Trooper Investigates Crash Which Leads to Drug and Gun Arrest of Lewes Woman – Milton

Milton, Delaware – The Delaware State Police arrested a female of Lewes after a traffic crash leads to a DUI and the discovery of drugs and a loaded handgun.

The preliminary investigation has determined the incident occurred on Thursday, December 26, 2019, at 7:18 a.m., as troopers were dispatched to Cool Spring Road, south of Milton for the report of a vehicle collision. Upon arrival, a black Ford F-250 pickup truck was observed to have hit a utility pole with the wires down across the roadway. The sole occupant and driver of the pickup truck was identified as Tori L. Luff, she was out of the vehicle and sitting down outside. Tori advised that she was not injured, however, Lewes Fire Department EMS and Sussex County Paramedics were already on scene and had checked her out. Tori had refused their services.

During the investigation, marijuana smell was detected and was located in her purse. Once the power lines were rendered safe a probable cause search of the vehicle was conducted. Upon opening the driver’s side door multiple rounds of .40 caliber S&W were located along with 47 small round blue Clonazepam pills, Vyvanse capsule and a small scale commonly used to weigh narcotics. A loaded Glock .45 caliber handgun, a glass vile with crack cocaine that weighed .5 grams along with drug paraphernalia and 3.8 grams of marijuana was located in the vehicle.

Tori appeared to be intoxicated and in fact showed multiple signs of impairment. A DUI investigation was initiated. She appeared to be strongly under the influence of an unknown narcotic. At this point, Tori requested to go to the hospital. After she was released from the hospital she was transported back to Troop 7, Lewes and charged with Possession with the Intent to Deliver a Controlled Substance (Felony), Possession of a Firearm by a Person Prohibited (Felony), two counts of Possession of Cocaine, Possession of a Controlled Substance (Pills), Possession of Drug Paraphernalia, Possession of Marijuana and DUI drugs.

Tori L. Luff, 25 of Lewes, was arraigned before the Justice of the Peace Court and committed to the Sussex Correctional Institution in default of a $13,701.00 cash bond.
