Operation “Impact” Nets Multiple Arrests While Building Community Relations-Kent County

Kent County- The Delaware State Police Troop 3 with the assistance of several agencies implemented a multi-phase operation to pro-actively address crime issues throughout Kent County.

During Operation “Impact”, several Dover area communities were prioritized. The components of this operation were an active warrant round-up phase targeting individuals wanted by law enforcement agencies, a pro-active criminal enforcement phase targeting drug distribution and street crime, and a follow up community resource and assistance phase.

Delaware State Police Troop 3 was assisted in the operation by numerous agencies within the state including: Delaware State Police Troop 4, Delaware State Police Sex Offender Unit (SOAR), Delaware State Police Community Outreach Unit, Delaware State Police Mounted Patrol, Capitol Police Department, Milford Police Department, Harrington Police Department, Delaware State University Police Department, Delaware Information and Analysis Center (DIAC), and Delaware Department of Corrections Probation and Parole.

The warrant round-up phase was conducted on Wednesday, October 3, 2018 throughout the County.  During this operation, 24 individuals were arrested. Those arrested resulted in the clearance of 38 court capiases to include Failure to Appear, Failure to Pay, and Violation of Probation. Also executed were 11 active warrants from Troop 3 and 2 active warrants from Troop 9.  There were 8 new criminal charges filed, of which stemmed from the discovery of 2 active Methamphetamine laboratories on Lion Hope Road in Clayton.

On Friday, October 5, 2018, Troopers with the assistance of multiple departments conducted pro-active drug enforcement in the communities of Dover Estates, Meadowbrook Acres, and Generals Greene. During this enforcement, 6 individuals were arrested, clearing 4 court capiases, and 7 new criminal charges were filed, 6 of which were drug related.

On Saturday, October 6, 2018, the Delaware State Police Community Outreach Unit, the Delaware State Police Mounted Patrol Unit and the Department of Health and Social Services responded to the communities in which law enforcement conducted pro-active policing operations. The purpose of this phase of the operation was to explain the reason for the law enforcement presence on October 5.  In addition, Troopers were able to build relationships and trust in these communities by providing residents with assistance and support in making their communities a safer place to live. Contact was made with over 300 residents in Meadowbrook Acres and Dover Estates. Troopers and Health and Social Services enrolled or assisted residents with services including: job applications, Medicaid enrollment, WIC enrollment, elder care assistance, handicapped accessibility for residences, building supply resources, and obtaining smoke detectors. In addition, 19 properties were reported to the Kent County Code Enforcement in reference to code violations. Troopers also contacted DELDOT in reference to clearing several areas in Meadowbrook where trees and undergrowth were entering the roadway.

The success of Operation “Impact” goes beyond proactive crime enforcement. This operation positively affected the daily lives of residents in several Kent County communities.
