Failed to remain within a single lane – 3 counts

Hitchens was arraigned before the Justice of the Peace Court and committed to the Howard R. Young Correctional Institution on $9,354 secured bond.

Keiyanda Hopkins:

  • Possession With Intent To Deliver a Controlled Substance (felony) – 2 counts
  • Possession of Controlled Substance Tier 1 Quantity (felony)
  • Tampering With Physical Evidence (felony)
  • Possession of Drug Paraphernalia – 2 counts

Hopkins was arraigned before the Justice of the Peace Court and released on $6,500.00 unsecured bond.
