Dover Man
Arrested for Reckless Endangering after Firing Weapon at Subjects

Dover –
The Delaware State Police
have arrested a 53-year-old Dover Man for Reckless Endangering and
weapons offenses after he fired a .45 caliber handgun in the area of
two subjects.
Troopers
responded to the area of Leipsic Rd and Lewis Rd, yesterday at 2:42
pm, after 911 was called reporting Willis C J Hand, 53 of Leipsic
Rd, Dover, had fired five shots at two men target shooting in a
field across from his home.
Investigator
learned two men, both 28 yrs of age (one was from Dover and the
other from Inwood, WV) had permission to target shoot in a field in
the area of Leipsic Rd and Lewis Drive. As they were target
shooting, the heard several shots being fired from behind them and
they felt they were directed at them.
Both victims
feared for their life and laid down in the field to avoid being
struck by any bullets. As the investigation continued, troopers
learned Mr. Hand resided at a home across the road from the field
and in the direction that the shots came from. Troopers contacted
Mr. Hand who informed investigators that he observed the two
subjects shooting and that the noise was disturbing his dog. Mr.
Hand stated he yelled for the victims to stop shooting and after
they failed to do so, he went inside his residence and retrieved a
weapon.
Mr. Hand
informed investigators he fired five or six shots in the air in the
direction of them. Troopers recovered the weapon and five spent .45
caliber shell casings in the grass in his front yard. Due to the
incident, Mr. Hand was charged with the following offenses:

Possession of a Deadly
Weapon during Commission of Felony (F)
·
2 counts of Reckless
Endangering First Degree (F)
·
Five counts of
Shooting Near a Roadway (M)
He was
arraigned and issued a $16,250 secured bond. His bail was posted and
he is not incarcerated. He was also issued no contact with the
victims.
