Dover– The Delaware State Police have arrested two men following an investigation into the sale of illegal drugs occurring in the Dover area.
On Friday, January 25, 2019, the Delaware State Police Kent County Drug Unit (KDU) with the assistance of the Kent County Governor’s Task Force (GTF) concluded a drug investigation involving the distribution of heroin and crack cocaine in the matter of 26-year-old Javon Young of Dover. At approximately 2:19 p.m., members of the Kent County Governor’s Task Force observed a gray BMW with fictitious tags traveling southbound on Bay Road in the area of E. Lebanon Road, operated by Young who did not have a valid license. Young was known to be a local fugitive having active capiases out of the Kent County Family Court and the Kent County Court of Common Pleas. Young was also known to have an active felony arrest warrant on file out of Troop 3 relating to multiple drug charges.
A traffic stop was initiated when Young proceeded to flee from police and a vehicle pursuit ensued. During the vehicle pursuit, Young intentionally drove his vehicle head on at four separate Kent County Governor’s Task Force members engaged in the pursuit, ultimately resulting in a minor vehicle crash. No injuries were sustained as a result of this crash.
The vehicle ultimately came to a stop in the area of Pine Cabin Road and Billy Mitchell Lane after becoming disabled. Young and his passenger, 22-year-old Khalil Dixon of Dover were taken into custody without further incident and transported back to Troop 3.

Young was arraigned before the Justice of the Peace Court 2 and committed to the Sussex Correctional Institution on $18,753.00 cash only bond.
Khalil Dixon was charged with the following:
Dixon was arraigned before the Justice of the Peace Court 2 and committed to the Sussex Correctional Institution on $9,750.00 secured bond.
