Newark/New Castle – The Delaware State Police and New Castle County Police have arrested Shawn G. Madden, 32, of Newark, on multiple felony charges stemming from two gun related incidents that took place in their respective jurisdictions within a ten minute time frame, just after midnight on Wednesday.

The investigation began at approximately 12:38 a.m., Wednesday, May 30, 2018, as Troopers responded to an armed robbery at the 7-11 convenience store, located at 699 E. Chestnut Hill Road, Newark. In this incident a white male suspect with a beard and in possession of a handgun approached the 53 year old male employee at the sales counter and demanded cigarettes and cash. The employee complied with the demand by turning over an undisclosed amount of cash and multiple packs of cigarettes to the suspect who then fled in an unknown vehicle. The employee was not injured as a result of the incident.

At approximately 12:49 a.m., a shots fired incident occurred in the parking lot of Georgetown Village Apartments, located in the 200 block of Christiana Road, New Castle, and a red Dodge Charger was identified as a possible suspect vehicle. While responding to the apartment complex, a New Castle County Police Officer observed a red Dodge Charger in the area of Churchman’s and Airport Road. The Officer performed a traffic stop on the Dodge in the area of U.S. 13 and Bacon Avenue, at which time she made contact with the operator who was positively identified as Madden. The Officer immediately recognized that Madden matched the description of the suspect in the 7-11 robbery after hearing a prior radio broadcast.

A subsequent search of Madden’s person as well as the interior of the vehicle produced evidence linking him to the robbery, to include cash and cigarettes along with a small caliber handgun. Through further investigation Madden was also positively identified as the subject who discharged the firearm at Georgetown Village. No injuries or property damage resulted from the firearm being discharged.

Madden was taken in to custody without incident and then transported to Troop 2 where he was charged with the following in regards to the robbery:

• Robbery 1^st Degree
• Carrying a Concealed Deadly Weapon
• Possession of a Firearm if Previously Convicted of Felony
• Possession of a Firearm by a Person Prohibited

New Castle County Police also charged Madden with the following in regards to the Georgetown Village incident:

• Possession of a Firearm within 10 Years of Prior Conviction (2 counts)
• Discharging a Firearm in the Area of an Occupied Dwelling (2 counts)

Madden was arraigned on all charges in Justice of the Peace Court #2 before being committed to the Howard R. Young Correctional Institution in lieu of $230,200 cash bail.

On April 28, 2018, two Delaware State Troopers, one from the North and one from the South of the First State were the recipient of the Cameron Logan DUI Education Award for their exemplary dedication and commitment to DUI enforcement and education. The Cameron Logan Scholarship Fund (Logan FUNd) was established by Cameron’s friends and family as a legacy to his memory.  Cameron was killed by a drunk driver in May, 2001, right before prom and his graduation from Salesianum School. Chosen by their peers and superiors, the recipients, Trooper First Class Jessica Lang and Trooper First Class August Zickgraf, III, are two heroic individuals who passionately pursue proactive measures to remove drunk drivers from our roadways and seek additional training to represent and educate others on the critical effects of driving distracted or under the influence.  In 2017, these two Troopers made a combined total of 92 DUI arrests, spearheading the removal of reckless and impaired drivers off of Delaware’s roadways.

Trooper First Class Jessica Lang is currently assigned to Troop 7 where she quickly found her passion for DUI enforcement and has excelled in the area of proactive patrol and taking impaired drivers off the road. TFC Lang continued to excel and demonstrate her willingness and eagerness to remove drunk drivers from the roadways in Troop 7 territory during 2017. TFC Lang demonstrates a high level of initiative while seeking out, identifying, and apprehending these drivers to make the highways safer in Sussex County, Delaware. In 2017, TFC Lang made 39 DUI arrests. TFC Lang has completed the Advanced Roadside Impaired Driving Enforcement (ARIDE) class, which has allowed her to gain additional skills to utilize while conducting traffic stops. Most recently, TFC Lang continued to broaden her scope and was accepted into the Drug Recognition Expert School (DRE). She will be a certified DRE in the State of Delaware, and with the increase of opiate use and other illegal substances, this skill is a much needed asset to ensure not only are impaired drivers removed from our highways in Delaware, but also convicted and serve time as applicable.

Trooper First Class August Zickgraf is currently assigned to Troop 6 where he is very passionate about DUI enforcement and takes these investigations seriously. TFC Zickgraf has an extensive base of knowledge concerning DUI investigations and is continually looking for ways to expand and improve his awareness in the area of DUI investigations. In 2017, TFC Zickgraf made 53 DUI arrests.  TFC Zickgraf successfully completed the Advanced Roadside Impaired Driving Enforcement (ARIDE) training and has recently passed the Drug Recognition Expert (DRE) training class in which he is a certified Drug Recognition Expert in the State of Delaware. TFC Zickgraf participants in the DSP DUI Mentoring Program.  He completed a DUI “Mocktail” presentation with the staff at Christiana Hospital on June 26^th, 2017, and the presentation included instruction, education, and demonstration surrounding DUI investigations.  TFC Zickgraf has been given numerous accolades from the Attorney General’s Office concerning his thorough DUI reports and excellent testimony in court for several DUI prosecutions.

