Search Warrant Leads to Drug Arrest and One Suspect Remains at Large-Laurel

Laurel- The Delaware State Police have arrested two suspects in connection with the distribution of illegal drugs.  A third suspect, 50-year-old Garry S. Spicer (no photo available) remains at large.

On December 3, 2019, members of the Sussex Drug Unit (SDU) concluded a one month drug investigation into the matter of 31-year-old Rickey A. Hawkins Jr. of Laurel, DE.  With the assistance of the Governor’s Task Force (GTF) and members of Troop 5, a lawful search and seizure warrant was executed at Hawkins’s residence located in the 28000 block of Seaford Road, Laurel.  Hawkins was observed leaving his residence before traveling to the Dollar General in Blades, DE. GTF units contacted Hawkins at this location and took him into custody without incident.  A 5-year-old juvenile was also a present in the vehicle.

Upon execution of the search warrant at the residence. Hawkins’ mother, 53-year-old Kathy M. Spicer was located inside and taken into custody without incident.

The following was seized from the residence:

  • Approximately 16.78 grams of cocaine
  • Approximately 2.75 grams of crystal methamphetamine
  • Approximately .014 grams of heroin
  • Approximately 59.55 grams of marijuana
  • (7) Busiprone Hydrochloride 25mg pills
  • (9) Diphenhydramine Hydrochloride 25mg pills
  • 9mm Taurus handgun
  • 12 gauge shotgun with a scope
  • .50 caliber Connecticut Valley Muzzleloader
  • .22 caliber rifle with scope
  • Stryker Crossbow and arrows
  • Several hundred rounds of assorted ammunition
  • Over $900.00 in suspected drug proceeds

 

Both suspects were transported back to Troop 4 where they were charged with the following:

Rickey A. Hawkins Jr.:

  • Possession a controlled substance in a Tier 2 quantity
  • Possession with intent to deliver a controlled substance (2 counts)
  • Possession a controlled substance in a Tier 3 quantity
  • Possession of a prescription drug not a controlled substance without a prescription
  • Possession of a Controlled or Counterfeit Substance
  • Endangering the Welfare of a Child
  • Possession of Drug Paraphernalia

Rickey Hawkins was arraigned before the Justice of the Peace Court and committed to the Sussex Correctional Institution on $37100.00 cash only bond.

Kathy Spicer:

  • Maintaining a Drug Property
  • Endangering the Welfare of a Child
  • Possession of Drug Paraphernalia
  • Possession of Marijuana

Kathy Hawkins was arraigned before the Justice of the Peace Court and released on $3600.00 unsecured bond.

Troopers have been unable to locate the third resident, Garry S. Spicer who has active warrants for the following:

  • Possession with intent to deliver a controlled substance
  • Possession of a Deadly Weapon By Person Prohibited (2 counts)
  • Possession of a Deadly Weapon By Person Who Also Possesses a Controlled Substance (2 counts)
  • Possession of Drug Paraphernalia
