Troopers Arrest Two For Residential Burglary-Hartly

Hartly- The Delaware State Police have arrest 43-year-old Mishell J. Wells of Frederica, DE and 47-year-old Jesse J. Clugston of Millington, MD in connection with a residential burglary.

On January 30, 2020 at approximately 2:00 p.m., Troopers were dispatched to a burglary in progress at a residence in the 6800 block of  Westville Road, Hartly.  The homeowner’s daughter advised that she observed two individuals inside her mother’s residence.  The owner of the residence has been away since November and did not provide permission for anyone to be in her house.  Upon the Troopers arrival, Wells was located inside the residence.  Wells initially advised Troopers that she was the only one there.  Further investigation led to Troopers locating Clugston hiding in the basement of the residence.  It was discovered that Wells and Clugston had stolen several items from inside the residence.  Troopers also observed damage to the electric meter in which Wells and Clugston had altered to create electricity to the house.  Wells and Clugston also drilled a hole into the siding in order to run an outside cable wire inside the residence.

Wells and Clugston were taken into custody without incident and transported back to Troop 3 where they were charged with the following:

Mishell Wells:

  • Burglary Second Degree
  • Provide false statement to Law Enforcement to hinder investigation of a felony
  • Conspiracy Second Degree
  • Theft
  • Theft of Services
  • Criminal Mischief (2 counts)

Wells was arraigned before the Justice of the Peace Court and released on $8000.00 unsecured bond.

Jesse Clugston:

  • Burglary Second Degree
  • Conspiracy Second Degree
  • Theft
  • Theft of Services
  • Resisting Arrest
  • Criminal Mischief (2 counts)

Clugston was arraigned before the Justice of the Peace Court and released on $8000.00 unsecured bond.