“We will not forget the bright future that awaited Cameron. We will not forget why this tragedy occurred. We will not tolerate accidents caused by Drunk drivers with loved ones left to ask, “Why?” Instead we honor the legacy of Cameron Logan with a promise…” these are the words written by a police officer and given to State Troopers before they pick their annual Cameron Logan DUI Education Award winners.

After 7 years of impact and advocacy at “the FUNd,” this May marked the 4th Cameron Logan DUI Education Awards given to two Delaware State Troopers; The Logan FUNd is humbled and honored that the award has been named after Cameron for such an imperative and pressing cause.

Townsend – The Delaware State Police Collision Reconstruction Unit is continuing their investigation into a fatal crash involving a motorcycle that occurred at approximately 3:07 p.m., Wednesday, May 30, 2018, on Wiggins Mill Road in the area of Rose Valley Drive, Townsend.

The initial investigation has determined that a 2009 Dodge Ram pick-up truck, operated by a 26 year old Dover man was traveling southbound on Wiggins Mill Road, south of Rose Valley Drive. A 1996 Honda CMX motorcycle being driven by a 30 year old Townsend man was traveling northbound on Wiggins Mill Road in the area of Rose Valley Drive. The operator of the Honda failed to negotiate a rightward curve in the roadway and crossed the center line, at which time he became separated from the motorcycle, and thrown directly into the path of the Dodge, making contact with the front end of the vehicle, in the southbound lanes of Wiggins Mill Road, where they both came to rest. The motorcycle traveled a short distance, coming to rest in a field off the west edge of the roadway.

The motorcycle operator was pronounced dead at the scene by responding EMS. Speed is being considered as a factor on his behalf, impairment is unknown at this time. Identification is pending the notification of next of kin.

The operator of the Dodge who was properly restrained, was not injured as a result of the collision. Impairment is not being considered as a factor on his behalf.

Wiggins Mill Road was closed for approximately 3 hours while the crash was investigated and cleared.

Frankford-The Delaware State Police Collision Reconstruction Unit is investigating a fatal crash that occurred earlier this afternoon.

The incident occurred on Wednesday, May 30, 2018 at approximately 11:43 a.m. when a 2017 Blue Bird School bus was traveling eastbound on Daisey Road and stopped at the posted stop sign at the intersection of northbound Dupont Boulevard. This section of Daisey Road is the median crossover between the north and south bound lanes of Dupont Boulevard.  A 2017 Ford Transit van was traveling northbound on Dupont Boulevard in the right lane approaching the intersection of Daisey Road. The operator of the bus failed to remain stopped at the stop sign and pulled across the northbound lanes of Dupont Boulevard directly in front of the van. The operator of the van swerved left in an effort to miss the bus, but was unable. As a result, the front of the van struck the right side of the bus.

The driver of the bus, a 57-year-old female from Bridgeville, was properly restrained and was uninjured. Seated on the right side of the school bus was an aide, identified as 66-year-old Barbara J. Atkins of Georgetown.  Atkins was removed from the scene by EMS and transported to the Beebe Medical Center where she was pronounced dead.  Atkins was unrestrained although a seatbelt was available.  Impairment does not appear to be a factor on behalf of the bus driver.

The operator of the van, a 32-year-old male from Dover, was properly restrained and sustained minor injuries. He was removed from the scene by EMS and transported to the Beebe Medical Center where he was treated and released. Impairment does not appear to be a factor on his behalf.

Northbound Dupont Boulevard in the area of Daisey Road was closed for approximately 3.5 hours while the crash was investigated and cleared.

The Collision Reconstruction Unit is continuing their investigation into this incident and charges are pending at this time.

Hartly– Delaware State Police are releasing the names of the two individuals that were found deceased in their residence yesterday afternoon.

The investigation began at approximately 11:27 a.m. when Troopers were dispatched to a residence on the 4000 block of Arthursville Road for a check on the welfare.  Upon arrival two subjects were located in the residence deceased.

The individuals have been identified as 87-year-old John James and his 81-year-old wife, Mary James. 

The bodies have been turned over to the Division of Forensic Science where an autopsy will be performed to determine the manner and cause of death.

The Delaware State Police Homicide Unit is continuing their investigation into this suspected murder/suicide incident.  At this time, there is no concerns for safety in the surrounding area.

Dover- The Delaware State Police are asking for the public’s assistance in locating the above suspect who is wanted in connection with a burglary.

The incident occurred on May 16, 2018 at approximately 4:10 a.m. when Troopers responded to a burglary alarm located at the Dover Skating Center, 2201 S. Dupont Highway.  Further investigation revealed that the suspect had gained access to the building through the roof.  Once inside, the suspect removed an undisclosed amount of cash from the register prior to fleeing the scene.

Through investigative measures, the suspect has been identified as 46-year-old James Holway of Knightdale, NC.  Holway currently has active warrants out of Troop 3 for Burglary Third Degree (Felony), Possession of Burglar Tools (Felony), Wearing a Disguise During the Commission of a Felony, Theft, and Criminal Mischief.
